The historic old “Library Building” at 3229 Glendale Blvd is getting a much needed facelift after many years of neglect. The building housed Atwater’s public library for 36 years from 1953 to 1989 until it relocated to a larger building at the corner of Glendale Boulevard and Revere. The most recent occupant of the original building was Thousand Fabrics, which also relocated about a year and a half ago. Since that time, the building has stood empty and had fallen into disrepair.

I am the current owner of the home who met Lillian Poblano and her sister in October of 2006. The L.A. City Council voted to deny the hardship exemption applications for three (3) Atwater Village marijuana dispensaries. The marijuana dispensaries that got their applications denied include L.A. Collective (3401 Glendale Boulevard - CF 05-0872-S215), Friendly Collective (3405 Glendale Boulevard - CF 05-0872-S170) and Global Meds Collective (3425 Glendale Boulevard - CF 05-0872-S282).
The remaining two (2) marijuana dispensaries, A.A.C.C (3106 Glendale Boulevard - CF 05-0872-S435) and Accurate Services Medical Dispensary (3429 Glendale Boulevard - CF 05-0872-S462), withdrew their hardship exemption applications prior to the City Council vote.
With their hardship applications either denied or withdrawn the Department of Building & Safety will now refer all five cases to the City Attorney's office for prosecution to force their closure.
As the buildings finally rise on the site of the former Van de Kamps (VdK) bakery, we are asking how the almost $71 million dollars of tax payer funding to build a Los Angeles Community College (LACC) North East Satellite Campus turned into 2/3rds of a campus, and a collection of tenants, among them a possible charter school, but without accredited college level classes.
With Prop AA, we specifically voted for an adult education facility. What we are getting is a charter school with a fence decorated with symbols of baked goods, in the words of LACCD “the baking heritage of the community”. Or, as Coalition to Save Van de Kamp’s co founder Netty Carr put it, “it looks like now all we’re getting for $70 million in taxpayer dollars are the cupcake fence and the crumbs.” Mighty pricey crumbs.
The original pre-bond plans included a third building being built through a $20 million dollar fund raising drive. With the Prop AA Bond funded project, we were promised a third building – a multipurpose auditorium that would have facilitated large lectures, movies, and theatrical uses to the benefit of both campus students and the local community.
The two building campus we now have was originally budgeted without the need of ANY bond funding. Who is standing to be accountable for $20 million dollars of value squandered?
The “team” of LACCD players now making the rounds are saying that it’s only the bad economy and budget cuts are to blame. The real story is not so simple and not so innocent. Some members of that team are far from innocent players who deliberately set out to stall the campus into what it is now buildings being leased out by the district to obtain funds from a collection of tenants – not an LACC satellite campus.
Our campus has fallen prey to infighting and politics at the city, LACC, LACCD and the Board of Trustees. Had it been completed at any of the promised completion dates from 2005, 2006 or late 2007 we would have a functioning LACC satellite campus. Period.
First the city tried to hand off the site to developers but the VdK Coalition, and then State Senator Richard Polanco stopped that. Polanco found $3 million in seed money and got the campus construction funded through $61 million in Prop AA bonds that we voted for.
Then the internal LACC and LACCD politics started, resulting in fatal stalling through studies of the already completed studies, and revisions of revisions. The internal foes of this project held it up in every way possible, stalling with make work, expensive studies of studies and endless pointless plan revisions. They know the system well and they knew how to use it, they ran the clock out while building costs escalated and operating funds diminished. They knew full well what they were doing; they knew that every day of delay diminished the chances of the satellite campus ever opening.
Now we are in the final rounds. The Coalition has asked for a complete accounting of all money spent on the project. We’ve been told that will be coming in 2 weeks. Public record act requests are being prepared to get to the bottom of this. LACCD officials are racing to sign contracts with paying tenants and the community is struggling for the promised higher education that is much needed. The VDK Coalition remains fully committed that a viable adult community college with adult educational components goes into that site. I have a BA from California State University of Northridge in anthropology and run my own business as a licensed residential mason.My wife and I recently purchased our first home here in North Atwater Village in January this year. While I had heard good things about Atwater, I was surprised to encounter a real sense of community here from the very start. I grew up in the San Fernando Valley and never knew the sense of community that I feel here. In fact, after attending a town hall meeting out of curiosity, I found myself wanting to participate in the betterment of our community and learned there was a position open on the Atwater Village Neighborhood Council.
As a representative, my hope is that Atwater Village can become a safer place with strong community bonds, where diversity, creativity and happiness prosper. I have no background in community organizing -- just a belief that participation is the key ingredient to prosperity and human welfare. I see this neighborhood as I see the home I bought: It is classic Los Angeles -- beautiful, charming, and in need of TLC. On Saturday, May 30th, 2009 at about 6:00 pm in the 3200 block of Casitas Avenue a man, who was sitting in his car, was approached by gang members demanding to know where he was from. Before the victim could reply, the gang members shot him in the head. Fortunately the bullet was of low caliber and did not penetrate the victim’s skull. The suspects fled in a green Toyota Camry.
LAPD Police Officers who were in the area observed a vehicle matching the description and attempted to stop the suspects and a short pursuit ensued. The suspects, observing the Police vehicle driving in the opposite direction, then attempted to drive their vehicle into the Police vehicle while driving in from the opposite direction The suspects jumped out of their vehicle before it collide with Police vehicle. One suspect was taken into custody for “Assault with Deadly Weapon” against the Police Officer and one suspect is outstanding. The officer in the police vehicle sustained no injuries.

Fletcher Drive, in Atwater Village, has been included in a preliminary citywide bicycle network plan. The proposed plan calls for the installation of a dedicated bicycle lane on Fletcher Drive that would link San Fernando Road to the L.A. River Bike path and other existing bicycle routes.

Another medical marijuana dispensary intends to open in Atwater Village despite a city wide moratorium on new dispensaries. Accurate Services Medical Dispensary (ASMD) intends to open in mid June 2009 at 3429 Glendale Blvd with the purpose of dispensing medical marijuana.
ASMD would become the 5th medical marijuana dispensary to open in Atwater Village and the 4th located within a one block radius. The 3400 block of Glendale Blvd already has three operating marijuana dispensaries.
ASMD has applied for a hardship exemption in accordance with Medical Marijuana Interim Control Ordinance (ICO). The ICO hardship exemption process allows marijuana dispensaries to operate without any City regulation or oversight until the City Council either approves or denies their application. To date the City Council has not acted on a single hardship exemption application.
