FAV NEEDS YOUR SUPPORT FOR NEW PROJECT!

Dear Friend,

Friends of Atwater Village (FAV) is applying for another L.A. City / Public Works Community Beautification Grant. If awarded the grant will be used for a safety and beautification gate at Glenhurst Park (2932 Glenhurst Avenue). To improve our chances of receiving the grant we need letters / emails of support and volunteer pledges to include in our application.

The project would consist of adding a decorative safety 7ft gate to existing fencing at a small community pocket park, Glenhurst Park. In addition the existing fencing, chain link, would be replaced with by a more decorative ironwork design.

FAV has used these beautification grants to fund many projects. These project include the “Past, Present and Future” mural at Silver Lake Blvd & Atwater Avenue, “Acresite Water Willow Gate” project, the “Revisit the Red Car” mural at the Red Car River Park, the flower pots on Glendale Blvd, the “Atwater Village” trash receptacles on Glendale Blvd, the “Blot the Blight” mural on Fletcher & Larga, and the “Glendale Blvd” mural at the former Atwater Ranch Market . All these Community Beautification Grant funded projects have served to beautify and embellish our community. Click here for more information about past and current FAV community projects.

We need a response by Tuesday (October 16) and would greatly appreciate the support. Please email us at favboard@friendsofatwatervillage.org expressing your support for our application for funding under the Community Beautification Grant program and indicate the volunteer hours you are pledging. Or download this form letter and fax back to us.

Thank you,

FAV Board

New Director of Animal Welfare wanted!

Hello Atwater Animal Lovers!

I have been one of the Directors of Animal Welfare here in Atwater for about a year and a half. It has been a truly wonderful experience to advocate for the animals and help animal owners and concerned residents wherever I could.

Unfortunately, I [and Barry] will be moving out of state very soon :) So there is a need for another DAW to take my place. This is a great opportunity to work with animals and work with two of the nicest, most caring people you'll ever meet: Jeannie and Donna, the other two DAWs.

This is, of course, a volunteer position but the rewards are many (no really!). And you can pretty much decide how much you want to do and in what areas... the only "mandatory" is that you love animals.

Here are some of the things the DAWs do (you could do some or all of them or come up with ideas of your own too):
• Provide advice and resources to residents on all things animal-related, from where to get low-cost spay/neuter vouchers to marauding racoons, orphaned baby birds, skunks living under the house, loose dogs, etc., etc.
• Intercede on behalf of chained dogs or neglected/abused animals. We never do anything dangerous and always call Animal Control if it's something we can't handle but we have had a lot of success educating people about proper/humane animal care
• Trap-neuter-release adult feral cats
• Trap, foster and find homes for feral kittens
• Pick up stray dogs and return them to their homes (with education about tags, leashes, etc.) or foster and find new homes for them
• Return calls on our DAW hotline
• Hold monthly adoption events (this is pending based on if Atwater gets a new DAW or two)

Anyway, if this sounds like something you'd like to do, please contact us right away. You can email me at Bea4Copy@pacbell.net or Jeannie at jmwinsurance@roadrunner.com. We'd love to hear from you!

Thanks so much, Bea

Inside Out begins at Irving next month!
We are very excited about the start of the Inside Out community arts program at Irving Middle School in just a few weeks. Camille Ameen, the co-founder and co-director of the program will be heading it up personally.

We are still working on funding for the program. Carol Moore has submitted a proposal to Hamburger Helper's community sponsor program, "My Hometown Helper." Please take a moment and go to the site, make a comment and let them know how much we need the funding for Inside Out: http://www.myhometownhelper.com/ViewProject.aspx?id=10926

Meet up at 9:00 at Red Car River Park in grubby clothes and rolled up sleeves.

February Neighborhood Watch Meeting
The second Wednesday happens to fall on Valentine’s Day. We will try to make the meeting brief so you can attend and still plan something special. Speaking of special, we’ll try to come up with something special for the meeting—stay tuned.

The first “official” Artwater planning meeting will take place Thursday at 7pm at the Glassell Park Senior Center/CD13 Satellite Office. If you haven’t yet signed up to volunteer, please do so now. Contact me and try to make the meeting. The success of this ambitious event depends on you!

Marshall Plan for LA
Finally, for now—I attended the City Council ad hoc committee meeting last Wednesday where Connie Rice of the Advancement Project presented her “Case for a Comprehensive Solution to LA's Gang Violence Epidemic.” It was standing room only and overall, quite a positive vibe in the room. Many city dignitaries and members of the clergy spoke to the committee and the packed crowd. Amidst the critical gang situation in the city, there is hope. If you are interested in reading a summary of Ms. Rice’s findings and recommendations, please go to:

Atwater Village artistic event - Meeting to discuss proposed event, Oct 25

To: Atwater Village business/art gallery owners, artists and other interested parties

Re: Meeting to discuss a proposed neighborhood chalk festival / art walk

When: Wednesday, October 25, 2006 – 7:30pm

Where: Flynn Art Studios 3765 Legion Lane, Atwater Village (Glenfeliz to Sunnynook which dead ends at the river and Legion Lane)

Objectives: To discuss a possible date for the event, To consider which areas of Atwater to set up the exhibitions, To determine who might help organize the different aspects of the event

The proposal of an artistic event in Atwater Village has been very enthusiastically received.  The positive feedback has come from art galleries, Atwater’s various organizations, local artists and businesses.  So let’s have a meeting to get the ball rolling.

As it is getting late in the year we will probably have to wait out the rainy season for our outdoor festivities.  Late March or late April (after Easter) has been suggested.  Several locations have been mentioned from the Red Car Park to the front of Seagray & Squires, The Complex, Atwater Ranch’s parking lot and the bump outs at Madera Ave.  Or why not all of the above and more?  We should also start throwing out ideas on how to involve the kids, raise money for community programs and bring attention to our neighborhood businesses.  All suggestions will be very much appreciated.

For questions or comments please call Carolyn at (323) 665 – 1901 or email to dexterzmum@aol.com (Importante Gifts)

AVNW 08.16.2006 Meeting Recap

A quick update and recap of Wednesday’s meeting (08.16.2006), (which by the way, was a good one and well attended). (Fear not, I will return with the newsletter format next month.)

Donna Wong, the Deputy City Attorney and Neighborhood Prosecutor for the Northeast area is conducting an informative meeting on Tuesday, August 22, regarding property rights and options for renters and property owners. Please contact Donna at Donna.Wong@lacity.org for more details.

We opened up discussions on the fundraising needs to bring the Inside Out Community Arts program to the Washington Irving Middle School in January. Contacts on this so far, are Catherine Dent and Lisa Fontanesi—the arts and education committee chairs of the Atwater Village Neighborhood Council and Kabira Stokes Hochberg, Field Representative for City Council District 13. Also, I am happy to report that Carol Moore-- our neighborhood anti-graffiti czarina-- is also acting events coordinator. She has already rolled up her sleeves and is working on some exciting, out-of-the-box ideas to get the funding for the Inside Out program. Her enthusiasm is infectious… if you want to catch it, contact Carol at spreadpublicity@yahoo.com and see how you can help her.

There is a parent/teacher after school meeting at the Washington Irving Middle School on September 6. I will let you all know the outcome.

Take Back Fletcher Drive

Quarterly Newsletter – Summer 2006

In February 2006 merchants and residents formed an informal volunteer group dedicated to improving Fletcher Drive, a business corridor located within the 90039 and 90065 zip codes. We are calling our improvement efforts the “Take Back Fletcher Drive” campaign and are currently working with local government and community groups to make Fletcher Drive a better place to live and do business.

Input Needed for Fletcher Square!

The City of Los Angeles Planning Department is seeking community input to develop a Community Design Overlay district (CDO) in the Fletcher Square area. The Fletcher Square area includes the San Fernando Road and Fletcher Drive intersection, the future site of the LACC Van de Kamp’s Satellite Campus and the former Kmart site.

What is a CDO?

A Community Design Overlay district (CDO) is a tool used for a district geographic area to improve and/or preserve the quality of building and site design. This is accomplished through the application of Design Guidelines and Development Standards. Design Guidelines and Development Standards, created for each CDO, provide guidance and direction in the design of buildings by addressing physical elements such as color and materials, landscape, façade and wall treatments and site orientation. The CDO is an effective tool to regulate the design and character of development in order to prevent inconsistent, haphazard and unrelated developments.

The Planning Department needs your input!

The Planning Department needs your input to create a CDO that meets the community’s desires and expectations. It is important that Atwater Village let the Planning Department know what amenities, businesses and atmosphere we would like Fletcher Square to have.

Let the Planning Department know…

How would you like to see the look of the Fletcher Square area change over the next several years?

What services or land uses would you like to see provided in the Fletcher Square area?

Please email or mail your responses to:

Call for AVNC ad-hoc grievance committee members!

Atwater Neighbors:

AVNC Needs Your Help. The Atwater Village Neighborhood Council (AVNC) is required by our bylaws to establish a list of volunteer stakeholders who are willing to serve on an ad hoc grievance committee from time to time. If a stakeholder files a grievance against AVNC a random panel would be drawn from this list to consider the request, meet with the person making the request, and consider options to resolve it to report to the Board. You can learn more about this process on the AVNC website at www.atwatervillage.org by reading the AVNC bylaws.

Please consider volunteering to be on this grievance committee stakeholder list. Note that volunteering does not mean you will necessarily ever be called on to serve on a grievance panel. If you are interested in volunteering or would like more information, please leave a message on the AVNC hotline at 323-634-AVNC or email board member Rogelio Rodriguez at rogelio_rodriguez_r@yahoo.com. Please give your name, your phone number, your email if you have one, and indicate you would like to volunteer to be on the Grievance Stakeholder List.

The AVNC bylaws state that "This formal grievance process is not intended to apply to Stakeholders who simply disagree with a position or action taken by the Board at one of its meetings. Those grievances can be aired at Board meetings. This grievance process is intended to address matters involving procedural disputes, including but not limited to the Board's failure to comply with Board Rules or these Bylaws, or its failure to comply with the City's Charter, the Plan, local ordinances, and/or State and federal law."

Any Stakeholder can volunteer to be on this committee list. According to the AVNC bylaws, ""STAKEHOLDER" shall mean any individual who lives, works or owns property in this neighborhood council AREA. In addition, stakeholders shall include the following in this neighborhood council AREA:

a. Homeowners

b. Renters

c. Property owners

d. Business owners

e. Employees of businesses

f. Cultural institutions and their members g. Religious institutions and their members h. Service or community nonprofit organizations and their members i. Schools and their students j. Parks and recreation

Thank you for consideration of this request. We look forward to working with you to make Atwater Village an even better place.
