GARCETTI SWORN IN FOR THIRD TERM

Los Angeles City Council President Eric Garcetti (CD13) was sworn in for a third term this week.  More than 300 community members attended the ceremony at Los Angeles City College in East Hollywood.

"In this start of my third term, I recommit to serving you with the drive and tenacity I see everyday in the Angelenos working to keep the American Dream alive for the next generation," said Council President Garcetti.

The ceremony included remarks from Los Angeles City College President Dr. Jamillah Moore, East Hollywood Neighborhood Council Boardmember Alfredo Hernandez, and Alliance for a Better Community Executive Director Veronica Melvin.  It also included performances by American Idol Season 2 finalist Trenyce, Korean drummers, and the Belmont High School Jazz Band.

ATWATER VILLAGE NEIGHBORHOOD COUNCIL GETS THREE NEW BOARD MEMBERS

The Atwater Village Neighborhood Council gets three newly appointed board members. The new board members were appointed to their position on May 14, 2009.

"Hello, my name is Alex Ventura. I have a BA from California State University of Northridge in anthropology and run my own business as a licensed residential mason.

My wife and I recently purchased our first home here in North Atwater Village in January this year. While I had heard good things about Atwater, I was surprised to encounter a real sense of community here from the very start. I grew up in the San Fernando Valley and never knew the sense of community that I feel here. In fact, after attending a town hall meeting out of curiosity, I found myself wanting to participate in the betterment of our community and learned there was a position open on the Atwater Village Neighborhood Council.

As a representative, my hope is that Atwater Village can become a safer place with strong community bonds, where diversity, creativity and happiness prosper. I have no background in community organizing -- just a belief that participation is the key ingredient to prosperity and human welfare. I see this neighborhood as I see the home I bought: It is classic Los Angeles -- beautiful, charming, and in need of TLC. I hope I can encourage others in North Atwater to participate in improving this unique neighborhood."

"I am Lara Pranger and I have lived with my family in Atwater Village for just over a year and have joined the Atwater Village Neighborhood Council to actively participate in our local community.  I am a co-founder of the recently-organized Friends of Atwater Elementary which is working together with the school administration to support and enhance the educational opportunities of all children attending Atwater Avenue Elementary School.  I really love this community and what it has to offer and plan on doing what I can do to make Atwater Village more of what we all envision it to be."

"Hello neighbors in Atwater Village.  My name is Robert Smith, and I am  a fairly recent homeowner in the Central Atwater neighborhood.  I am a  digital media/entertainment professional, having moved from Detroit in  1994 to work in film visual effects and quickly jumped on the Internet bandwagon.  I'm currently head of post production for Live Nation Studios.  In my past, I have been on the board of non-profits as well as having been part of several business startups.

Once I made Atwater Village my home, I knew I had to get involved locally to do my part to help make the neighborhood better.  I was  inspired by the passion of current co-chair Leonora Pitts-Gershman and  others on the board and felt I should start here and see what I could do to help."

ATWATER'S FLETCHER DRIVE INCLUDED IN CITYWIDE BICYCLE NETWORK PLAN

Fletcher Drive, in Atwater Village, has been included in a preliminary citywide bicycle network plan. The proposed plan calls for the installation of a dedicated bicycle lane on Fletcher Drive that would link San Fernando Road to the L.A. River Bike path and other existing bicycle routes.

ATWATER VILLAGE NEIGHBORHOOD COUNCIL GETS YEARLY FUNDING RESTORED

The Los Angeles City Council approved the total City budget this week.  The unanimous vote included funding for Neighborhood Councils, including the Atwater Village Neighborhood Council, at $45,000 for fiscal year 2009-2010 per motion by Councilperson Wendy Gruel during the Budget and Finance Committee proceedings.

If you missed the Atwater Village meeting with Dr. Moore and the LACC/LACCD Outreach Team last night, here are two more opportunities for you to attend in Glassell Park next week. The Glassell Park Neighborhood Council will be hosting a meeting on Monday, May 18, 2009, 6:30pm- 8:30pm and the Glassell Park Improvement Association on Thursday, May 21, 2009 at 7pm. Location for both meetings will be at the Glassell Park Community/Senior Center located at 3750 Verdugo Road, Los Angeles, Ca 90065.

Last night, the VDK Coalition was happy to hear that the community room’s component was added back to the site. However, questions still remain as to the final plans of the overall site. ATWATER VILLAGE NEIGHBORHOOD COUNCIL CO-CHAIR GOES TO CITY HALL TO PETITION THE BUDGET & FINANCE COMMITTEE TO RECONSIDER ITS DECISION TO SLASH NEIGHBORHOOD COUNCIL YEARLY BUDGETS FROM $50,000 TO $11,500

AVNC Co-Chair Leonora Gershman-Pitts, along with other neighborhood council (NC) leaders, attended the Budget & Finance Committee meeting at City Hall  to ask that their earlier decision to slash operating budget for NC's from $50,000.00 to $11,200.00 be reconsidered.

Leonora brought a prepared two minute statement to the meeting but was only allotted one minute to speak. The following is the full version of her statement:

" Thank you for giving us the opportunity to speak today.

I am here to ask you to please reconsider gutting the budget for the neighborhood councils in the City of Los Angeles. We fully understand that, given the city’s budget crisis, we all have to make sacrifices, but we are asking you to only reduce our funding to no less than $45,000 per year. What the Atwater Village Neighborhood Council does is fill in the blanks where the city is unable.

None of our money goes into equipment or office space. With the exception of a little help for note taking and bookkeeping, ALL of our funds go directly to the community.

We have helped the Friends of Atwater Village fund our famous murals, which discourage our two local gangs from defacing our community. We have hosted a Community Day and health fair in Chevy Chase Park, announcing to the Toonerville gang that this was OUR neighborhood too. We created and fund our Farmers’ Market every Sunday, bringing nutrition and healthful knowledge to two thousand people a week. We have funded after-school programs, bought books for our library, bought pencils for our schoolchildren, who were using crayons to complete their homework because their parents couldn’t afford to buy them supplies, and the teachers couldn’t afford to supply them anymore.We purchased brush boxes for our firefighters, who saved our village during the Griffith Park fires a couple years ago.

We put out a quarterly newsletter filled with important information about our river, our parks, our city, and our village.

We funded a parking study which will greatly influence our small businesses, giving them an opportunity to thrive. Every December, along with our Chamber of Commerce, we host and fund our annual Tree Lighting on our magnificent Redwood tree on Glendale Blvd. This year, we were able to reach out to four thousand people at the Tree Lighting, giving them pamphlets with all the information they need to be informed citizens of the city of Los Angeles.

With the great involvement from our stakeholders, our hard work has made our little village the type of place where young families want to move. Because of this, our property values have skyrocketed - and remain strong in this downturn - bringing much needed tax revenue to the city. Our small businesses, although struggling in the recession like everyone else, benefit from our work, which has engendered a pedestrian  - meaning walking - clientele. Our merchants hire locally and our stakeholders shop locally, and all of that money goes right back into the city of Los Angeles.

Our neighborhood council is the eyes and ears and hands and feet of the city council in Atwater Village. We are a functioning board of volunteers, some of us working almost full time to benefit our community, with no benefit to ourselves except a sense that we are making our village better. Please reconsider gutting our budget. I understand that there may be councils who do not give back as much as we do, but in a little village like Atwater, where we struggle with gang violence, economic hardship, and an evolving demographic, the neighborhood council plays a vital role in keeping our village safe and secure. I guarantee you that every dollar spent by the Atwater Village Neighborhood Council comes back to the city tenfold, in tax revenue, civic pride, and an informed and enthusiastic citizenry."

ATWATER VILLAGE TO LOSE FUNDING FOR COMMUNITY EVENTS AND BEAUTIFICATION PROJECTS

The Atwater Village Neighborhood Council (AVNC) will get their operating budget for Fiscal Year 2009-2010 slashed from $50,000.00 to $11,200.00.

The City Council's Budget and Finance Committee voted to reduce neighborhood council (NC) funding program. The Committee recommended allocating  only 1 million dollars to fund the NC System for fiscal year 2009-2010, which breaks down to just over $11,000 per year for each neighborhood council. The proposed reduction in NC funding will affect all 89 neighborhood council including the AVNC.

The AVNC is the primary financial benefactor for many Atwater Village community events and beautification projects. A sharp reduction in the AVNC yearly budget will most likely kill funding for almost all events and beautification projects scheduled for late 2009 and early 2010.

Atwater Village stakeholders are encourage to contact the Los Angeles City Council to express their concerns about the sharp reduction in neighborhood council funding.

CSI C-PAB Summit Open to NC's Reps. Sat.June 6, 2009

Greetings from the Northeast Community Police Advisory Board:

Each year, the CPAB in conjunction with the LAPD Community Policing Unit (CPU), Community Relations Office (CRO), the LAPD Commission, and the (7) Regional Community Police Advisory Boards convene an "invitation only" Citywide CPAB Summit to engage members, city, county, and state officials on current public safety and crime prevention measures Citywide and Nationwide.  We are excited to introduce this year's theme as "C S I (Crime Scene Investigation) 2009 CPAB Summit" which is inline with much of the popular programming we enjoy on television, radio, and read in the news today.  It will be held on Saturday June 6, 2009 from 7;30am - 2:30pm at the  California State University, Los Angeles LA Hertzberg-Davis Forensic Science Center, 5151 State University Drive in East Los Angeles  

This year we are extending a "SPECIAL INVITATION ONLY" to two (2) stakeholders of each certified Neighborhood Councils that are not CPAB Members to participate in this year’s event to experience first-hand crime-solving techniques used in crime scenes through-out the Nation.  This is the first time that CPAB’s have allowed the public to participate in our event.  We are asking that each Neighborhood Council interested in attending set-aside $500 to support this event and to select the two (2) NC delegates granted "SPECIAL ACCESS ONLY" to attend the "C S I  2009 CPAB Summit."

By this time I'm sure you are aware of the vicious attack on the neighborhood council system that is being formulated by the City Council's Budget and Finance Committee.
 
I viewed the meeting on the city's website the next morning and wrote a report for CityWatch that can be read at http://www.citywatchla.com/content/view/2260/.
 
I won't repeat what's in it.  Rather, I'd like to say some things that the Department of Neighborhood Empowerment cannot say.  It's my advantage as a retiree.
 
KEY DATES:
 
First of all, there is some confusion about the key dates that lie ahead.  I checked with the City Clerk and the CLA.
 
May 12.  The Budget and Finance Committee is scheduled to have its final votes on its recommended amendments to the mayor's budget.  It could go through each item one at a time, or vote on the whole package.  At this meeting, the Chief Legislative Analyst (CLA) brings with him a written report on the amendments he feels the committee wants to adopt.  You won't find this on the website before the meeting.  It's a good day for public testimony to be heard.
 
May 15.  The mayor's budget and the committee's recommended changes will be formally presented to the full City Council AND public testimony will be heard. Another good day to show up. 
 
May 18.  The City Council goes to work on the budget.  In past years, this has been started and finished on the same day.  It's possible that this year, the process could be  
"stretched" over two days.  The following day is Election Day, so who knows.
 
WHO'S TO BLAME?
 
Many of you have been asking if there was a vote in committee on the proposal to reduce the annual allocation to the neighborhood councils down to about $10,000.  There wasn't a formal recorded vote. 

Greig Smith and Bernard Parks led the attack.  At the end, Parks made a suggestion, the one you've been reading about.  It was one of those "without objection" moments.  Parks made his suggestion and nobody else on the committee offered an alternative r spoke up.

The committee members can change their minds on May 12.  
 
Wendy Greuel was absent.  Bill Rosendahl played a minor role.  Jose Huizar expressed concerned about the disportionate hit that the neighborhood councils would be taking.
 
WHAT TO DO:
 
NCs and the individuals within them need to decide if they're going to propose a compromise or draw the line here.  Throughout the Neighborhood Council File issue, the NCs kept giving and giving, negotiating with no one but still compromising, and they ended up with the City Council deciding that all board members needed to fill out extensive forms about their financial and property holdings in order to voice their opinions. 
 
So you've got a choice here:  assume that the other council members will be looking for compromise, and try and craft one with what little time you have, or demand that the council members support the mayor's proposal. 
 
Because time is short, I wouldn't worry too much about calling NC meetings in order to adopt positions.  Besides, the City Council already decided that it would ban Community Impact Statements from being printed on agendas, so that tool has been degraded. 
 
Much more powerful than how many NCs take a position on this matter, or how many Community Impact Statements are filed, is how many INDIVDUALS apply pressure to the City Council members.  This is about pure politics.  Volume counts.
 
Rather than wait for this matter to come up in the City Council, there could be a steady flow of speakers coming to the City Council meetings between now and then, and using Public Comment time to express their feelings.  It's always dangerous, and often fruitless to wait until the last minute.
 
DOUBLE STANDARD:
 
What also appalls me is that while this is going on, the City Council brags that it is taking a 10% cut along with everyone else.  But their slush fund, the Council District Community Services fund, has been recommended by the mayor to be funded once again at $1,500,000, or $100,000 per City Council district.  No 10% cut. 
 
The money is spent at the discretion of the Council member, but unlike expenditures made in public meetings by the NCs, and listed on the Internet, the City Council member decides secretly how to spend the money.  Try going to the city's website, or the city budget to find out how this money is spent.  You won't find anything. 

But worse is that the Council members are allowed to rollover unused money from this fund each year -- something that they want to prohibit the NCs from doing, and the Council members quietly give themselves permission at the end of each year (it's going to happen soon) to transfer unused money from the slush fund to their office budgets to pay for staff salaries.

The simple message to ask your friends, and organizations you've befriended, to send to the City Council is to support the mayor's proposal regarding the Neighborhood Council Funding Program.  If you can state a few reasons, all the better.
 
FIGHTING FOR YOUR RIGHTS:
 
I would like to encourage attorneys who support the neighborhood council system to contact me.  There are three parts of the City Charter and the City Administrative Code that are being violated, and I would like to brainstorm some legal solutions.
 
The first area involves what the Budget and Finance Committee is trying to do.  Laws have certain expectations of the neighborhood councils, and it requires the Department of Neighborhood Empowerment and the city to provide enough support to get the job done.  At some point, I'm sure a court would agree, the support would get so low that laws would be violated.
 
Second is the Early Warning part of the City Charter.  It requires that NCs be given enough notice before decisions are made so they can discuss them and weigh in.  But the law is routinely violated.  The last example was the way Proposition B, the solar measure, was rushed to the ballot.  Clearly it was done this way to ensure that was no time for the kind of public discussion that the City Charter requires.
 
The third relates to that part of the City Charter that requires the city to put into the budget enough money to support the NC system in the following year.  Yet, the amount of money that is earmarked for this just $140,000.  Hardly enough for all the city staff, the elections, and offices, staff, and communications for the NCs, etc.
 
I know how bullies work.  They will take and take, and push and push as long as they can get  away with it.  It might be time to "just say no."
 
FIXING THE BUDGET PROCESS:

This may be a time when you will get a receptive audience for another badly needed change.

As soon as this budget is over, work begins on the next one.  Sadly, the budget timetable allows little or no time for NCs and others to get involved once the proposed budget is released.  The mayor must release the budget BY April 20, but he can release it earlier to give the City Council and the public time to engage in meaningful discussions.  I don't think there is any other city in the nation where the city budget deliberations take place in one day.

L.A. CITY COUNCIL'S BUDGET AND FINANCE COMMITTEE RECOMMENDS REDUCING ATWATER VILLAGE NEIGHBORHOOD COUNCIL YEARLY FUNDING FROM $50,000 TO $11,200

The City Council's Budget and Finance Committee voted to go further in reducing neighborhood council (NC) finding. The 10% reduction in the Neighborhood Council Funding Program originally proposed by Mayor Villariagosa now seems modest in comparison. The proposed reduction in NC funding will affect all 89 neighborhood council including the AVNC.

The Atwater Village Neighborhood Council (AVNC) will get their operating budget for Fiscal Year 2009-2010 slashed 10% from $50,000.00 to $45,000.00.

 

The AVNC is a primary financial benefactor for many Atwater Village community events and beautification projects. A 10% reduction in the AVNC yearly budget will most likely limit which events and beautification projects actually get funded.

 

Mayor Villaraigosa submitted a budget proposal to the City Council's Budget and Finance Committee and is currently under review. The Mayor's proposed budget specifically included a 10% reduction in the Neighborhood Council Funding Program. SILVER LAKE SUPPORTS LEGALIZING RECREATIONAL MARIJUANA USE; ATWATER VILLAGE ASKED TO DO THE SAME

In a email dated 04/29/2009 Marijuana Policy Project asks the Atwater Village Neighborhood Council (AVNC) Board to issue a statement in support of assembly bill A.B. 390. Bill A.B. 390 would legalize marijuana for other uses besides medical use.

"Dear neighborhood council member,

As you have likely already heard in the news, various high-profile officials have been considering regulating and taxing marijuana as an alternative to prohibition, a policy that is widely believed to have failed. The California legislature is currently considering such a proposal in the form of an assembly bill, A.B. 390, authored by Tom Ammiano (D-San Francisco) earlier this year.

At their
April 1 meeting, the Silver Lake Neighborhood Council overwhelmingly approved a resolution supporting A.B. 390 and the policy of regulating marijuana like alcohol.

It’s our hope that neighborhood councils all over Los Angeles join Silver Lake in calling for a rational debate about the efficacy of marijuana prohibition.

As the California policy director for the
Marijuana Policy Project – a nonprofit working to end prohibition – I’d be happy to help draft such a resolution and make a presentation before your council.

ATWATER VILLAGE NEIGHBORHOOD COUNCIL (AVNC) BOARD MEMBER, LENORE SOLIS, LOSES GLENDALE CITY COUNCIL ELECTION BID

 

AVNC board member Lenore Solis loses election bid for Glendale City Council. Nevertheless Solis did attain notably more votes then her last election bid. Solis garnered 2,833 votes in this April 7th, 2009 election, placing her in the top 8 out of a total of 12 candidates. Last election, in 2007, Solis only attained 960 votes placing her in last place for that election.

Lenore Solis has resided in the City of Glendale since 1973 but operates a small interpreting, notary public and income tax business in Atwater Village -- Amador L. Solis & Associates at 3315 Glendale Blvd. 

Solis was elected to the AVNC Board in 2007 to serve as its Church / Religion Representative. Her term is scheduled to end in 2010. She has not publicly announced if she will or will not resign from her position on the AVNC Board to pursue her political interests and efforts in Glendale. Solis, along with her son Amador who also sits on the AVNC Board, has failed to attend 3 out of the 4 board meeting held so far this calendar year.

SEN. CAROL LIU TO VISIT ATWATER VILLAGE BUSINESS DISTRICT

 

ATWATER VILLAGE – State Sen. Carol Liu will take an informational walk through the Atwater Village Business District on May 2, 2009.
Liu, D-La Cañada Flintridge, will walk along Glendale Boulevard in Atwater Village and meet with business owners. She wants to become acquainted with local businesses, discuss issues of importance, and learn areas where the Legislature can be of assistance.
“I look forward to meeting business owners and learning about their concerns,” Liu said.

ATWATER VILLAGE LOCAL, NETTY CARR, HONORED AS "WOMEN OF THE YEAR" FOR THE 21ST SENATE DISTRICT

 

Each March, during Women's History Month, the State legislature celebrates the remarkable women whose contributions improve the lives of so many Californians. This tradition began in the State Capitol in 1987 and continues here, in the 21st District which includes Atwater Village, today.

On March 20th, 2009 Senator Carol Liu, in a intimate ceremony at her home, honored Netty Carr as 2009 Women of the Year. Senator Liu also honored four other outstanding women in the 21st District: Marcia Amoroso, Rachel Chen, Georgina Holloway and Mercy Valezquez.

About Netty Carr

Netty Carr is a native Angeleno and longtime resident of Atwater Village where she has committed herself to community issues with a special foucus on beautification and the Los Angeles River.

Netty is the co-founder of Friends of Atwater Village (FAV), 501 (c) 3 non-profit orginization, and currently serves as FAV's Co-President. Through her active involvement with FAV, Glendale Blvd now showcases unique trash receptacles tiled with pictures of historic Atwater Village. She conceived of and personally funded several community beautification murals at Glendale Blvd, Glenfeliz Blvd, and Dover Street.

Highlights of Netty's community activism also include spearheading the Coalition to Save the Van de Kamp's building in response to a developer's plan to tear down the historical monument and replace it with a "big box". The Coalition eventually grew to over 23 community groups and succeeded in to only saving the building but also was instrumental in helping to bring a extension campus of Los Angeles City College to the site.

Netty vigorously pursued the creation of the Red Car River Park and advocates Los Angeles River improvements for passive recreational use in Atwater Village, including improvements for the Red Car River Park. She organizes and actively participates in neighborhood and river clean-up events and actively advocates for a community center / park to serve central and south Atwater Village.

Atwater Village clearly bears the fruits of all Netty's energy, creativity and commitment to her community.

SAVE THE DATE: Atwater Village Townhall meeting, April 18th!

The Atwater Village Neighborhood Council is hosting a Town Hall meeting on April 18th, 2009 at 1:00 PM. Thanks to the continuing generosity of Christ's Church, we will be convening in the Community Room at Christ's Church (3852 Edenhurst Ave).

We are hoping to host members of the AVNC, the Atwater Village-Griffith Park Chamber of Commerce, Friends of Atwater Village, Atwater Village Residents Association, and you, all of our neighbors and stakeholders. We will discuss our hopes and concerns for Atwater Village, upcoming events, and how to continue our outreach to the community.

This will be a much more informal meeting than our regular Board of Governors' meetings. It's an opportunity for you to make your voice heard and for all of us to gather a consensus on how to move forward and continue to make Atwater Village the best neighborhood in Los Angeles.

We will have food and refreshments too! We look forward to seeing you there.

Glenfeliz/Valleybrink/Dover Intersection Improvement Project underway

 

Construction has begun on the GlenFeliz/Valleybrink/Dover Intersection Improvement Project, which will make the 5-way intersection safer for drivers and pedestrians. City crews are pouring concrete to extend the curb and to bring the sidewalks into ADA compliance.  The crosswalks will also be re-striped so that they are more visible to drivers and the area will also be beautified with plants. Once the project is completed, volunteers with the City's Adopt-A-Median program will maintain the landscaping.

Northeast Crime Update

These statistics will be as of March 28, 2009 (last Saturday night). While we are still heading in the right direction, remember that traditionally crime goes up in Northeast Area as the summer approaches, the weather gets hot, and many kids are out of school. So we will continue to talk basic strategies to prevent crime. We need everyone to help reduce crime!

We had a gang-related homicide last night. A 19-year male was killed in front of his house. Homicide investigators are searching for witnesses to this crime as numerous shots were fired. If you know anyone with information about this crime please contact Northeast Homicide at (213) 847-4261. Anonymous crime tips can be texted by typing in "CRIMES" then "LAPD" followed by the message. These messages are encrypted and we do not know who sends them. Please pass along to your friends this method of providing information.

ATWATER VILLAGE GETS NEW FIELD DEPUTY FROM L.A. COUNCIL DISTRICT 13

From Arsen Melikyan, Atwater's new Field Deputy:

 

As a 6 year veteran of the Los Angeles Council President Eric Garcetti's field office, I am very excited to begin my new role as Field Deputy for the Atwater  Village community.

I began in the office as an intern and was soon hired as the Receptionist. After 2 years, I was promoted to  Caseworker for the Hollywood, East Hollywood, and Silver Lake communities. Today, in addition to serving as Field Deputy, I also serve as the Special Events Coordinator for the whole district.

Being a Council District 13 native, it is especially rewarding to improve the community that I call home. I was raised in Little Armenia, graduated from Hollywood High School and the Academy Pacific Travel and Business College, and am continuing my education at Los Angeles City College -- all located in Council District 13.

Lastly, I am married to amazing women, Ripsime Ter-Galstyan, and am a proud father to a wonderful 8 month old boy named Sonny. On my free time I practice on the flamenco guitar and enjoy training my German Shepard in schutzhund.

DE LEÓN BILL TO PROVIDE GREATER ACCOUNTABILITY AND TRANSPARANCY IN STATE GOVERNMENT SPENDING

SACRAMENTO—Assembly Member Kevin de León (D-Los Angeles), Chair of the Assembly Appropriations Committee, today introduced Assembly Bill (AB) 400, which provides greater transparency and accountability in State Government spending.

“AB 400 will provide taxpayers with the tools to monitor how tax revenues are being spent and empower them to be fiscal watchdogs,” said Assembly Member de León. “The public must have access to all of the facets of our state budget in a matter that is efficient and understandable.”

The bill requires all state agencies and departments to annually post on their websites a detailed breakdown of their general fund and federal fund expenditures, including money spent on state and local administration, program implementation, and the distribution of any grant and bond funds.

“This measure is a critical first step in regaining the trust and faith of Californians in their State Government,” stated Assembly Member de León. “As we continue to address our current budget crisis, it is imperative to engage the public as equal partners.”

Since the passage of the federal Funding Accountability and Transparency Act (S. 2590, the “FAT” Act) in 2006, several states have followed suit. The Legislatures of Kansas, Texas, Oklahoma, Hawaii and Minnesota have passed their own versions of “Taxpayer Transparency Acts”, and the Governors of Missouri, South Carolina, Louisiana, and Alaska have implemented similar reforms through Executive Order or action.

AB 400 next moves to the Assembly Rules Committee for assignment to policy committee.

SENATOR CAROL LIU TAKES OATH AND ANNOUNCES 21st DISTRICT STAFF

 

Senator Carol Liu (D-La Canada) said she is looking forward to serving residents of the 21st Senate District, which includes Atwater Village.

“We face enormous challenges,” said Liu, “but I plan to work in partnership with all members of the Legislature and the Governor to move our state forward to achieve education and career opportunity, environmental quality, and economic prosperity for all Californians in the 21st Century.  It’s time to put partisan bickering aside and seek creative solutions. I’m ready to dig in.”

Liu announced the staff she has selected to help her serve the people of the 21st District.  Suzanne Reed will be returning as Liu’s Chief of Staff, reprising the role she had in the Assembly.  Reed’s career in public policy spans 38 years.  Among positions she held in the U.S. Senate was Legislative Aide to then-Sen. Joseph Biden.  In California, she was a Commissioner on the California Energy Commission, where she spearheaded nationally recognized programs in energy efficiency and renewable energy.  Prior to joining Liu’s staff in the Assembly, she had a successful career in the private sector.  Since completing her Assembly assignment, Reed has been working on California climate change policy for the Washington, D.C.-based nonprofit Center for Clean Air Policy.

Liu's District Director will be Tahra Goraya, well-known to the District through her work as Executive Director of Pasadena’s Day One, a community-based coalition working to reduce problems associated with substance abuse through education, alternate activities for youth, and environmental public policy advocacy. Goraya has over 10 years of nonprofit and grassroots experience in the public health and social justice sectors, and most recently headed up a Washington, D.C-based national civil rights organization.

Also staffing Liu in the Capitol will be Robert Oakes, a former journalist and nine-year veteran of the Legislature who served Senator Tom Torlakson (D-Antioch) for the last eight years.  Oakes will be Liu’s Legislative Director and Director of Communications.

Rejoining Liu’s District staff is long-time community activist, Lena Kennedy, who has spearheaded Liu’s highly successful annual Cancer Awareness Event for the last eight years.  Kennedy will be organizing special events throughout the 21st Senate District to bring vital public services, assistance, and educational resources to Liu’s constituents.

Also returning to the District Office is Talin Mangioglu, previously a successful small business owner in the District, who has turned her focus to public service.  Mangioglu will be anchoring the District Office constituent services and intern programs as well as representing the Senator in the field.

Joseph Solis joins the Senator’s Office from the private sector.  A native of Glendale, Joseph served in the U.S. Navy shortly after graduating from Herbert Hoover high school. A graduate of Saint Leo University in business administration, Joseph also completed the Coro Fellowship in Public Affairs. He is an active board member with local area nonprofits, We Care for Youth and the Character and Ethics Project.

One of Liu’s first acts in office was to move the 21st District Office from Pasadena to Glendale, will make the office more centrally located in the District, which extends out to Reseda.  The address is: 710 S. ALERT: HELP BRING LANDMARK STATUS FOR GRIFFITH PARK HOME

GRIFFITH PARK LANDMARK APPLICATION FACES FIRST CITY COUNCIL TEST: TUESDAY, JANUARY 13

In late October, before a standing room only crowd, the Cultural Heritage Commission voted to recommend landmark status for Griffith Park. The news was greeted with jubilance citywide.

But it's not over yet and next week the nomination enters the home stretch.

First stop is this Tuesday, January 13 at 2 p.m. , Room 350 City Hall, 200 N. Spring Street. The City Council's Planning & Land Use Management (PLUM) Committee will debate whether or not to send the matter to the full council for an up or down vote and, as we saw on October 30th, a strong public presence can affect the outcome.

PHILIP ALEXANDER RESIGNS FROM THE ATWATER VILLAGE NEIGHBORHOOD COUNCIL (AVNC) BOARD

Philip Alexander 

Philip Alexander resigned from the Board of the Atwater Village Neighborhood Council (AVNC). His resignation took effect Sunday, December 21, 2008. In a email to the AVNC Board Alexander cites his plan to leave Atwater Village and his opinion that the “Neighborhood Council system is truly an ineffective organization with only perceived power and resources” as his reasons for resigning. Alexander successfully ran and was elected to the AVNC Board as a Central Atwater Representative in the October 2007 General Election. His term was scheduled to end in 2010. During his time on the Board he briefly served as Co-Chair of the Environment / Land Use committee and Chair of the Bylaw Committee.

ATWATER VILLAGE PARKING STUDY SUCCESFULLY COMPLETED!

The Atwater Village Parking Study has been successfully completed. Recommendations for crafting a community specific parking ordinance for Glendale Blvd have been submitted to the AVNC Board for review and approval. The Board will formally vote on adopting the study's recommendations at its January 2009 board meeting.

The purpose of this study is to create a community specific parking ordinance for Glendale Blvd to ease parking requirements for new or change-of-use businesses along Glendale Blvdby identifying underused public parking spaces and allowing these businesses to purchase the spaces under a “parking credit” system. The ordinance would allow businesses that are required to have a specific number of parking spaces to purchase “parking credits” from the City in lieu of building more spaces onsite.

Albina Ferreyra, Atwater Field Deputy for Council President Eric Garcetti

Albina Ferreyra is Council President Garcetti's new Echo Park and Atwater Village Field Deputy. For five years, Albina represented the communities of Highland Park, Cypress Park, Mt. Washington and Glassell Park for Councilmember Ed P. Reyes. Within those five years she initiated and produced numerous community improvement projects, clean up events, community meeting and solved constituent complaints on a daily basis.

Albina will be productively using the knowledge she gained to improve and assist the communities of Echo park and Atwater Village. Public Support for DWP Festival of Lights Walking Nights needed ASAP

I know it's only May but we need help in sending a message to the DWP and city. Last year the DWP had a a "green week" of walking only nights during the Holiday Festival of Lights. Despite being the week of Thanksgiving the turnout was good. Immediately following the festival the AVNC along with the GGPNC and many local residents wrote letters to the DWP and city encouraging the walking nights to continue. In addition, the council encouraged the DWP and city to explore the possibility of making the entire festival a permanently walking-only event (less car exhaust in the air, less traffic, a family-friendly free thing to do, etc).

To date no one has received any response from the DWP or city and the DWP has made no announcements regarding keeping the walking nights. Some local community members are planning on attending a June 7 DWP meeting to once again show support for the walking nights and make another attempt to get an answer.

If you would like to see the walking nights continue we need you to speak up. Here are some options:

1. Post here so the responses can be printed out and submitted by the residents attending the June 7 meeting.
2. Better yet, write letters to the DWP, Councilman Tom LaBonge, Councilman Eric Garcetti, Parks & Rec, and cc the AVNC and/or the GGPNC.
3. Go to the June 7 meeting - 9am at the DWP cafeteria, 111 North Hope Street, Los Angeles, CA 90012

Griffith Park Burn Area Wildlife Habitat Restoration Project

Griffith Park's Wildlife Need Your Help!

Please join in the effort to help Griffith Park recover from the fire.

Volunteers are needed for habitat restoration.

On Tuesdays and Thursdays this Spring, volunteers will be removing invasive plants that are quickly overgrowing the burn area. These invasive plants are competing with the native plants for light, water, and nutrients. The wildlife of Griffith Park need you to help the

native plants that provide their food, water, and shelter.

We will begin with a training about native and non-native plants in Griffith Park, so don't be late! If you have them, please bring your own gloves and/or pruners. A limited supply of gloves tools will be available (most work can be easily done by hand). Please make sure to wear long- sleeved shirts, long pants, and sturdy, closed-toed shoes.

You may also need sunglasses, sunblock, and a hat. For more information, or to arrange specific times, dates, parking, etc:

HELP THE ATWATER VILLAGE BRANCH LIBRARY!

The Mayor’s proposed budget for fiscal year 2008-09 calls for a cut of $5.19 million dollars from the Los Angeles Public Library system budget – a 22% cut from last year’s budget.  The cuts will affect the budget for new books, staffing and hours of operation.  Our libraries serve all age groups, ethnic groups and special interest groups in our respective communities.  The Los Angeles Public Library and Friends of Atwater Library are asking for your help in preserving the much needed monies for the library system.  We are asking that you, members of your family, friends and neighbors send a letter to the Mayor and the City Council (click here for sample letter / email, pdf file) restoring the 2007-08 budget so the libraries can continue to buy books, maintain staff and hours.

CHICK REPORT IDENTIFIES POTENTIAL TO REDEPLOY OFFICERS

Los Angeles— Calling Los Angeles “… one of the most underpoliced big cities in America,” City Controller Laura Chick, issued a report today identifying ways to increase civilian staffing of the Los Angeles Police Department and put more officers out fighting crime on our streets and in our neighborhoods.

 

“We found over 500 positions that could potentially be filled by civilians, freeing up sworn personnel to perform more traditional policing functions. The last chapter of the report lays out a clear plan, implemented over a three year period that would put these already trained, experienced veteran police officers, back out in neighborhoods where we need them,” said Chick at a news conference with LAPD Chief Bill Bratton.

 

“Over and over again we hear the soundbite, “Let’s get officers out from behind desks and out on our streets.” Yet we continue to impose hiring freezes for civilian positions resulting in a vacancy level ranging up to 640 and currently hovering at 608 vacant positions. Who do we think is performing this essential backup work?,” continued Chick.

GARCETTI ANNOUNCES PUBLIC SAFETY EVENTS IN GLASSELL PARK

 

Month-long series of community events follows gang-related shootout.

On the heels of a gang-related shootout on Drew Street, Los Angeles City Council President Eric Garcetti announced that he will host a series of events to listen to community concerns and engage local residents in efforts to make their neighborhood safer.

“My top priority is making sure that our neighborhoods are safe places where families can thrive.  We need to empower residents to work with each other and the police to stop the gang violence in Northeast L.A.  These community events will give local families an opportunity to share their ideas for making their neighborhood safer and to learn about what they can do to help,” said Garcetti.

The month-long series of community public safety events will include a Public Safety Summit with Garcetti, Los Angeles Police Chief William Bratton, and other city officials.  Participants in the Summit will have the opportunity to express their concerns, share ideas, and hear an update on current public safety efforts.

Garcetti will also host a Leadership Academy focused on public safety issues in the community.  Workshops will be held by representatives of the L.A. Bridges gang prevention program, Human Relations Commission, local schools, and the City Attorney's Office.  Participants will learn how to organize a successful neighborhood watch, participate in Garcetti’s anti-graffiti program, Uniting Neighborhoods to Abolish Graffiti (UNTAG), and become effective partners with LAPD Senior Lead Officers.  The Garcetti Leadership Academies are held regularly and have trained more than 1,000 local residents to be effective advocates for their community.

All events will begin at 9 a.m., and the schedule of events includes:

• Saturday, March 8:  Public Safety and City Services Outreach event to update residents on public safety issues and invite them to the Public Safety Summit and Leadership Academy.  Washington Irving Middle School, 3010 Estara Avenue.
• Saturday, March 15:  Glassell Park Public Safety Summit with Garcetti and Bratton.  Washington Irving Middle School, 3010 Estara Avenue.
• Saturday, March 22:  Leadership Academy on public safety in Glassell Park. Glassell Park Community Senior Center, 3750 Verdugo Road.
• Saturday, March 29:  Community Picnic and Resource/Job Fair.  Juntos Park, 3135 Drew Street.
For Garcetti, this series of events follows seven years of working to improve public safety in this part of the Glassell Park neighborhood.  His efforts have included leading efforts to establish a neighborhood watch, coordinating neighborhood clean-ups, organizing door-to-door outreach events to inform local residents of anti-gang programs and other public safety resources available to them and their family members, and hosting community resource fairs to educate local residents on the city resources and community services available to them.  Although violent crime is down significantly in the area, last Thursday’s tragic events demonstrated the need for this comprehensive response.

GARCETTI STATEMENT REGARDING GANG SHOOTINGS IN NORTHEAST LOS ANGELES

Yesterday's gang shootings in the Glassell Park area once again demonstrated our city's need to make safe communities our top priority.

In the last few years, we have poured additional resources into this area to stop the gang violence that has plagued the neighborhood for decades. LAPD and other law enforcement officers have been active in the neighborhood and were able to intervene immediately to bring safety back to the community. I want to thank the men and women of the Los Angeles Police Department who did a stellar job of responding to this incident. I am committed to working with the police department to make sure it is getting the resources it needs to protect our communities.

I am also committed to creating more opportunities for young people to give them positive alternatives to gang life, including continuing a program I started last year called At the Park After Dark, which kept the Glassell Park Recreation Center open late into the evenings during
the summer.

Light Festival and CD4 Community Congress

January has come and gone and we are nearing the end of February. Although the DWP's lead event manager was reminded by two members of our community to schedule the promised January meeting at which we were to have assessed the success or failure of November's Light Festival pilot walking nights, it did not take place.

Our experiences in 2007 remind us how important it is that, instead of top-down solutions, the DWP work hand-in-hand with the public to make meaningful change. If our push for reform results in the event's conversion to a slo-mo bus ride or a longer bifurcated event, it will only pollute in a different way. There are indications that this might happen and will have to continue to work to ensure it does not.

For those who are able to attend, the meeting below presents an opportunity to register with DWP's top management that we want the 2008 Light Festival in Griffith Park be free of combustion engines and greenhouse gasses.

AVNC BOARD EXPERIENCES YET ANOTHER RESIGNATION

The Atwater Village Neighborhood Council (AVNC) accepted the resignation of Christine Anthony as Non-profit Representative and Election Committee Chair at its monthly board meeting, February 14th, 2008 – Valentine’s Day. Ms. Anthony resigned from her position as Non-profit Representative and Election Committee Chair via email on January 31, 2008. In her email she did not state her reason for resigning. Ms. Anthony was elected as one of two Non-profit Representatives in the October 6th, 2007 AVNC general board election. She also served as North Atwater Resident Representative during her previous tenure on the AVNC Board.

Ms. Anthony was also Project Manager for the Metrolink Derailment Memorial at Seneca Ave and Los Feliz Blvd., including the dedication ceremony in January of last year attended by many of the City’s dignitaries and relatives of those killed at the derailment in January 2004.  Ms. Anthony was also responsible for contracting with the City for the landscaping and maintenance of the area and hosted a small commemoration ceremony this past January for those able to attend. This exclusively AVNC funded project took just short of 3 years and cost approximately $15,000.00 to complete.

Since the seating of the new Board in November 2007, only three months ago, there have been two resignations from the Board, Diane Serafino and now Christine Anthony and one resignation by Lenore Solis as Secretary.

CHICK BLUEPRINT CALLS FOR REFOCUSSING, REORGANIZING, REINVENTING LOS ANGELES’ ANTI-GANG EFFORTS

Los Angeles—Calling it, “A time for action…now,” City Controller Laura Chick released her wide ranging and highly anticipated Blueprint on ending gang violence.

“During the last two decades, there have been countless studies, reports, consultants, City Council ad-hoc committees, new programs and hundreds and hundreds of millions of dollars spent to stem the gang crisis.  And what do we have to show for it?  The recent in-depth Advancement Project study painted a grim picture, which my report echoes, of a disjointed maze of services that don't reach the intended “at risk” youth population,” said City Controller Chick.

“Now what?  It is important to note what my report does not say.  There is no call for immediate new dollars, but there is a plan spelled out on how to spend the money more wisely and efficiently.  New programs are not advocated, but rather the redesign, refocus and merging of existing programs is proscribed,” said Chick.

“The report does not recommend the creation of a new department with additional layers of bureaucracy, but directs the creation of the Anti-Gang Office which will operate directly under the Mayor.  This will be a centralized, empowered entity that has the oversight and responsibility of our many anti-gang efforts.    To ensure public transparency, the City Controller’s Office will issue status reports beginning six months from today, along with conducting periodic fiscal and performance audits,” said Chick.

Commission Seeks Your Input on Preservation Ordinance

The Office of Historic Resources and the Cultural Heritage Commission (CHC) invite you to participate in a special Commission policy workshop on February 7, 2008 - a meeting that will provide the first public forum to discuss a significant overhaul of the City's historic preservation ordinance.

The staff of the Office of Historic Resources (OHR) is proposing important changes aimed at strengthening demolition review procedures, clarifying criteria for historic designation, and enhancing notification of private property owners. The City of Los Angeles' Cultural Heritage Ordinance, originally approved by the City Council in 1962, created the procedures for the designation and protection of significant Los Angeles buildings and sites as Historic-Cultural Monuments. While the Ordinance has undergone several minor, procedural modifications, it has never been comprehensively updated to give our City a state-of-the-art historic preservation program.

The Cultural Heritage Commission has scheduled an initial public workshop on these ordinance amendments for February 7, 2008, 10:00 a.m. in Room 1010 of City Hall (200 N. Spring St., in downtown Los Angeles). This meeting will also include a presentation on the OHR's work program for 2008, and an update on SurveyLA, the Los Angeles Historic Resources Survey. We also welcome your written comments and suggestions on these proposals as the OHR and Commission finalize a draft ordinance for submission to the City Council later this year.

Update from CD13 on the vacant Kmart store at 3150 San Fernando Rd

In the summer of 2004 Home Depot Corporation announced the purchase of a multi-year lease for the K-Mart store at 3150 San Fernando Road on the same day that K-Mart announced they would be closing the store.  By January of 2005, the city had enacted an Interim Control Ordinance (ICO) for the area in Glassell Park bounded by the Metro-link tracks, the commercial strip to the east of San Fernando Road, the city of Glendale, and Fletcher Drive.  That meant that no structure within those boundaries could be significantly altered in any way or demolished without a hardship exemption.  The former K-Mart site fell within those boundaries.  At the time there was lots of speculation in the area as the real estate market had heated up considerably.  The ICO provided a tool wherein the city and the community could weigh in more closely on land use decisions that would affect the area for years, if not decades to come. During this time the community organized to make a case against having a Home Depot at that location and Home Depot hired a consulting firm to build support within the community for one of their stores.  Several public meetings were held.  Some compromise concepts were discussed.  Home Depot submitted applications to the city's planning department for improvements and upgrades to the existing building so that when the ICO was lifted, they would be able to build their store.As the ICO was set to expire, we enacted the "Fletcher Square" portion of the Community Design Overlay Zone.  This covered the exact geographical area that the ICO covered and it prohibited retail spaces larger than 75,000 square feet.  After some initial activity, the site sat quiet for several months.  In the Fall of 2007 our office learned that Home Depot may be reconsidering its desire to build a store there and in December this was confirmed.The lease hold is now up for sale and Home Depot is looking for a buyer.  We have referred several interested parties their way over the last month and continue to do so.  Ideas expressed by the communities of Atwater Village and Glassell Park range from mixed use with retail to a new Police station to affordable housing, to an accessory use for the new LACC college at the Van de Kamps site.  We are all very excited to have this new opportunity; to work with someone on a development the community can support that will be in keeping with an improved San Fernando Road corridor.

DIANE MIDDLETON RESIGNS FROM BOARD OF NEIGHBORHOOD COMMISSION

Commissioner Diane Middleton resigns from her position on the Board of Neighborhood Commission citing considerable challenges in the Neighborhood Council system.

The Board of Neighborhood Commissioners ("Commission" or "Board") is comprised of seven members, each from a different background and a different part of the city. They are appointed by the Mayor, and confirmed by the City Council. The Commission is responsible for setting and overseeing policy. That includes approval of contracts, leases, and rules and regulations. The Commission holds regular public meetings every 1st and 3rd Tuesday of each month, and may hold special meetings to conduct business.

Dear Larry:

I wish to express my thanks to Mayor Antonio Villaraigosa for the opportunity to serve in his administration as a Commissioner on the Board of Neighborhood Commissioners.

As you know, our Commission meets in the evening at various locations throughout the city.  This has provided the opportunity to learn about many of the 89 Neighborhood Councils and their communities.

Some of these Neighborhood Councils are vibrant, diverse, and truly committed to making their neighborhood a better place for all residents.  Seeing the well functioning neighborhood councils has been the most positive aspect of serving as a commissioner.

Additionally, I truly appreciated the opportunity to work with the other BONC Commissioners who are intelligent, committed, and politically astute.  Likewise, many of the DONE staff are truly outstanding and could make a terrific contribution to improving the Neighborhood Council system if given the chance.

The challenges have been considerable.  Foremost among these is that in the 27 months I served as a Commissioner there were 4 general managers at DONE.

"Bring the Farmer to Your School" program comes to Atwater Ave Elementary School

Atwater Village, CA – The Atwater Village Farmers’ Market has found yet another way to bring local, fresh produce to Atwater Village!  In a collaborative effort, the (AVFM) has coordinated a farmer visit to Atwater Elementary School using LAUSD and SEE-LA’s Bring the Farmer to Your School program.

On January 23rd, from 8:20 a.m. – 12:10 p.m., Farmer Eli Sheiman, of Tutti Frutti Organic Farms, will visit the Atwater Elementary School classroom and teach over 250 students about life on the farm.  The children will learn that carrots grow form the ground, and that they don’t just appear at the produce aisle at the market!  Students will learn many things, such as the difference between ‘good’ and ‘bad’ bugs for growing fruits and vegetables.  The students will be able to taste tangerines, apples and carrots straight from Eli’s farm, and learn that carrots can actually have a sweet, flavorful taste.  “I like the kids to have a connection with where their food comes from, how it affects their bodies, and become excited about eating healthy” – Farmer Eli Sheiman.

The Farmer Eli’s visit is being funded by the Atwater Village Neighborhood Council, who share with the (AVFM) their commitment to the health of the Atwater community.

For the past six years, SEE-LA and LAUSD have been collaborating and operating the Bring the Farmer to Your School program.  This program is committed to teaching children in lower-income communities about health, farming, and fresh fruits and vegetables.  “SEE-LA is proud to bring its valuable programs into the same communities where we also operate our farmers’ markets”. – Pompea Smith, CEO, SEE-LA

The Atwater Village Farmers’ Market is located on Glendale Ave. and Larga Ave. at 3250 Glendale Blvd. in the Wells Fargo Bank parking lot.  Free parking is available off Larga Ave.

The Market is operated by Sustainable Economic Enterprises of Los Angeles (SEE-LA) as a nonprofit community activity.

LANDSCAPING COMPLETED FOR $15,000 METROLINK TRAIN CRASH MEMORIAL AT LOS FELIZ BLVD AND SENECA AVE

Landscaping was completed for the Atwater Village Neighborhood Council (AVNC) funded Metrolink Train Crash Memorial. The memorial, which approximately cost  $15,000.00 and took just short of 3 years to complete, was installed to commemorate those who died in a January 26, 2005 Metrolink train crash by Costco Wholesale on Los Feliz Blvd.

The memorial is located at the intersection of Los Feliz Blvd and Seneca Ave.

The Atwater Village Neighborhood Council (AVNC) received the resignation of Lenore Solis as Board Secretary effective January 11, 2008. Ms. Solis, who served as Board Secretary for just under 3 months, resigned from her position as Board Secretary via email on January 11, 2008. In her email she stated that her reason for resigning is to return to study a “specialization course on the treatment of criminal addicts”. In her email, Ms. Solis also states that she will continue on as a member on the AVNC Board and its Crime / Public Safety Committee. (Click here for 01/11/2008 resignation letter)

Ms. Solis was elected to serve as the Religious Representative on the AVNC Board in the October 6th, 2007 general election. AVNC BOARD SUCCESSFULLY FILLS VACANT POSITIONS

At its 2nd general meeting (December 13, 2007) the newly elected Atwater Village Neighborhood Council (AVNC) Board successfully filled the 3 special interest representative and 1 business representative board seats, thus giving the Neighborhood Council’s governing body its first full board since July of 2005.

The new AVNC Board appointees are:

Business Representative

Spencer Collins, an architectural designer and business owner of Tyler Spencer Design Studio (3362 Glendale Blvd) who loves Atwater Village and enjoys riding his bike to work along the river. Mr. Collins, who was present at the meeting, received a unanimous vote by the board.

Special Interest

Caroline Netzorg, a previous candidate and an Atwater Village home owner and park-lover that feels “passionate about bettering our community”. Ms. Netzorg, who was present at the meeting, received 10 votes.

Special Interest

Lance Sandman, a previous candidate and a third generation resident of Atwater Village. Mr. Sandman, who was present at the meeting, received 12 votes.

Special Interest

Amador Solis, an employee of Lenore M Solis & Assoc (3315 Glendale Blvd) and son of Lenore Solis (AVNC Board Member). Mr. Solis was not present at the meeting nor did he submit a written statement. Ms. Solis, his mother, spoke on his behalf. Mr. Solis received 10 votes.

Urgent Need For Action on L.A. City Mansionization Ordinance

What:  Please attend the L.A. City PLUM Committee meeting at 2 PM on December 18 in City Hall. There is no similarly effective tool quite like your showing up. In addition, you may wish to contact the City Council in advance to express your views.
Why:  The December 18 meeting of the L.A. City PLUM Committee will mark the third time that this body has heard the Mansionization Ordinance. Currently, the City does not regulate oversized homes that disproportionately impact their neighborhoods and the environment. The proposed Ordinance curtails gross overbuilding while it allows homes of more generous size than are permitted by similar measures in surrounding cities. Work on the proposed Ordinance was sponsored by Councilman Tom LaBonge, and seconded by Councilmembers Ed Reyes, Wendy Greuel, Janice Hahn, Bill Rosendahl, Eric Garcetti, and Herb Wesson. The measure was drafted and recommended by City Planning on June 14. The Council has yet to see this work.
PLUM History:
  • At the July 24 PLUM meeting, the Planning Department and the City Attorney's office were directed to review the proposed Ordinance.  In addition, Councilman Jack Weiss directed Planning to offer two changes: a menu of ways for a community to opt out of the Ordinance and a suggestion concerning enclosed porches.
  • On October 18 the City Attorney's office released the formal version of the proposed Ordinance. The house size limitations were essentially unchanged. There was no change in the porch provision.
  • On November 20 the Planning Department again appeared before PLUM with a menu of ways for a community to opt out of the Ordinance.  Councilman Weiss again asked for an expanded menu, and asked Planning to provide an economic analysis of the effects of the proposed ordinance. No funding is offered for the economic analysis, which would require months of study, and, according to an expert in the field, can be anticipated to find a positive effect on property values.
  • Still another PLUM meeting is scheduled for December 18. Councilman Weiss has spoken publicly in favor of neighborhood-by-neighborhood regulations, rather than a citywide rule. The bureaucracy and time that this new approach envisions is, unfortunately, endless. None of us will live to tell the tale.  
Action:  The most common criticism of the  criticism of the Ordinance is that it is too modest. Indeed, it is not tailored to protect individual neighborhood character, which must come via overlay zones, specific plans, and community plan updates. However, while we fiddle, construction continues on houses that are out of scale for our neighborhoods, that invade the privacy of their neighbors, that overuse scarce resources, and that place home ownership further out of reach for the next generation, including our children. Please:
1. Attend and get others to attend the PLUM hearing on December 18. Submit a speaker card. Please remember that your presence at City hearings is only recorded if you submit a speaker card; this is always true. Whether you favor or oppose the proposal, ask that the item be forward to the full Council.
2. As individuals and organizations, call, e-mail, and write to the L.A. City PLUM Committee (Councilmen Reyes, Weiss, and Huizar), strongly urging that the Mansionization Ordinance move forward to the full City Council. Copy Council President Garcetti and your own Councilmember.

PUBLIC HEARING ON CASITAS 27 SINGLE-FAMILY UNIT HOUSING PROJECT SCHEDULED FOR DECEMBER 12TH

A public hearing on the proposed 27 single-family unit housing project, dubbed “Casitas Village”, at 3234-3274 Casitas Avenueis scheduled for December 12th, 2007. Click here for Public Hearing Notice (pdf file).

 

At the December 12th hearing the Deputy Advisory Agency (L.A. City Planning Department) will consider to permit the construction of 27 new single-family homes in accordance with the Small Lot Ordinance No. 176,354 on a 60,075 net square foot site in the RD3-1 Zone with 54 parking spaces. The maximum permitted density on this site is 20 units. However, the applicant is utilizing a 35% Density Bonus, Pursuant to Government Code 65915 to provide seven additional units, of which 7%, two dwelling units, will be set aside for very low income purposes.

 

The Deputy Advisory Agency will also consider a Zoning Administrator's Adjustment to permit a reduced horizontal open space dimension of 8.5 and 10 foot in lieu of the required 15-foor for common open space; an eight-foot encroachment into a 15-foot building line for the construction, use and maintenance of front yard private patios (A Building Line Removal is proposed under a separate application); An eight-foot encroachment into the 15-foot front yard setback of a RD3 Zone Lot for the construction use and maintenance of porches and patios (If the Building Line is removed under separate application prior to the issuance of a building permit); Reduced spaces between buildings and passageways allowing four inches between buildings in lieu of the 20-foot required and 12-foot passageways; and to allow more than 50% paving in the front yard.

 

The purpose of the hearing is to obtain testimony from Atwater Village stakeholders and/or other interested persons regarding the proposed housing development. The decision maker will consider all the testimony presented at the hearing, written communication received prior to or at the hearing, and the merits of the housing project.

NEW AVNC BOARD OFF TO A PROMISING START DESPITE A SLIGHT BUMP

The newly elected Atwater Village Neighborhood Council (AVNC) Board was sworn in at their monthly meeting held on November 8th, 2007, at New Hope Chapel (2861 Los Feliz Blvd).  The new board, elected this past October 6th, will serve two years with its term ending in October 2009.

The 2007-2009 AVNC Board includes 7 new members who have never served on the board before and 5 previously serving members. The new board members include Fernando Dejo-Grundy, Leonora Gershman, Phillip Alexander, Jenn Hoffman, Nancy Mejia, Roberta Javier and Bruce Fleenor. Returning and former board members include Ken Osborn, Tim Warner, Jeff Gardner, Christine Anthony, Lenore Solis and Luis Lopez.

The new board got of to a bumpy start with the resignation of Diane Serafino, owner of Woof Dog Boutique on Glendale Blvd. The newly elected Business Representative, Mrs. Serafino, who was not present at the meeting, had submitted her resignation via email to the AVNC Board on November 2nd. In her email she did not state the reason for her resignation but did express her appreciation for those who voted for her and her desire to continue to serve the Atwater Village community outside the AVNC. However, the new board got off to a promising start. At its first meeting the new board dove into to its responsibilities and enthusiastically began discussing and voting on various items on the agenda. The most noteworthy action taken by the new board was the selection of new officers. The newly elected board officers are Ken Osborn and Roberta Javier as Co-Chairs, Lenore Solis as Secretary and Leonora Gershman as Treasurer.   The board also approved the following chairpersons of the various standing and ad hoc committees:

NEW GRASSROOTS GROUP HOPES TO RALLY COMMUNITY SUPPORT FOR A NEW HIGH SCHOOL IN TAYLOR YARDS / NORTHEAST L.A.

Friends of Central High School #13, a new grassroots group, held a demonstration on Sunday, October 28, 2007 to rally community support for a much needed new high school in the Northeast Los Angeles area. The demonstration was held at intersection of San Fernando Rd and Cazador St, in front of the proposed  23-acre site for the new high school – Taylor Yard, Parcel F.

"The Los Angeles Unified School District (LAUSD) has been outreaching to, and working with, our local communities since 2001 in order to locate a much needed high school in [Northeast L.A. area]. Currently, the children from [Atwater Village, Elysian Valley], Glassell Park and Cypress Park are sent to Eagle Rock, Franklin, or Marshall High. Those 3 schools all suffer with overcrowding which would be proportionally relieved if a new high school is built at Taylor Yards."

"There were numerous community meetings to locate and identify a preferred site for the high school. Despite a few drawbacks, the only area large enough where no homes or businesses would be disturbed and which was centrally located to [serve various Northeast communities], was Parcel F in Taylor Yard."

"While LAUSD was engaged in negotiations to acquire the property, developer Richard Meruelo, [of MerueloMaddux Properties], swooped in to buy it. Currently Mr. Meruelo is trying to negotiate a diminished and compromised school" under his so called “Riversedge Village” plan that includes high density housing, retail development and the high school.

The Friends of Central High School #13 will be celebrating Halloween by organizing 2 demonstrations against the big trick being played on our kids. The complete and comprehensive high school that this community worked for, and that the kids desperately need, is being compromised and diminished in backroom deals between developer Mereulo and our elected representatives.

Join the fun of exposing something that's really scary. Send the message that if they're cutting development deals, it should be for the development of our kids, not their coffers.

Costumes, placards, and noise makers welcome! Candy provided.

The Independent Election Administrator (IEA), Stephen Box, has up to 7 days to complete the Final Official Certified Canvass (or FOCOV), although typically, he does not take that long.

5 days

Any Atwater Village stakeholder has up to 5 days to challenge the election results.

30 days

Resolution of any challenge shall occur within 30 days of the filing of a challenge

SCHEDULING BLUNDER CANCELS GLASSELL PARK NEIGHBORHOOD COUNCIL DIVERSITY FORUM

The Glassell Park Neighborhood Council (GPNC) Diversity Forum planned for September 22nd has been canceled and a new forum has been scheduled for November 3rd, 2007. In a September 13th email from Bradley (GPNC Chairperson) he states that the reason for canceling the event is that a “larger facility is needed to accommodate the expected masses.” Click here for Bradley September 13 email (pdf file).

However, in a heated email exchange between Bradley and the L.A. Human Relations Commission (moderators for the forum) dated September 11 – 12 it indicates that real reason for canceling is that the 22nd of September falls on Yom Kippur, a high holiday for the Jewish community. Gary de la Rosa of the L.A. Human Relations Commission stated in the email that since the topic of the Diversity Forum is “Race, Religion and Culture” in the Northeast “it would not bode well for some community members… if this event was held on that date” and recommends that the event be postponed to a later date. Human Rights Commission September 11 – 12 email exchange (pdf file).Also, in the heated email exchange (September 11-12) Bradley unflinchingly asserts that a few “disgruntled” individuals influenced the decision by L.A Human Rights Commission to recommend postponement of the event. Bradley does not state who the individuals are or explain why they are disgruntled.

It is unclear at this time why possible schedule conflicts with the Yom Kippur holiday were not taken into consideration by the GPNC when the forum was originally scheduled.

The purpose of this study is to create a community specific parking ordinance to ease parking requirements for new or change-of-use businesses along Glendale Blvd by identifying “underused” public parking spaces and allowing these businesses to purchase them under a “parking credit” scheme. The subsequent ordinance would allow businesses that are required to have a specific number of parking spaces to purchase “parking credits” from the City in lieu of building more spaces onsite. The parking credits available for purchase would be limited by actual parking capacity within a predetermined boundary along Glendale Blvd and adjacent residential streets.

At the January 11th, 2007 General Board Meeting the Atwater Village Neighborhood Council (AVNC) voted to fund a “parking credit” study that will focus on commercial parking along Glendale Blvd. The AVNC Board voted to contract with Civic Enterprise Associates (CEA), a consulting firm, to spearhead the study and will pay CEA $6,500.00 for its services.

On Thursday August 16 at 6 PM the GPIA will be hosting an Evening with Gail Goldberg, Director of the L.A. City Department of Planning. The Land Use Forum will take place at the Glassell Park Community and Senior Center, 3750 N. Verdugo Road in the Public Storage Building next to the Glassell Park Swimming Pool. Ms. Goldberg will be discussing how the Planning Department intends to implement the objectives and goals in the "Do Real Planning" document that is part of the Department's Strategic Plan, and how that might effect the current Community Plans all our communities.

Gail Goldberg is a very dynamic speaker with a great deal of planning experience with a vision for our City. Come out and here how she and her staff are working with other city departments, elected officials, and residents to reshape our city to be ready for the challenges we face in the future. She will also take questions from the audience.

Ms. Goldberg was appointed Director of Los Angeles City Planning Department in February 2006. As director, Ms. Goldberg is responsible for organizing and directing the policies and planning activities of the City’s Planning Department. Prior to joining the Los Angeles Planning Department, Ms Goldberg worked for 17 years in the Planning Department of the City of San Diego, the last five years serving as Planning Director. Her responsibilities included all long-range city-wide and community planning. Other responsibilities included Facilities Financing, Transportation Planning, the Multiple Species Conservation Program and special projects. She oversaw a planning process to update the city’s 20-year-old General Plan. The initial result was the adoption of a strategic framework plan that articulated a 20-year vision for the City and a long-term strategy for achieving that vision known as the "City of Villages" plan.

No “Vote by Mail” for October 6th AVNC General Board Election

There will be no “Vote by Mail” provision for the Atwater Village Neighborhood Council (AVNC) general board election scheduled for October 6th, 2007. All eligible stakeholders are required to cast their ballot in person on October 6th at the voting site (Holy Trinity church, 3716 Boyce Avenue) between the hours of 9am to 4pm.

The “Vote by Mail” provision had been erroneously included in the election procedures for the October 6th AVNC general board election. The “Vote by Mail” provision is in direct violation of the AVNC bylaws which specifically prohibit voting by mail.

Mr. Ken Osborn, who is both AVNC Board Co-Chairman and Election Committee Chair, explained in a June 26th email that he “used the wrong template” to draft the election procedures. The draft procedures was subsequently approved by the Department of Neighborhood Empowerment (DONE), the AVNC Board and the Independent Election Administrator (IEA) Mr. Stephen Box. None of the parties involved seemed aware and failed to notice that the draft election procedures included provisions in direct violation of AVNC Bylaws. KCA / CD13 UNVEILS MUCH ANTICIPATED FLETCHER DRIVE PRELIMINARY STREETSCAPE CONCEPT FOR ATWATER VILLAGE

 

Kathy Cerra & Associates (KCA) and L.A. City Council District 13 (Eric Garcetti / CD13) unveiled the preliminary streetscape concept for Fletcher Drive in Atwater Village.

Atwater’s section of the Fletcher Drive streetscape master plan encompasses Fletcher Drive from the Los Angeles River (Fletcher Drive Bridge) to San Fernando Road. The preliminary streetscape concept consists of four traffic lane plan with various elements to increase pedestrian safety, regulate traffic flow and improve street level landscape.

NEW ATWATER VILLAGE NEIGHBORHOOD COUNCIL (AVNC) BOARD ELECTION SCHEDULED FOR OCTOBER 6TH, 2007

The new AVNC Board of Governors Election is scheduled for Saturday, October 6th, 2007. The election will be held at Holy Trinity Church (3716 Boyce Ave) from 9am to 4pm. Click here for election announcement (pdf file).

AVNC Bylaws require a board election every two years. The last election was held on August 14, 2004, almost 3 years ago. The current AVNC Board (2004-2006) has already served well beyond its 2 year term. The Board’s current term should have ended in August 2006 but has been forcibly extended to the October 2007 date after 3 failed attempts to hold a board election. The first attempt to hold the August 2006 election failed when AVNC Co-Chair, Jeff Gardner, failed to submit the required paperwork to the Department of Neighborhood Empowerment (DONE) in a timely fashion; the second attempt in October 2006 failed when the preferred Independent Election Administrator (IEA) could not be secured to monitor the election; and the third attempt failed when the 2nd choice IEA, Walt Sweeny, canceled the February 2007 election for supposed “irregularities”.

The scheduled October 6 election will mark the 4th attempt to carry out a vaild election by the current AVNC Board.

Glendale Blvd Streetscape Master Plan funding application gets a failing grade from the MTA

The funding application submitted by the L.A. Bureau of Street Services (BSS) to implement remaining portions of the Glendale Blvd Streetscape Master Plan failed to get a preliminarily recommendation for funding from the MTA 2007 Call for Projects review staff.

The Glendale Blvd Streetscape Master Plan funding request scored 66 points out of a possible 100. The funding request received notably low scores in evaluation criteria categories of “Project Need & Benefit to Trans. System” (22 points), “Local Match” (0 points) and “Land Use & Environmental Compatibility” (17 points).

The BSS is seeking approximately 3 million dollars of MTA funding to implement unfinished portions of the Glendale Blvd Streetscape Master Plan which was formulated in 2002. The funding would be used to widen sidewalks, add bump-outs at corners to shorten pedestrian crossing distances, address traffic flow issues in various ways, provide new median landscaping and irrigation, and slow vehicular traffic on Glendale Blvd by reducing traffic lanes from 6 to 4.

The MTA Board of Directors, the governing body of the MTA, is expected to adopt the staff’s preliminarily recommendation for funding from the MTA 2007 Call for Projects at their July 26th Board Meeting.

CONFLICT OF INTEREST CONCERNS MOUNT AT THE GLASSELL PARK NEIGHBORHOOD COUNCIL

At the June 5th Glassell Park Neighborhood Council (GPNC) Executive meeting a community stakeholder confronts a noticeably agitated Bradley, GPNC Chairperson, about his possible involvement and “conflict of interest” issues in facilitating a Conditional Use Permit for Victory Outreach. Victory Outreach is a Christian ministry with a church located at 4160 Eagle Rock Blvd., within the Glassell Park community boundary. Victory Outreach has been trying to obtain city approval to install a 23-foot high, illuminated, two-sided sign with LED display. Click here for hearing notice (pdf file) . Please note: "43-foot high" in the hearing notice is a typo with the Planning Department.

Victory Outreach was instrumental in getting the “Diversity Coalition”, headed by Bradley, voted into the current GPNC Board.  Click here for GPNC 2006 election materials (pdf file).

GLASSELL PARK NC CHAIRPERSON RESPONDS TO APPARENT BROWN ACT VIOLATIONS ALLEGATIONS

“My name is Bradley and I am happy to respond to the Brown Act and the board actions regarding the Brown Act. However, I will not respond on any of the community bulletin boards for obvious reasons.

I am pleased to address concerns raised by LANC members and CityWatch subscribers, given both publications make concerted efforts to bring a fair and balanced approach to newsworthy concerns raised by stakeholders. Unfortunately, you have been ambushed and intentionally lead to believe that rights were violated - whereas if the whole tape was made available, educated individuals could accurately assess all variables before making judgment calls.

Allow me to say that the Glassell Park Neighborhod Council Meeting lasted for three hours that night. Only 10 - 15 minutes of the proceedings (which was at the end of an exhausting GPNC Board meeting) was the only part released. Bad journalism to say the least.

The GPNC board and stakeholders present found the video-taping disruptive and a nuisance to the proceedings of the local agency and the GPNC meeting. We did allow her to tape from 7:05 p.m. until her departure and we are very familiar with this type of obstructionist tactics which anyone who is involved in NC's Citywide is familiar with first hand. Neighborhood Councils seem to be plagued with this type of daily barrage to undermine city and local entities."

NEW GLASSELL PARK NEIGHBORHOOD COUNCIL (GPNC) BOARD APPARENTLY VIOLATES CALIFORNIA STATE LAW

At the May 15th 2007 GPNC General Board meeting the Board, chaired by Bradley, repeatedly requested a community stakeholder to stop videotaping the public meeting. When debate of stakeholder videotaping of the meeting took place (see YouTube video clip) GPNC Chair Bradley informs the stakeholder that she has no legal right to videotape and that he has confirmed this with the City Attorney's office.

The GPNC Board meeting was a public meeting that is subject to the Ralph M. Brown Act. This state law governs the open meeting requirements for Neighborhood Councils, and the City Council, its committees, and city commissions.

Section 54953.5.(a) of the Brown Act specifically states that “Any person attending an open and public meeting of a legislative body of a local agency shall have the right to record the proceedings with an audio or video tape recorder or a still or motion picture camera in the absence of a reasonable finding by the legislative body of the local agency that the recording cannot continue without noise, illumination, or obstruction of view that constitutes, or would constitute, a persistent disruption of the proceedings.”

It is unclear why Bradley and other board members attempted to prevent the video taping which was clearly permitted by the Brown Act. It is also unclear why Bradley (who holds a leadership position on the Board) provided apparently false information about the legality of videotaping public “Brown Act” meetings. City Brings Peace to Some Owners of Lost Pets

Community Leaders work with Council Office to Ensure Los Angeles City Dead Animal Collection Unit Gets Notice to Owners

In a new citywide program, all Bureau of Sanitation Dead Animal Collectors now carry microchip scanners to upload identification information or will take tags on any dead animals collected. This information is brought to the Department of Animal Services, who then try to contact the owners of these pets.

This new procedure, spearheaded community volunteers, addressed a tragic gap in the cities services. Prior to the new policy, owners of tagged or micro chipped pets picked up by Dead Animal Collections never knew that their lost pets had been disposed of.

Andrew Garsten, a member of the Echo Park Animal Alliance (EPAA) and Board Member of the Greater Echo Park Elysian Neighborhood Council

(GEPENC) said it was a posting in June 2005 on the EPAA Yahoo discussion board regarding a dog that was killed on Glendale Boulevard that started it off. In the discussion, Christine Peters, co-founder of the EPAA and also a Board Member of GEPENC pointed out a tragic fact – that the Bureau of Sanitation Dead Animal Collection unit did not scan dead animals for microchips (tiny embedded chips that contain unique identification information), nor did it take tags from tagged animals and forward the information to Animal Services.

"When people heard about this oversight they were justifiably mortified," said Garsten. "They were saying ‘What if Fido got lost, I was looking for him at the shelter, but he already had been found by the city, dead in the streets? I would never know what happened to him.’"

Garsten and Peters got together shortly after the online discussion to discuss the situation, and immediately sought the support of local LA City Council Member Eric Garcetti (CD13). Mitch O’Farrell – currently the District Director for Constituent Services for CD13 – was at the time designated the unofficial "Animal Deputy," and took up this issue.

Griffith Park Fire - Message from L.A. City Council President Eric Garcetti

Last night at John Marshall High School, I met with families who had been evacuated and helped them get situated. The evacuation center was very well organized. When I arrived, there were about thirty-five people there, although it could have easily run at capacity (200). Some had brought pets: dogs and cats, some fish in plastic bags and, reportedly, a chicken. I ran into my friend Chad, who lives in Los Feliz; he wasn't sure if he was going to stay or not.

Shortly after midnight, I went with Tom LaBonge up to the Griffith Observatory. Tom's passion for Los Angeles in general and for Griffith Park in particular is well known--he tended Dante's View for decades, long before holding office. I've marveled to hear the depth of his knowledge of the park as he communicates to reporters exactly where the fire has been and what damage he's done. We spoke to firefighters who were exhausted after 12-hour shifts, slumped at picnic tables a few dozen feet from still-visible flames.

Councilmember LaBonge isn't alone in his love for Griffith Park, but I think he represents for many Angelenos the deep and emotional connection that we feel towards spaces. This morning, shortly before touring the back roads of the park, I spoke to a woman who had walked up from the neighborhood to the south. "This was my park," she said, through tears.

Tom and I started from Vista del Valle and wove through the devastated moonscape. We saw logs still smoldering and pockets of green that had been successfully protected.

Griffith Park is not lost, of course, but it is damaged. We'll rebuild it, where we can, and it will grow back lush and green. It's the single largest urban park in the country; few other parks compare to it in its size and wildness.

For now, we take our hats off to the emergency responders, from Los Angeles and from our neighboring cities under mutual-aid pacts, who are continuing to successfully protect life and property. We wish them speedy containment of this fire.

L.A. City Council President Eric Garcetti / CD13 has spearhead efforts to reduce the lawlessness and set a new standard for conduct by those who frequent the Los Angeles River. An ongoing “River Management & Maintenance Task Force” has been established to bring together various government entities (HBT, L.A. County Flood Control, LAPD, CHP, Gloria Molina’s Office, BSS, Caltrans, LAHSA, CCAC, DWP and the Army Core of Engineers) to discuss solutions and take steps to improve the L.A. River environment.

Current efforts are being focused on the section of the Los Angeles River between Fletcher Drive and Tyburn Street in Atwater Village.

LACC Northeast "Van de Kamp's" Campus Status as of April 16, 2007

Early this month, the Los Angeles Community College District (LACCD) Board of Trustees designated the Northeast Campus projects with the highest possible priority of all projects within the entire LACCD Proposition A/AA Bond Program.  As such, the District has notified the Division of the State Architect (DSA) that all Northeast Campus projects have the highest priority status for DSA review.  As a result, all other District projects will not progress whenever a Northeast Campus project is ready for review by DSA.  Therefore, DSA has been asked that every resource be made available to finalize Northeast Campus projects and have them stamped out as soon as possible before any other District projects are reviewed. 

Given the latest construction cost estimates, an additional $8 million must be added to the current construction budget in order to build the Northeast Campus as one single project.  As such, the District has taken an aggressive approach to assemble a bid package that will include the components needed to start the construction of the Adaptive Reuse of the Bakery Building within the next six (6) months.  The bid package for the Bakery Building will include the Site Plan and the Utility Plan from the New Education Building, the Central Plant Project and the Street Improvement Projects for San Fernando Road and Bakery Lane.  The New Education Building will be completed at a date when additional funding becomes available.

Proposed route for High-Speed train goes thru Atwater Village!

The CA High-Speed Rail Authority and FRA have released two Notices of Preparation (NOP) and Notices of Intent (NOI) for the preparation of project-level EIR/EIS documents for the Los Angeles to Palmdale and Los Angeles to Anaheim segments of the proposed high-speed train system.  The NOP/NOI for each segment is being publicly circulated for a period beginning March 15, 2007 and ending on April 27, 2007.  Scoping meetings will be held in Southern California starting April 5, 2007 and ending April 17, 2007.

 

A scoping meeting for the Los Angeles to Palmdale segment is scheduled for Los Angeles River Center & Gardens (Atrium), 570 W. Avenue 26, Los Angeles, CA 90065 on April 17, 2007, from 3:00 PM to 5:00 PM for public agencies and from 6:00 PM to 8:00 PM for the general public.

“Online Debate” - Los Angeles Community College Board of Trustees March 6, 2007 Election

Atwater Village News / FAV invited all candidates for the LACC Board of Trustees March 6th, 2007 Election for an “Online Debate” about the future of the LACC Satellite Campus at the historical Van de Kamp’s bakery building.

All candidates were asked to submit a response to the following questions:

Incumbents:
1.  Why has the district failed to open Van de Kamps as a satellite to LACC during your term in office, and what responsibility do you take for this failure?
2.  What assurance will you give that that the campus will open, by when will it open, and why should we believe you can do this?

Challengers:
1.  Why has the district failed to open Van de Kamps as a satellite to LACC, and what efforts did you make in support of opening?
2.  If elected, by what date would you promise it will open, and how can you assure us this will be a top priority?

Email from Jeff Gardner regarding CANCELED ELECTION

The following is an email from Mr. Jeff Gardner, February 25th, related to CANCELED ELECTION. In the email Mr. Gardner, the current Co-Chair of the AVNC, refers to the election as being "postponed" while the IEA report leaked by Mr. Sweeney refers to the election as being CANCELED. It is unclear at this time what legal difference there is between CANCELED or POSTPONED.

Stakeholders of Atwater Village

We apologize for not having posted something sooner and we appreciate your patience. We wanted to meet with the Department of Neighborhood Empowerment and the Independent Election Administrator in person before we reported to you, the stakeholders.

On February 21st, 2007 the Atwater Village Neighborhood Council Election was postponed by IEA Walt Sweeney. The official report is posted below.

Shortly after the postponement announcement was made official, the AVNC Co-Chairs were notified by telephone. The official report was e-mailed to the AVNC Board, DONE and other city officials.

The AVNC Executive board (Co-Chairs, Secretary, Treasurer) met on Thursday 2-22-07 to discuss a plan of action. Meanwhile, volunteers were at the candidate forum to inform stake holders of the election postponement.

On 2-23-07 both co-chairs met with DONE Assistant GM Mark Lewis and others to review documents related to the postponement. At this meeting the IEA report was scrutinized and verified.

On 2-24-07 the AVNC executive board manned the election site and explained the postponement to the stakeholders who came to vote.

The existing AVNC board will continue until a new election can be organized per the AVNC bylaws.
AVNC will meet on March 8th at the New Hope Chapel at 7:00 PM. to discuss and determine our future course of action. Items on the agenda will include the following:
  • Selection of a new election date
  • Appointment of a new Nomination Committee
  • Approval of a process for nominations and appointments to fill open positions to be completed in the month of April
  • A motion requesting a City Attorney investigation into the actions that caused the election to be postponed.

Officials from DONE and the IEA will be on hand at the March 8th meeting to answer questions about the election.

AVNC Election Cancellation Update 02.22.2007

The Independent Election Administrator, Mr. Walt Sweeney, submitted his formal report about the decision to cancel the AVNC Board Election to the L.A. Department of Neighborhood Empowerment on Wednesday, February 21st 2007.

Mr. Sweeney has referred all questions about the report and the canceled election to the current AVNC Board. It is unclear at this time if the AVNC Board has the report, who on the AVNC Board has it or when it will be made public.

While the report has not been made public to the candidates or the community a copy of it was leaked to Mr. Jason Kandel, a Daily News reporter, by Mr. Walt Sweeney.

The AVNC Board Election which was scheduled for Saturday, February 24th was canceled do to election irregularities. This marks the 3rd time that this current election has been canceled or postponed.

The Atwater Village Neighborhood Council election has been canceled due to election irregularities. There will be no candidate forum on Thursday, February 22 and there will be no election on Saturday, February 24.

 

This marks the 3rd time this current AVNC Board Election has been canceled or postponed.

Land Developer Hires New Architect and Seeks Community Input for a More “Village Friendly” Housing Development for 3234-3274 Casitas Ave

Land developer Avo Tavitian has abandoned efforts to build a 90 unit housing complex at 3234-3274 Casitas Ave and is now seeking to build a smaller housing development at the site. Mr. Tavitian has hired a new architect, Rzea Hadaegh and is currently seeking community input to help develop a housing proposal more in scale with Atwater’s “village ambiance”.

At a January 31st fact-finding meeting Avo Tavitian and his new architect, met with long time resident Sandra Caravella and with Luis Lopez, a local merchant.

At the meeting, Mrs. Caravella and Mr. Lopez shared the results from the online survey conducted by Friends of Atwater Village (FAV) with regards to the original Casitas Ave 90 unit housing proposal. This included a survey result summary and a copy of general comments made by the survey participants.

Both Mr. Tavitian and Mr. Hadaegh expressed willingness to seek additional community input from the various community groups and residents directly affected by any housing development prior to finalizing a new housing proposal for 3234-3274 Casitas Ave.

It is unclear at this time the manner in which the community input will be solicited, what the new proposed housing development would consist of or when it would be presented to the community for review.

About the FAV Online Casitas Ave Housing Project Survey

In January 2006, FAV conducted an online survey on the Casitas 90 unit housing proposal for 3234-3274 Casitas Ave as originally presented at the December 14th, 2006 AVNC Board Meeting. See Casitas Ave ‘Mega’ Housing Project Presentation at AVNC Meeting (12.14.2006)”.

Survey Results

Ninety-one percent (91%) responded that they would not support a variance for a zone change to allow the construction of a 90 unit complex on the site in question; 6% responded that they did not know and 3% responded that they would support the variance or zone change.

L.A. Bureau of Street Services Applies for MTA “Call for Projects” Funding for Completion of Glendale Blvd Streetscape

The L.A. Bureau of Street Services (BSS) has applied for funding through the Metropolitan Transportation Authority (MTA) “Call for Projects” to complete the Glendale Blvd Streetscape Master Plan formulated in 2002.

The BSS is seeking $3,000,000 (three million dollars) to implement unfinished portions of the Glendale Blvd Streetscape Master Plan. If awarded, the funding will be used to widen sidewalks, add bump-outs at corners to shorten pedestrian crossing distances, address traffic flow issues in various ways, provide new median landscaping and irrigation, and slow vehicular traffic on Glendale Blvd by reducing traffic lanes from 6 to 4. The funding application, which includes a specific and separate cost estimate to reduce the number of traffic lanes from 6 to 4, was submitted to the MTA on January 18th.   The decision as to whether or not funding is approved is expected to be announced in July 2007.

Hyperion Bridge / Glendale Blvd Viaduct Improvement Project

 

The City is proposing to seismically strengthen, improve and modify the Glendale–Hyperion Viaduct complex (the Hyperion Bridge) in Atwater Village.  The Glendale-Hyperion Viaduct complex consists of the following structures:  Hyperion Avenue Bridge over the Los Angeles River, Hyperion Avenue Bridge over Riverside Drive, Hyperion Avenue Bridge over I-5, Southbound Glendale Boulevard Bridge over the Los Angeles River, Northbound Glendale Boulevard Bridge over the Los Angeles River, and Waverly Drive Bridge.

MetroLink Memorial

From L.A. City Council President Eric Garcetti:

 

It was just about two years ago that the residents of Atwater Village and Glendale endured an unimaginable tragedy. A MetroLink train derailed near the Costco on Los Feliz Boulevard, taking 11 lives and injuring more than 100. I joined Mayor Antonio Villaraigosa, Councilmember Tom LaBonge, Sheriff Lee Baca and others at that spot to commemorate the terrible tragedy and the courageous efforts of that day.

As the simple memorial was revealed and we stood in collective silence, I recalled the heroism of the nearby Costco workers, who rushed to the scene to pull passengers out of the train even as it threatened to fall over with them inside. I remembered the bravery of the Fire Department, whose efforts to extinguish the fire in the engine car saved dozens of lives. I stood once again astounded by the inter-agency coordination, an essential part of the rescue effort that shone in our moment of crisis. And I once again felt the smallest idea of the pain of family members who forever lost loved ones in that instant.

In this moment of horror, we saw the best in ourselves and of each other. May the bravery and heroism of the first responders leave as indelible of a mark upon our city as the tragedy of losing our brothers and sisters that morning.

Casitas Ave Housing Project Online Survey

Survey closes on Friday, Janurary 26th, 2007 - Make your opinion count!

At the December 14th, 2006 general board meeting of the Atwater Village Neighborhood Council (AVNC) a presentation was made on the proposed Casitas Housing Project which would cover the properties from 3234-3274 Casitas Avenue. The developer also requested from the AVNC board a “letter of support” for the project. The proposed housing project would consist of a 4 story building with approximately 90 units / apartments ranging in size from 550 to 2,200 sq. ft. on 10 lots (5,300 sq. ft. each). The land developer is seeking a zone change or density variance from the original RD3-1 zoning which currently permits a maximum of 30 units at 3234-3274 Casitas Avenue to increase the permitted units from 30 to 90.

AVNC Nomination Committee Held 1st Candidate Information Session

Lack of candidates could cancel AVNC February 24th Board Election

On January 18th, 2007 the Atwater Village Neighborhood Council (AVNC) Nomination Committee held its first candidate information session for the upcoming February 24th Board Election.

In attendance were Nomination Committee members Emma Cotaya and Di Rodriguez along with committee volunteers. Also in attendance was Election Administrator Walt Sweeney.

Only one candidate was present, Karl Schmid a recent transplant from New York City that is running as North Atwater Village Representative. Karl is a North Atwater Village resident and is currently the only candidate to formally submit an application.

It is unclear at this time how many AVNC Board incumbents will seek reelection. Comments made by Walt Sweeney at the candidate session indicate that only 4 incumbents have verbally committed to seek reelection; these incumbents being Jeff Gardner (Business Representative), Ken Osborn (South Atwater Village Representative), Mary Lou Watkins (Central Atwater Village Representative) and Chris Coyle (Central Atwater Village Representative).

Election Administrator Walt Sweeney conducted the information session and lead discussion on various aspects of the AVNC election process. Discussion included possible scenarios if not enough candidates were available for the election.

There are 14 positions up for election and at minimum 9 positions would need to be successfully filled by elected candidates for a new Board to be installed.  Failure to meet the minimal requirement would cause the election to be canceled and the current Board would continue until a new election could be scheduled. The AVNC Board Election was originally scheduled for August 12, 2006 then postponed twice as a result of failing to submit Election Procedures to the L.A. Department of Neighborhood Empowerment by due dates. (See “July 2006 AVNC Special Board Meeting Minutes”).

January 25th is the deadline for candidates to submit their applications (See “AVNC Board of Governors Election February 2007” announcement)

Atwater Village Commercial Parking Study

Atwater Village Neighborhood Council funds a $6,500.00 “Parking Credit” study for Glendale Blvd.

At the January 11th, 2007 General Board Meeting the Atwater Village Neighborhood Council (AVNC) voted to fund a “parking credit” study that will focus on commercial parking along Glendale Blvd.

The purpose of this study is to create a community specific parking ordinance to ease parking requirements for new or change-of-use businesses along Glendale Blvd by identifying “underused” public parking spaces and allowing these businesses to purchase them under a “parking credit” scheme. The subsequent ordinance would allow businesses that are required to have a specific number of parking spaces to purchase “parking credits” from the City in lieu of building more spaces onsite. The parking credits available for purchase would be limited by actual parking capacity within a predetermined boundary along Glendale Blvd and adjacent residential streets.

The subsequent parking ordinance would not create new parking spaces nor would it reserve public parking spaces specifically and solely for those businesses that purchased “parking credits”.

The AVNC Board voted to contract with Civic Enterprise Associates (CEA), a consulting firm, to spearhead the study and will pay CEA $6,500.00 for its services.  These services include: assessing current parking conditions along Glendale Blvd, performing stakeholder outreach, producing design and visualization materials, defining desired outcomes and determining and prioritizing the next steps, producing a strategic memorandum, and working with the AVNC, Council District 13 and City Departments to implement agreed-upon next steps.

Atwater Village Neighborhood Council Bylaws Revised

The Atwater Village Neighborhood Council (AVNC) revised their Bylaws on September 12th, 2006. The Bylaws were revised after the canceled August 12, 2006 AVNC Board General Election and prior to the postponed October 14, 2006 AVNC Board General Election. The AVNC General Election has been rescheduled for February 24, 2007.

Noteworthy revisions to AVNC Bylaws:

  • Board Member Age Requirements (Article VI, section A): Requires all AVNC Board Members be 18 years and older with the exception of the School Representative position. The School Representative position is open to all stakeholders 16 years and older.
  • Incumbent Board Members Term Changes (Article VII, Section J): Allows incumbent Board Members to retain all powers under these bylaws regardless of postponed, canceled or challenged elections.

Casitas Ave “Mega” Housing Project Presentation at AVNC Meeting (12.14.2006)

On December 14th the Atwater Village Neighborhood Council (AVNC) held its general board meeting. Mr. Marcello Spina (the principal architect hired by land developer Avo Tavitian) made a presentation on the Casitas Housing Project proposal covering the properties from 3234-3274 Casitas Avenue. The proposed housing project consists of a 4 story building with approximately 90 units/apartments ranging in size from 550 to 2,200 sq. ft. on 10 lots (5,300 sq. ft. each).

The architectural design, a collaborative effort by Patterns and LRG Architects, gives a metallic “sci-fi” feel (see above picture).  Mr. Marcello Spina gave a detail explanation about the philosophical aspect of his architectural design which he refereed to as “intelligent urban design” and “natural urban growth”.

Mr. Avo Tavitian (the land developer), who was not present at the meeting, had previously requested that the AVNC issue a “letter of support” for a zone change or “density variance” that would increase the permitted population density for that area at the AVNC Environmental Land Use (ELU) Committee on December 6th, 2006. His request received unanimous support from the AVNC ELU Committee without first eliciting community reaction to his proposed housing project.  (See ELU committee meeting DRAFT minutes, 12.06.2006).

During the Q&A session Mr. Spina stated that the property lots are currently zoned as RD3-1; which means that the lots are zoned for small apartment dwellings. He also stated that under the current RD3-1 zoning only 30 units/apartments would be the maximum permitted for any housing project at 3234-3274 Casitas Ave. The developer is seeking a zone change or variance from the original RD3-1 zoning to increase the permitted units to 90 -- a 60 unit or 200% increase. 1

Casitas Ave “Mega” Housing Proposal UPDATE!

Land Developer Seeking Increased Population Density Variance

Atwater Village, CA - On December 6th, 2006 the AVNC Environmental Land Use (ELU) Committee heard an oral presentation from land developer Mr. Avo Tavitian and architect Mr. Marcello Spina about a housing development proposal at 3234 Casitas Avenue. The proposal seeks to install 90 residential units which would range from five hundred to several thousand square feet.  The proposed development would increase the population density in an area that is mostly single family homes. Mr. Tavitian is currently seeking a “letter of support” for a “Density Variance” from the Atwater Village Neighborhood Council.

On the December 6th ELU committee meeting a motion was made by Mr. Jeff Gardner / Ms. Mary Lou Watkins “to refer the [housing development] proposal to the [AVNC] Board and recommend approval”. The motion passed 9 to 0, with no abstentions. Those present at the ELU Committee meeting were Chris Coyle (ELU Chair & Central Atwater Resident), Jeff Gardner (AVNC Co-Chair & Commercial Property Owner), Mary Lou Watkins (AVNC Treasurer & Central Atwater Resident), Gene Gilbert (AVNC Board Member & North Atwater Resident), Andy Hasroun (Commercial Property Owner), David Kenny (Unknown Stakeholder Status), Avo Tavitian (Land Developer seeking variance), Marcello Spina (architect hired by Mr. Tavitian) and Christine Anthony (AVNC Board Member & North Atwater Resident). Only 9 individual, including the land developer, were in attendance. No resident, business owner or other interested party directly affected by this housing project was in attendance and no verifiable outreach was done to inform the community about this issue.

The next AVNC Board Meeting is scheduled for Thursday, December 14th, just one week after the ELU committee meeting and with no outreach by the AVNC to residents or businesses directly affected by this proposed housing development. Marcello Spina / Avo Tavitian are schedule to give a presentation on the housing proposal and to request a “letter of support” for a “Density Variance” from the full AVNC Board.

Preliminary information indicates that land developers are seeking to install a 4-story high / 100 units “mega” housing complex with underground parking on Casitas Avenue; between Glendale Blvd and Fletcher Dr.

 

The land developers will be giving a presentation at the next Atwater Village Neighborhood Council meeting; please attend and get the facts. Any large scale housing development that requires variances from the City and go against the Northeast L.A. Community Plan require profound public scrutiny to determine their negative impact on our VILLAGE!

LAFD Helicopter Crew Rescues Woman From Rain-Swollen River [in Atwater Village]

On Sunday, December 10, 2006 at 12:20 AM, three Companies of Los Angeles Firefighters, one LAFD Rescue Ambulance, one Urban Search and Rescue Unit, two LAFD Helicopters and two LAFD Swift Water Rescue Teams, a total of 27 personnel under the direction of Battalion Chief Chris Logan, responded to a River Rescue in the Los Angeles River near Sunnynook Drive in Atwater Village.

Firefighters both on the ground and in the air arrived quickly to find a woman stranded on a low island of silt in the middle of the rain-swollen urban flood control channel.

The twenty-one year old woman was spotted and soon contacted by ground-based Firefighters clad in swift-water rescue gear as their LAFD colleagues were strategically positioned downstream for a potential secondary rescue.

Two LAFD helicopters worked in tandem, with one airship establishing aerial reconnaissance and command support, illuminating the scene - including dangerous high-tension electric wires, with a 30-million candlepower 'Night Sun' spotlight, as the other helicopter, configured as an air ambulance, prepared for a delicate hoist rescue under that pilot's guidance.

A Firefighter was lowered to the woman, who remained trapped by the cold, churning and debris-laden water. Following her brief medical assessment and donning of a flotation vest and helmet, she was hoisted with the Firefighter aboard the hovering Fire Department helicopter.

The helicopter flew a short distance to the large parking lot of a shopping center, where it landed to transfer the woman to the care of a ground-based LAFD ambulance crew.

The shivering woman, who was wet and hypothermic but without obvious injury, was wrapped in warm blankets and accepted ambulance transportation to Glendale Memorial Hospital for further evaluation.

No other injuries were reported.

Though the area near the rescue is known to be a popular homeless encampment, the residential status of the woman, as well as her reason for being in the river, was not determined by Fire Department officials.
