ATWATER VILLAGE RESIDENT LOOKING FOR THE POBLANO FAMILY

 I am looking for the Poblano family, formerly of 3852-3854 Valleybrink Rd. in Atwater Village, who grew up in the duplex next to Nick Zemstev. I am the current owner of the home who met Lillian Poblano and her sister in October of 2006. I have a piece of cement with the names of the family that Lillian expressed a great interest in retrieving someday. I have tried unsuccessfully to contact her and the family for two years. If you know the family or if you are a member of the family, please contact me as soon as possible as I would like to give you this family heirloom, along with something else that may belong to you. L.A. CITY COUNCIL DENIES HARDSHIP EXEMPTION APPLICATIONS FOR ATWATER VILLAGE MEDICAL MARIJUANA DISPENSARIES

The L.A. City Council voted to deny the hardship exemption applications for three (3) Atwater Village marijuana dispensaries. The marijuana dispensaries that got their applications denied include L.A. Collective (3401 Glendale Boulevard - CF 05-0872-S215), Friendly Collective (3405 Glendale Boulevard - CF 05-0872-S170) and Global Meds Collective (3425 Glendale Boulevard - CF 05-0872-S282).

The remaining two (2) marijuana dispensaries, A.A.C.C (3106 Glendale Boulevard - CF 05-0872-S435) and Accurate Services Medical Dispensary (3429 Glendale Boulevard - CF 05-0872-S462), withdrew their hardship exemption applications prior to the City Council vote.

With their hardship applications either denied or withdrawn the Department of Building & Safety will now refer all five cases to the City Attorney's office for prosecution to force their closure.

A MESSAGE FROM THE VAN DE KAMPS COALITION

 

As the buildings finally rise on the site of the former Van de Kamps (VdK) bakery, we are asking how the almost $71 million dollars of tax payer funding to build a Los Angeles Community College (LACC) North East Satellite Campus turned into 2/3rds of a campus, and a collection of tenants, among them a possible charter school, but without accredited college level classes.

With Prop AA, we specifically voted for an adult education facility.  What we are getting is a charter school with a fence decorated with symbols of baked goods, in the words of LACCD “the baking heritage of the community”.  Or, as Coalition to Save Van de Kamp’s co founder Netty Carr put it, “it looks like now all we’re getting for $70 million in taxpayer dollars are the cupcake fence and the crumbs.”  Mighty pricey crumbs.

The original pre-bond plans included a third building being built through a $20 million dollar fund raising drive.  With the Prop AA Bond funded project, we were promised a third building – a multipurpose auditorium that would have facilitated large lectures, movies, and theatrical uses to the benefit of both campus students and the local community.

The two building campus we now have was originally budgeted without the need of ANY bond funding.  Who is standing to be accountable for $20 million dollars of value squandered?
The “team” of LACCD players now making the rounds are saying that it’s only the bad economy and budget cuts are to blame.  The real story is not so simple and not so innocent.  Some members of that team are far from innocent players who deliberately set out to stall the campus into what it is now buildings being leased out by the district to obtain funds from a collection of tenants – not an LACC satellite campus.

Our campus has fallen prey to infighting and politics at the city, LACC, LACCD and the Board of Trustees.  Had it been completed at any of the promised completion dates from 2005, 2006 or late 2007 we would have a functioning LACC satellite campus. Period.

First the city tried to hand off the site to developers but the VdK Coalition, and then State Senator Richard Polanco stopped that.  Polanco found $3 million in seed money and got the campus construction funded through $61 million in Prop AA bonds that we voted for.

Then the internal LACC and LACCD politics started, resulting in fatal stalling through studies of the already completed studies, and revisions of revisions. The internal foes of this project held it up in every way possible, stalling with make work, expensive studies of studies and endless pointless plan revisions. They know the system well and they knew how to use it, they ran the clock out while building costs escalated and operating funds diminished. They knew full well what they were doing; they knew that every day of delay diminished the chances of the satellite campus ever opening. 

Now we are in the final rounds. The Coalition has asked for a complete accounting of all money spent on the project. We’ve been told that will be coming in 2 weeks. Public record act requests are being prepared to get to the bottom of this. LACCD officials are racing to sign contracts with paying tenants and the community is struggling for the promised higher education that is much needed. The VDK Coalition remains fully committed that a viable adult community college with adult educational components goes into that site. We are currently working on a web site that will have a full account of names, timeline, and materials collected over the past 10 years. SoCal Connected: Marijuana Clinics: Up In Smoke

"There are now more medical marijuana clinics in the city of Los Angeles than there are Starbucks. It may seem surprising until you take a closer look at how LA’s city leaders have handled the regulation of these dispensaries.

Since the passage of Prop 215 in 1996, Los Angeles has had an open door policy when it comes to medical marijuana dispensaries. And while many we spoke with applaud and support marijuana for medicinal purposes - and even for recreational reasons - most are upset at the lack of zoning laws when it comes to the dispensaries. It’s now easier to open a medical marijuana facility than it is a nail salon or a yogurt shop. That’s upsetting residents who are seeing 5 and 6 clinics on one stretch of a boulevard. City leaders seem to recognize the need for zoning of the dispensaries, but seem to be unable to pass and enforce such laws. Now, with an estimated five hundred clinics in the city, many are wondering if those clinics will be grandfathered in when and if the new law is passed."

LACC/LACCD OUTREACH TEAM IN GLASSELL PARK NEXT WEEK

Hello Friends & Neighbors,

If you missed the Atwater Village meeting with Dr. Moore and the LACC/LACCD Outreach Team last night, here are two more opportunities for you to attend in Glassell Park next week. The Glassell Park Neighborhood Council will be hosting a meeting on Monday, May 18, 2009, 6:30pm- 8:30pm and the Glassell Park Improvement Association on Thursday, May 21, 2009 at 7pm. Location for both meetings will be at the Glassell Park Community/Senior Center located at 3750 Verdugo Road, Los Angeles, Ca 90065.

Last night, the VDK Coalition was happy to hear that the community room’s component was added back to the site. However, questions still remain as to the final plans of the overall site. A Letter from Van de Kamps Coalition

Hello Friends & Neighbors,

Dr. Moore, the President of Los Angeles City College will be at the Atwater Village Neighborhood Council this Thursday May 14, 2009 @ 7:00 pm @ Christ's Church, 3852 Edenhurst Ave. to make a presentation on the future of the Van de Kamps / North East Campus. Due to the many inquires about the site and the recent article in the LA Times, we felt it necessary to address some of the issues briefly and give you some background information.

In 1999, the Van de Kamps Coalition formally known as the Coalition to Save the Van de Kamps Bakery spearheaded the campaign to make sure that this site became a viable asset for the North East Communities instead of another controversial BIG BOX Development. Through their and then Senator Richard Polancos’ efforts, they were able to stop this development and lead the campaign to save the building from demolition. Having completed the main goal of the coalition, now the task before them was to find a use than benefited the community for that site and after countless meetings with various organizations, they secured an agreement from LACC to construct a satellite campus.

Funding became their next issue, with the help of Senator Richard Polanco who secured $3 million dollars in seed money from the state budget and the passage of Proposition A/AA bonds, LACC and LACCD had the funds to start construction of the campus. With total of $61 million dollars budget allocated in 2004 for this campus and a targeted date of opening in Fall of 2005, the plans for this site quickly fell into internal political strife bringing on delay after delay and burning through millions of construction dollars.

The VDK Coalition has been on the LACC Steering Committee striving to make sure that LACC completes its promise to the community made back in 2004 to construct and open their satellite campus. However, recently, Steering Committee meetings have been suspended. The Coalition has not been notified of any Steering Committee Meetings for over a year and has called on the District to resume those meetings.

Countless delays, personnel and administrative changes, endless meetings, consultants and $20 million wasted in endless revisions of the original plans, cost overruns  wasted in endless revisions (one building lost) the project finally emerged from the arduous process. While “green” technology is being used in the final project, the original plans included even more use of “green” technology due largely to a prescient concept put forth by the Coalition and Dr. Dan Seymour, who originally headed the project for LACC. He also produced an innovate plan for funding the satellite campus that has since, apparently, been dropped by the district. Though diminished in building funds, less “green”, lacking its sustainable funding plan and smaller in scope, the project was back on track in 2006.

As late as 2008, we were lead to believe that this campus would open in the fall of 2009, a full adult community college campus with programs such as a Child Developmental Center, Work Force Center, availability to the community for some space for community functions and Fitness Center that would complement the academic portion of the college.

In January, the VDK Coalition learned that LACC, without forewarning, had turned over this site to the Los Angeles Community College Board to "manage" for the next five years due to budget shortfalls. Upon hearing this, the Coalition immediately contacted Dr Moore and advocated that LACC and LACCD hold community meetings throughout the Northeast Communities.

LACC and the LACCD would reveal no further information to the community or the Coalition until plans for the site would be outlined in the community meeting at LACC held on April 27th. Upon hearing the plans that the LACCD has for this site, the VDK Coalition went into immediate action.

 LACC and LACC District has now said that it is budget issues that prevent this campus from opening - conveniently believable at this time of state budget crisis.  But in-fact the State of California has money available to start up new campuses in the form of Center Status grants.  LACCD paid a consultant hundreds of thousands of dollars to prepare and complete such a grant for the Van de Kamp's location, then withdrew the application.  Why?  We may never really know.  Regardless of the reasons, there is nothing standing in the way of the application being submitted and a community college opening other than the will of the Community College District.

The Coalition has asked for a complete accounting of all the funds and their uses since the inception of this process. Despite being assured by the district personnel that this was an easy thing to do and would take little time, the Coalition has not heard back about this.

We are asking that you attend these meetings and voice your concerns. Los Angeles voters voted for Prop A/AA Bonds (a total of 3 Billion Dollars) to build Community Colleges and not to create buildings for the District to unilaterally decide to lease out to Charter Schools and place LACCD Administrative Offices. In this time of economic crisis, how can LACC and LACCD afford to waste taxpayer’s money? Please let your voices be heard.

The VDK Coalition is as committed today as they were when they first helped bring LACC into this process and secured the promise of a Satellite campus, to see that this college opens. We are in the midst of organizing thousands of emails, documents, and pictures for our new website, along with conducting our own investigation. SILVER LAKE SUPPORTS LEGALIZING RECREATIONAL MARIJUANA USE; ATWATER VILLAGE ASKED TO DO THE SAME

In a email dated 04/29/2009 Marijuana Policy Project asks the Atwater Village Neighborhood Council (AVNC) Board to issue a statement in support of assembly bill A.B. 390. Bill A.B. 390 would legalize marijuana for other uses besides medical use.

"Dear neighborhood council member,

As you have likely already heard in the news, various high-profile officials have been considering regulating and taxing marijuana as an alternative to prohibition, a policy that is widely believed to have failed. The California legislature is currently considering such a proposal in the form of an assembly bill, A.B. 390, authored by Tom Ammiano (D-San Francisco) earlier this year.

At their
April 1 meeting, the Silver Lake Neighborhood Council overwhelmingly approved a resolution supporting A.B. 390 and the policy of regulating marijuana like alcohol.

It’s our hope that neighborhood councils all over Los Angeles join Silver Lake in calling for a rational debate about the efficacy of marijuana prohibition.

As the California policy director for the
Marijuana Policy Project – a nonprofit working to end prohibition – I’d be happy to help draft such a resolution and make a presentation before your council.

MEDICAL MARIJUANA DISPENSARIES BLOOM IN ATWATER VILLAGE

Atwater Village currently has three medical marijuana dispensaries on Glendale Blvd, all located within a one block radius.

 

L.A Collective, 3401 Glendale Blvd Unit B

Friendly Collective, 3405 Glendale Blvd

Global Meds Collective, 3425 Glendale Blvd

 

It is unclear how long all three marijuana dispensaries have been in operation at their individual locations. City authorities first became aware of these marijuana dispensaries thru complaints from local residents and businesses that visitors to the marijuana dispensaries are smoking their purchases in public view, often in parked cars next to the public library which is across from the dispensary on the corner of Glendale Boulevard and Revere Ave or the alleyways behind both the library and the dispensary.

 

A fourth marijuana dispensary will soon open at 3106 Glendale Blvd, just a quarter mile from the other three dispensaries.

2ND MARIJUANA DISPENSARY TO OPEN IN ATWATER VILLAGE AT STRIP MALL ON GLENDALE BLVD

A medical marijuana dispensary is planned to open in the strip mall located at the corner of Glendale Blvd and Glenhurst Ave. According to Brett Mero, the leasing agent for the managing company of the strip mall, the retail space at 3106 Glendale Blvd has already been leased to a marijuana dispensary business and will be opening soon.

Atwater Village already has one existing marijuana dispensary at 3401 Glendale Blvd, Unit B (at the corner of Revere Ave ) called LA Collective. LA Collective is currently under scrutiny from City authorities as a result of numerous complaints from local residents that visitors to the marijuana dispensary are smoking their purchases in public view, often in parked cars next to the public library which is across from the dispensary on the corner of Glendale Boulevard and Revere Ave or the alleyways behind both the library and the dispensary.

It is not know if the new marijuana dispensary will create similar problems like those caused by the dispensary at 3401 Glendale Blvd.

ATWATER VILLAGE LOCAL, NETTY CARR, HONORED AS "WOMEN OF THE YEAR" FOR THE 21ST SENATE DISTRICT

 

Each March, during Women's History Month, the State legislature celebrates the remarkable women whose contributions improve the lives of so many Californians. This tradition began in the State Capitol in 1987 and continues here, in the 21st District which includes Atwater Village, today.

On March 20th, 2009 Senator Carol Liu, in a intimate ceremony at her home, honored Netty Carr as 2009 Women of the Year. Senator Liu also honored four other outstanding women in the 21st District: Marcia Amoroso, Rachel Chen, Georgina Holloway and Mercy Valezquez.

About Netty Carr

Netty Carr is a native Angeleno and longtime resident of Atwater Village where she has committed herself to community issues with a special foucus on beautification and the Los Angeles River.

Netty is the co-founder of Friends of Atwater Village (FAV), 501 (c) 3 non-profit orginization, and currently serves as FAV's Co-President. Through her active involvement with FAV, Glendale Blvd now showcases unique trash receptacles tiled with pictures of historic Atwater Village. She conceived of and personally funded several community beautification murals at Glendale Blvd, Glenfeliz Blvd, and Dover Street.

Highlights of Netty's community activism also include spearheading the Coalition to Save the Van de Kamp's building in response to a developer's plan to tear down the historical monument and replace it with a "big box". The Coalition eventually grew to over 23 community groups and succeeded in to only saving the building but also was instrumental in helping to bring a extension campus of Los Angeles City College to the site.

Netty vigorously pursued the creation of the Red Car River Park and advocates Los Angeles River improvements for passive recreational use in Atwater Village, including improvements for the Red Car River Park. She organizes and actively participates in neighborhood and river clean-up events and actively advocates for a community center / park to serve central and south Atwater Village.

Atwater Village clearly bears the fruits of all Netty's energy, creativity and commitment to her community.

The Artwater Festival is canceled

Dear Friends and Neighbors,

It is with regret that I inform you that the 3rd Annual Artwater Festival has been canceled due to lack of funding and manpower.  There may be a chance to reschedule later in the year but April 25th will not be the date.  I apologize to anyone who may be disappointed by this news.  I'm so proud of our community and hope we have a chance to show it off again in the near future. ATWATER VILLAGE NEIGHBORHOOD COUNCIL (AVNC) BOARD MEMBER IS A CANDIDATE FOR THE GLENDALE CITY COUNCIL APRIL 2009 ELECTION

 

AVNC Board Member Lenore Solis has announced her intention to run as a candidate for the Glendale City Council in its April 2009 election. This will be her 2nd attempt to capture a seat on the Glendale City Council. Click here for Solis's election website.

 

Solis does not live in Atwater Village.  She has resided in the City of Glendale since 1973 but operates a small interpreting, notary public and income tax business in Atwater Village -- Amador L. Solis & Associates at 3315 Glendale Blvd.

 

Solis was elected to the AVNC Board in 2007 to serve as its Church / Religion Representative. Her term is scheduled to end in 2010 which would run concurrently with her term on the Glendale City Council should she be elected.

Solis has not publicly announced if she will or will not resign from her position on the AVNC Board to pursue her political interests and efforts in Glendale.

Solis was also recently featured in the Los Angeles Times article "Peace and love cause a big stir in Atwater Village".

Richard Landon Kassebaum, long time Atwater Village resident and filmaker dies at 47

Richard Kassebaum passed away Wednesday, August 27th, 2008. While not mentioned in news articles Richard was a long time Atwater Village resident. He will be missed by many in Atwater Village.

FREE SOLAR HOT WATER HEATERS FOR ATWATER VILLAGE HOMES

 

A new solar water-heating program in Southern California, administered by Davis Energy Group (DEG), gives free solar water heating (SWH) systems to qualifying projects, along with $500/system toward installation costs.

DEG has secured funding from the California Air Resources Board to install 80 residential SunCache SWH systems. To qualify for the demonstration project, homes must be customers of either Southern California Gas Company or San Diego Gas and Electric. Both new construction and retrofit qualify, as do low-income projects.  Multi-unit projects qualify only if each unit has its own water heater.

COMMUNITY MURALS RESTORED WITH GENEROUS FUNDING FROM THE ATWATER VILLAGE NEIGHBORHOOD COUNCIL

 

Graffiti abatement murals throughout Atwater Village got a much needed “facelift” with funding from the Atwater Village Neighborhood Council (AVNC), the volunteer efforts from Friends of Atwater Village (FAV) and the artistic talents of Rafael Escamilla and Tom Hinds.

The mural restoration effort happened over a two week period in July 2008. Artists Rafael Escamilla and Tom Hinds restored graffiti abatement murals originally commissioned by FAV starting in 2000. The restored murals include “Atwater Ranch Market” mural at 3111 Glendale Blvd next to Starbucks, the “Blot the Blight” mural at 2707 Fletcher Dr at the corner of Larga Ave and Fletcher Drive, the “Trains Shaping History” mural at the corner of Casitas Ave and Fletcher Dr., and the “Past, Present and Future” at 3250 Silver Lake Blvd on the historic Vince’s Market building.

The “Blot the Blight” mural at the corner of Fletcher Dr and Larga Ave was the most damaged and required the most time and effort to restore. Rafael and Tom used photos taken of the mural when it was first completed in 2001 to stay true to the original design.

In addition to the “facelift” all four murals received anti-graffiti coating to help preserve them for many more years.

These and other graffiti abatement murals commissioned by FAV have served Atwater Village well over the years in both helping abate continuous tagging that these sites were experiencing before the murals were painted and by beautifying our community with art and Atwater Village history.

Over the years FAV has worked to maintain these community assets by painting off or removing graffiti quickly however the original grants used to commission the murals do not include funds for maintenance.

FAV continues its commitment to maintain these wonderful pieces of art thru donations from our members and Atwater Village residents, as well as generous funding and support of other community groups such as the AVNC, the Atwater / Griffith Park Chamber of Commerce, Atwater Village Residents Association, and the Atwater Rotary and Lions Clubs.

Friends of Atwater Village expresses its heartfelt thanks to the Atwater Village Neighborhood Council for its’ current mural restoration funding and for recognizing that the murals are an import community asset that are worthy of maintenance. The FAV Board also gives a special thanks to AVNC Co-Chairs Tim Warner and Roberta Javier and AVNC Treasurer Leonora Gershman for their continued support and guidance thru the AVNC funding process.

Pamela Burgess Named Theodore Payne Foundation's First Artist-in-Residence

April 1, 2008 thru December 31, 2008

As you stroll the Foundation’s grounds this summer, you may notice a woman intently sketching a plant part – or, more precisely, the shadow of that plant part. The woman you’re watching is Pamela Burgess, TPF’s first Artist-in-Residence. 

Pamela’s residency at Theodore Payne covers a nine-month period from April 1 through December 31, 2008. During this time, she will produce a body of work in various media based on California native plants found in the Foundation’s gardens and nursery. She will also teach classes, the first of which, “An Introduction to Field Journals,” was held in April. Her residency culminates with an exhibition of “shadow drawings,” journals and sculpture running October through December in the Theodore Payne Art Gallery. 

Pamela’s career spans the graphic and fine arts. Her sculptures in steel and stone, and found natural materials led to a fine furniture line, a large-scale sculpture commission in downtown Los Angeles, and exhibitions at Occidental College and the Los Angeles County Museum Rental Gallery. Recent exhibitions include Metro Gallery in Los Angeles and the Arizona-Sonora Desert Museum in Tucson.

In addition to working with nature and art, Pamela is active in the community. She is a member of the Board of Directors of the Citizens Committee to Save Elysian Park (since 1996), and in 2007, she was appointed to the City of Los Angeles Elysian Park Master Plan Oversight Committee.  She is a member of the Southern California Horticultural Society, and the Sierra Club Camera Committee (Angeles Chapter).

Pamela’s work is motivated by a fascination with nature and its materials, and a reverence for craftsmanship.  Each of her drawings represents the shadow cast by a botanical and captures a moment in time - the transitory nature of life.  They are intended to express a kind of serenity similar to a direct experience of nature.

Lummis Day Festival Draws 9,000

Approximately 9,000 people attended events at Lummis Home, Casa de Adobe and Sycamore Grove Park on Sunday June 1 for the 3rd annual Lummis Day Festival. The peak crowd of over 6,000 that gathered as Jackson Browne took the Sycamore Grove stage set a record for an event at that venue.

Scores of community volunteers, including students from local high schools, local church groups and the members of the Native American group, Changing Spirits, kept the event running smoothly. Despite the large numbers of Festivalgoers, police reported no incidents.

The fourth annual Lummis Day Festival will be held on Sunday, June 7, it was announced by the Lummis Day Community Foundation.

The Lummis Day Festival was presented by the Annenberg Foundation and the Autry National Center. Sponsors included the Department of Recreation and Parks, the Arroyo Seco, Eagle Rock, Greater Cypress Park and Historic Highland Park Neighborhood Councils, KMEX Univision 34, Fox KTTV 11, public radio station KPFK 90.7, the Arroyo Seco Journal, Poets & Writers, Inc, SIPA, the North Figueroa Association, Ed Reyes and Council District 1, Jose Huizar and Los Angeles City Council District 14, Red Bull, Modern Image Business Design, the Highland Park Heritage Trust, the Mount Washington Association and the L.A. Poetry Festival.

BARNES & NOBLE MAKES GENEROUS DONATION OF BOOKS TO FRIENDS OF ATWATER LIBRARY

The Barnes and Noble bookstore on Glendale Avenue in Glendale closed its doors just as its new bookstore located in the Americana in Glendale opened its doors.  In a conversation with Irma Golovina, Manager of the now-closed store, Marie Conte, volunteer at the Library and Board member of Friends of Atwater Village Library learned that the new store was opening with all new books and that the books at the closed store would be returned to the publishers or sent to storage.  With the proposed budget cuts for the library system in mind, Marie asked Ms. Golovina if it would be possible for Barnes and Noble to donate some books to the Friends of Atwater Library to be used by the Library.  As a result of Ms. Golovina checking with senior management, Friends of Atwater Library became the recipient of a very generous donation of books from Barnes and Noble!  Marie, Christine Anthony and Netty Carr caravanned to the book store and picked up the boxes of donated books.

Stella Nahapetian, Atwater Village Library’s senior librarian, will now look through the books to determine which ones will go on the library shelves for circulation within the system.  Those books that don’t make it onto the shelves will be fed into the monthly book sales held every third Saturday by the Friends of Atwater Library.  The proceeds from the book sales go to the Atwater Village Library to supplement its budget and/or to purchase items for which there are no funds.

The Friends of Atwater Village Library whole-heartedly thank Barnes and Noble for its very generous donation of books!

Assemblymember Kevin de Leon Recognizes Woman of the Year

Assistant Majority Leader Kevin de León is proud to announce his choice for the California State Legislature “Woman of the Year”, Carol Jacques.

The California State Assembly hosts the Woman of the Year ceremony annually to recognize outstanding women who have made significant contributions to communities across California.

Once an uprooted resident, “Una desterrada” of Chavez Ravine, Carol is now a powerful community voice for Los Angeles. Carol retired from Los Angeles County, in 2002, after 33 years of   service. At retirement, she was the head of the Civil Service Advocacy Unit of the Probation Department. During her Career with the county, Carol was a founding member and co-chair of the Los Angeles County Health Alliance, a Founding member and the first elected woman president of Los Angeles County Chicano Employees’ Association.

DIANE MIDDLETON RESIGNS FROM BOARD OF NEIGHBORHOOD COMMISSION

Commissioner Diane Middleton resigns from her position on the Board of Neighborhood Commission citing considerable challenges in the Neighborhood Council system.

The Board of Neighborhood Commissioners ("Commission" or "Board") is comprised of seven members, each from a different background and a different part of the city. They are appointed by the Mayor, and confirmed by the City Council. The Commission is responsible for setting and overseeing policy. That includes approval of contracts, leases, and rules and regulations. The Commission holds regular public meetings every 1st and 3rd Tuesday of each month, and may hold special meetings to conduct business.

I wish to express my thanks to Mayor Antonio Villaraigosa for the opportunity to serve in his administration as a Commissioner on the Board of Neighborhood Commissioners.

As you know, our Commission meets in the evening at various locations throughout the city.  This has provided the opportunity to learn about many of the 89 Neighborhood Councils and their communities.

Some of these Neighborhood Councils are vibrant, diverse, and truly committed to making their neighborhood a better place for all residents.  Seeing the well functioning neighborhood councils has been the most positive aspect of serving as a commissioner.

Additionally, I truly appreciated the opportunity to work with the other BONC Commissioners who are intelligent, committed, and politically astute.  Likewise, many of the DONE staff are truly outstanding and could make a terrific contribution to improving the Neighborhood Council system if given the chance.

The challenges have been considerable.  Foremost among these is that in the 27 months I served as a Commissioner there were 4 general managers at DONE.

Don't forget to turn on your Christmas lights on Sunday, Dec. 16th after 5pm. The contest judges will be driving around the neighborhood and selecting our 2007 winners. They will choose one winner per area: South, Central, and North.

 

Winners will be notified, and info will be provided to where to pick up their prizes.

This contest is organized by the Atwater Village Residents Association (AVRA) with help from local merchants, who donate gift certificates for our contest winners. The contest is free, and there is no need to fill out entries.

HOME DEPOT ABANDONS PLANS TO OPEN ANOTHER STORE AT THE OLD KMART SITE ON SAN FERNANDO RD

"Home Depot has reportedly abandoned its efforts to open another store in Fletcher Square at the old Kmart site. Los Angeles Council District 13 released the information that the leasehold on the old Kmart site (3150 San Fernando Rd), which Home Depot purchased several years ago, is up for sale.

 

This latest update is welcomed news to the No Home Depot Coalition (NHDC); and many community activists in both the Atwater Village and Glassell Park communities who vigorously protested against Home Depot installing a 3rd store on a four mile stretch of San Fernando Road.

 

The NHDC continues to believe that a Home Depot in this location is contrary to the spirit and intent of the Northeast Community Plan and the recently adopted Fletcher Square Community Design Overlay. With the lease on the site reportedly for sale the NHDC hopes that community efforts will focus on attracting a development that satisfies the community's desires and needs."

NEW GRASSROOTS GROUP HOPES TO RALLY COMMUNITY SUPPORT FOR A NEW HIGH SCHOOL IN TAYLOR YARDS / NORTHEAST L.A.

Friends of Central High School #13, a new grassroots group, held a demonstration on Sunday, October 28, 2007 to rally community support for a much needed new high school in the Northeast Los Angeles area. The demonstration was held at intersection of San Fernando Rd and Cazador St, in front of the proposed  23-acre site for the new high school – Taylor Yard, Parcel F.

"The Los Angeles Unified School District (LAUSD) has been outreaching to, and working with, our local communities since 2001 in order to locate a much needed high school in [Northeast L.A. area]. Currently, the children from [Atwater Village, Elysian Valley], Glassell Park and Cypress Park are sent to Eagle Rock, Franklin, or Marshall High. Those 3 schools all suffer with overcrowding which would be proportionally relieved if a new high school is built at Taylor Yards."

"There were numerous community meetings to locate and identify a preferred site for the high school. Despite a few drawbacks, the only area large enough where no homes or businesses would be disturbed and which was centrally located to [serve various Northeast communities], was Parcel F in Taylor Yard."

"While LAUSD was engaged in negotiations to acquire the property, developer Richard Meruelo, [of MerueloMaddux Properties], swooped in to buy it. Currently Mr. Meruelo is trying to negotiate a diminished and compromised school" under his so called “Riversedge Village” plan that includes high density housing, retail development and the high school.

FAV CELEBRATES ATWATER VILLAGE HISTORY AT VINCE’S MARKET

Friends of Atwater Village (FAV) has completed another graffiti abatement mural, this time at the historic Vince’s Market building, located at the corner of Silver Lake Blvd. and Atwater Avenue.

The mural’s theme, “Past, Present and Future”, recreates the Vince’s Market building as it was prior to 1946. What is now Vince's Market was originally three separate businesses -- a beauty shop, a barber shop, and the market.  In 1946 the beauty shop and barber shop were moved across the street and the market was expanded.

The mural shows images of the everyday items and products that were found at a “superette” market, barber shop and beauty salon in the 1940’s.

Muralist Rafael Escamilla who created and painted this wonderful piece of art, worked closely with the original owners of Vince’s Market, the Caravellas, and other long time residents so that he could keep all the images historically accurate for the 1940’s. They relied on old Atwater Village pictures and good memories of a bygone era. Come by and view this wonderful recreation of a bygone era and sit a moment on the “bench” to take it all in.

This mural project was funded by a Community Beautification Grant from the L.A. Board of Public Works.

L.A. Department of Public Works / Community Beautification Grant Celebrates 10 year anniversary!

Best wishes to the L.A. Department of Public Works / Community Beautification Grant for reaching their 10 year mark of helping make LA greener, cleaner, happier and better.  Atwater Village, thru Friends of Atwater Village spearheaded community projects, has received a total of 8 beautification grants.

It was the year 2000

And a few understood

There were things we should do

To beautify the hood

 

 

We formed a non- profit

Let’s call it FAV

And started to plan

What projects to have

 

 

Now ideas were plentiful

And poured out with no end

But where to start, how to start

And just where to begin.

 

 

Money the road block

Without it we can’t

Then Netty said, “I have this app

For a city funded grant”

 

 

Neighborhood Matching Funds sounds good

A dollar for dollar source

But fill out forms and write a grant

Can we do it? Yes of course

 

 

Grant #1 was a great success

A mural replaces tagging

Neighbors helped and kids came out

To volunteer, no lagging

 

 

We scrapped, we primed we painted

To add to our creation

And when the mural reached its end

Made time for celebration

 

 

Wow we did it

Let’s try once again

Then another grant funded

Atwater Village Chamber of Commerce Celebrates 60 Years of Community Service!

AGPCC Board of Directors for 2007-2008 

On July 11th, at its annual general meeting, and summer mixer, the Atwater Griffith Park Chamber of Commerce (AGPCC) celebrated 60 years of community service.  The AGPCC is dedicated to promoting the civic and economic wellbeing of the Atwater Village community and its member merchants and is also one of the oldest continuous community groups in Atwater Village.  The celebration was held at the Tam O’Shanter Inn, where current, new members and guests help celebrate the occasion.

The annual general meeting was also the occasion for the election of the chamber governing board for the 2007-2008 fiscal year.  The following individuals (in alphabetical order) were unanimously elected by the eligible chamber members present:

Betty Bartlotta, longtime resident and owner of Atwater’s Club Tee Gee. Veronika Caballero, co-owner of Dave’s Accordion/Caballero Dance. Andy Hasroun, commercial property owner (owner of the former Ranch Market) and owner of Atwater’s first wine tasting establishment opening soon. Bryan Lytle, General Manager of the historical landmark, Tam O’Shanter Inn. Mark Newman-Kuzel, resident and owner of Maid in the USA. Andy Paylan, owner of the independent service station at Glendale and Glenfeliz Boulevards

The new board will elect its officers at an upcoming meeting

KCA / CD13 UNVEILS MUCH ANTICIPATED FLETCHER DRIVE PRELIMINARY STREETSCAPE CONCEPT FOR ATWATER VILLAGE

 

Kathy Cerra & Associates (KCA) and L.A. City Council District 13 (Eric Garcetti / CD13) unveiled the preliminary streetscape concept for Fletcher Drive in Atwater Village.

Atwater’s section of the Fletcher Drive streetscape master plan encompasses Fletcher Drive from the Los Angeles River (Fletcher Drive Bridge) to San Fernando Road. The preliminary streetscape concept consists of four traffic lane plan with various elements to increase pedestrian safety, regulate traffic flow and improve street level landscape.

Glendale Blvd Streetscape Master Plan funding application gets a failing grade from the MTA

The funding application submitted by the L.A. Bureau of Street Services (BSS) to implement remaining portions of the Glendale Blvd Streetscape Master Plan failed to get a preliminarily recommendation for funding from the MTA 2007 Call for Projects review staff.

The Glendale Blvd Streetscape Master Plan funding request scored 66 points out of a possible 100. The funding request received notably low scores in evaluation criteria categories of “Project Need & Benefit to Trans. System” (22 points), “Local Match” (0 points) and “Land Use & Environmental Compatibility” (17 points).

The BSS is seeking approximately 3 million dollars of MTA funding to implement unfinished portions of the Glendale Blvd Streetscape Master Plan which was formulated in 2002. The funding would be used to widen sidewalks, add bump-outs at corners to shorten pedestrian crossing distances, address traffic flow issues in various ways, provide new median landscaping and irrigation, and slow vehicular traffic on Glendale Blvd by reducing traffic lanes from 6 to 4.

The MTA Board of Directors, the governing body of the MTA, is expected to adopt the staff’s preliminarily recommendation for funding from the MTA 2007 Call for Projects at their July 26th Board Meeting.

Apartments and Condominiums Find the Cure for Their Recycling Blues

The City of Los Angeles is among the growing number of cities committed to reducing the amount of trash sent to landfills.  With a goal of diverting 70% of its trash from landfills by the year 2015, the city has developed specialized programs aimed at providing residents with enhanced recycling opportunities.  One such program, the Multifamily Residential Recycling Program, is Los Angeles’ first attempt at providing citywide recycling services to multifamily residential properties.  Starting in 2007, multifamily residential properties, such as apartments and condominiums, will be eligible to receive FREE recycling service similar to the type provided to single family residential homes.

Historically, the City of Los Angeles designated apartment buildings and condominiums of five units and larger as “commercial,” which makes them ineligible for City collection services, including recycling services.  Over the past three years, the City of Los Angeles has been conducting a pilot program to determine the best way to provide recycling service to multifamily residential buildings contracting with private waste haulers.  City staff and residents have been pleased with the results of the three year pilot program that serviced nearly 70,000 multifamily residential units.  Approximately 10,900 tons of waste has been diverted from landfills during the pilot program despite its limited service area.  Property owners observed fewer overflowing trash bins and odor complaints because of their ability to store recyclables in blue bins.  Some buildings were able to divert enough recyclable materials from their trash bin that they reduced the frequency of trash pickups.  Ultimately, they were able to significantly reduce the cost of weekly trash collection.

Fire Destroys Dozens of Cars and Vacant Building in Atwater Village

On Sunday, May 27, 2007 at 2:21 PM, 23 Companies of Los Angeles Firefighters, 4 LAFD Rescue Ambulances, 1 Arson Unit, 2 Urban Search and Rescue Units, 1 Hazardous Materials Squad, 3 EMS Battalion Captains, 3 Battalion Chief Officer Command Teams and 1 Division Chief Officer Command Team, a total of 147 Los Angeles Fire Department personnel, responded to a Major Emergency Structure Fire at a new car storage yard near 4602 Brazil Street in the Atwater Village area of Los Angeles.

The aforementioned LAFD personnel were joined in Automatic Aid by 5 Engine Companies, 1 Truck Company and a Battalion Chief from the neighboring Glendale Fire Department, and 1 Battalion Chief from the nearby Burbank Fire Department. All responders operated under the Unified Command of LAFD Assistant Chief Terrance Manning and Glendale Fire Department Battalion Chief Robert Doyle.

First to arrive Los Angeles Firefighters quickly navigated the remote portion of an industrial district to discover a vacant and aging one-story 50' x 100' commercial structure fully involved, with flames extending to vegetation, rubbish and densely stored new vehicles nearby.

City Brings Peace to Some Owners of Lost Pets

Community Leaders work with Council Office to Ensure Los Angeles City Dead Animal Collection Unit Gets Notice to Owners

In a new citywide program, all Bureau of Sanitation Dead Animal Collectors now carry microchip scanners to upload identification information or will take tags on any dead animals collected. This information is brought to the Department of Animal Services, who then try to contact the owners of these pets.

This new procedure, spearheaded community volunteers, addressed a tragic gap in the cities services. Prior to the new policy, owners of tagged or micro chipped pets picked up by Dead Animal Collections never knew that their lost pets had been disposed of.

Andrew Garsten, a member of the Echo Park Animal Alliance (EPAA) and Board Member of the Greater Echo Park Elysian Neighborhood Council

(GEPENC) said it was a posting in June 2005 on the EPAA Yahoo discussion board regarding a dog that was killed on Glendale Boulevard that started it off. In the discussion, Christine Peters, co-founder of the EPAA and also a Board Member of GEPENC pointed out a tragic fact – that the Bureau of Sanitation Dead Animal Collection unit did not scan dead animals for microchips (tiny embedded chips that contain unique identification information), nor did it take tags from tagged animals and forward the information to Animal Services.

"When people heard about this oversight they were justifiably mortified," said Garsten. "They were saying ‘What if Fido got lost, I was looking for him at the shelter, but he already had been found by the city, dead in the streets? I would never know what happened to him.’"

Garsten and Peters got together shortly after the online discussion to discuss the situation, and immediately sought the support of local LA City Council Member Eric Garcetti (CD13). Mitch O’Farrell – currently the District Director for Constituent Services for CD13 – was at the time designated the unofficial "Animal Deputy," and took up this issue.

Griffith Park Fire - Message from L.A. City Council President Eric Garcetti

Last night at John Marshall High School, I met with families who had been evacuated and helped them get situated. The evacuation center was very well organized. When I arrived, there were about thirty-five people there, although it could have easily run at capacity (200). Some had brought pets: dogs and cats, some fish in plastic bags and, reportedly, a chicken. I ran into my friend Chad, who lives in Los Feliz; he wasn't sure if he was going to stay or not.

Shortly after midnight, I went with Tom LaBonge up to the Griffith Observatory. Tom's passion for Los Angeles in general and for Griffith Park in particular is well known--he tended Dante's View for decades, long before holding office. I've marveled to hear the depth of his knowledge of the park as he communicates to reporters exactly where the fire has been and what damage he's done. We spoke to firefighters who were exhausted after 12-hour shifts, slumped at picnic tables a few dozen feet from still-visible flames.

Councilmember LaBonge isn't alone in his love for Griffith Park, but I think he represents for many Angelenos the deep and emotional connection that we feel towards spaces. This morning, shortly before touring the back roads of the park, I spoke to a woman who had walked up from the neighborhood to the south. "This was my park," she said, through tears.

Tom and I started from Vista del Valle and wove through the devastated moonscape. We saw logs still smoldering and pockets of green that had been successfully protected.

Griffith Park is not lost, of course, but it is damaged. We'll rebuild it, where we can, and it will grow back lush and green. It's the single largest urban park in the country; few other parks compare to it in its size and wildness.

For now, we take our hats off to the emergency responders, from Los Angeles and from our neighboring cities under mutual-aid pacts, who are continuing to successfully protect life and property. We wish them speedy containment of this fire.

LACC Northeast "Van de Kamp's" Campus Status as of April 16, 2007

Early this month, the Los Angeles Community College District (LACCD) Board of Trustees designated the Northeast Campus projects with the highest possible priority of all projects within the entire LACCD Proposition A/AA Bond Program.  As such, the District has notified the Division of the State Architect (DSA) that all Northeast Campus projects have the highest priority status for DSA review.  As a result, all other District projects will not progress whenever a Northeast Campus project is ready for review by DSA.  Therefore, DSA has been asked that every resource be made available to finalize Northeast Campus projects and have them stamped out as soon as possible before any other District projects are reviewed. 

Given the latest construction cost estimates, an additional $8 million must be added to the current construction budget in order to build the Northeast Campus as one single project.  As such, the District has taken an aggressive approach to assemble a bid package that will include the components needed to start the construction of the Adaptive Reuse of the Bakery Building within the next six (6) months.  The bid package for the Bakery Building will include the Site Plan and the Utility Plan from the New Education Building, the Central Plant Project and the Street Improvement Projects for San Fernando Road and Bakery Lane.  The New Education Building will be completed at a date when additional funding becomes available.

When completed, the Streetscape Master Plan will provide a “blueprint” for streetscape improvements along Eagle Rock Blvd.

KCA / CD13 are currently seeking community input to formulate a DRAFT master plan. A workshop will be held on Saturday, May 5th - 9:00am to 1:00pm - at the Glassell Park Community Center (3750 Verdugo Road, 90065) where the community will have the opportunity to provide input directly to KCA / CD13.

For those who can’t attend the workshop but would still like to provide input you can contact KCA at Kathy@kcala.net. You can also complete this survey. "Poets & Writers Magazine" To Sponsor Lummis Day Poetry Event, June 3

History of Atwater Park Baptist Church

Atwater Park Baptist Church, Circa 1920

Atwater Park Baptist Church is an American Baptist congregation started in March 4, 1923 using three tents and with 45 people in attendance at the corner of Perlita and Tyburn Streets of Atwater Village. Tents were used throughout that summer until a permanent structure was built. The first building was dedicated on October 14, 1923 and a temporary organization with 9 persons signing for membership was formed a week later.

In February 1949, construction of the present sanctuary began. Dedicatory services were held on March 12, 1950, All rooms in the older building were remodeled in 1954 and three new rooms were added in 1962.

Atwater Park Baptist Church is located at 3370 Perlita Avenue in Atwater Village.

5 Gateways into Elysian Park Juried Competition

Citizens Committee to Save Elysian Park Sponsors: 5 Gateways into Elysian Park Juried Competition

CCSEP is seeking proposals to design and construct five Gateways into Elysian Park that will create a cohesive identity for this historical park.

Up to five artists, architects or designers (in teams or individually) from the Greater Los Angeles area will be selected to submit final Design, Construction, and Installation Proposals to the selection committee.

Elysian Park, the oldest park in Los Angeles, contains the last remaining parcel of Pueblo lands that were included in the original Spanish land grant from King Carlos of Spain over two centuries ago.

Project Goals
  Boldly define and enhance the five entrances to Elysian Park, several of which are highly visible and well-traveled.
 Remain sensitive to existing and surrounding topography.
 Provide a more cohesive awareness of the whole of Elysian Park through shared design elements.  (Not all gateways need to be alike.)
 Each gateway design MUST contain the text Elysian Park and 1886.

Proposed route for High-Speed train goes thru Atwater Village!

The CA High-Speed Rail Authority and FRA have released two Notices of Preparation (NOP) and Notices of Intent (NOI) for the preparation of project-level EIR/EIS documents for the Los Angeles to Palmdale and Los Angeles to Anaheim segments of the proposed high-speed train system.  The NOP/NOI for each segment is being publicly circulated for a period beginning March 15, 2007 and ending on April 27, 2007.  Scoping meetings will be held in Southern California starting April 5, 2007 and ending April 17, 2007.

 

A scoping meeting for the Los Angeles to Palmdale segment is scheduled for Los Angeles River Center & Gardens (Atrium), 570 W. Avenue 26, Los Angeles, CA 90065 on April 17, 2007, from 3:00 PM to 5:00 PM for public agencies and from 6:00 PM to 8:00 PM for the general public.

Friends of Atwater Village Is Awarded Its 8th Community Beautification Grant for a Graffiti Abatement Mural

Friends of Atwater Village (FAV) has been awarded a Community Beautification Grant through the L.A. Department of Public Works which will fund a new graffiti abatement mural at the historic “Vince’s Market” building at 3250 Silver Lake Blvd, at the corner of Silver Lake Blvd. and Atwater Ave. The theme of the new mural will be “Past, Present and Future”.

This newest grant marks the 8th time FAV has been awarded a Community Beautification Grant. In the past FAV has been awarded grants to fund such community project as:

The “Past, Present and Future” mural will depict historic images of the Silver Lake Blvd and Atwater Ave area. Such images will include the original Atwater Avenue Elementary School building and the original façade of the Vince’s Market, both circa 1950.

FAV has commissioned muralist Rafael Escamilla for the newest mural. Rafael has worked with FAV on other mural projects such as the “Dover Street” mural, the “Atwater Ranch Market” mural, the “Blot the Blight” mural, the “Revisiting the Red Car” mural and the “Trains Shaping History” mural.

WALNUT CANYON IN GLASSELL PARK NEEDS YOUR HELP!

This 30-acre canyon above Division St. and below Loveland Drive is largely undeveloped and home to native Black Walnut Trees.  Since February of  2003 the Glassell Park Improvement Association (GPIA) and the Friends of Walnut Canyon have been trying to put Walnut Canyon on the Santa Monica Convervancy's acquisition list...The SMMC is interested and has included Walnut Canyon on its wish list, but has yet to act.  The SMMC raises money and receives grants to purchase land from land owners at market rates in an effort to preserve  green space in Los Angeles for future generations to enjoy.

We need to get this done now...Local activist and GPIA member Andy Montealegre has contacted owners of lots in Walnut Canyon.  Some are willing to sell, some are willing to donate.  Andy has provided the Santa Monica Mountains Conservancy with the information necessary for the board to contact the land owners.  It just takes a push by we, the people, to let the SMMC board, and our elected officials know how important this is to us, so that they can put some pressure on SMMC.

Libby's is back at the Atwater Village Farmers' Market

Libby’s has returned! My vintage merchandise is at the Pasadena Antique Center “Annex” in Pasadena. And I’m selling the plants, pots and some vintage items at the Atwater Farmer’s Market on Glendale Blvd.every Sunday. That will give me more time for the landscaping.

I am not working at the “Annex” as they have employees selling the merchandise but I will be at the Farmer’s Market every Sunday (except when raining). Land Developer Hires New Architect and Seeks Community Input for a More “Village Friendly” Housing Development for 3234-3274 Casitas Ave

Land developer Avo Tavitian has abandoned efforts to build a 90 unit housing complex at 3234-3274 Casitas Ave and is now seeking to build a smaller housing development at the site. Mr. Tavitian has hired a new architect, Rzea Hadaegh and is currently seeking community input to help develop a housing proposal more in scale with Atwater’s “village ambiance”.

At a January 31st fact-finding meeting Avo Tavitian and his new architect, met with long time resident Sandra Caravella and with Luis Lopez, a local merchant.

At the meeting, Mrs. Caravella and Mr. Lopez shared the results from the online survey conducted by Friends of Atwater Village (FAV) with regards to the original Casitas Ave 90 unit housing proposal. This included a survey result summary and a copy of general comments made by the survey participants.

Both Mr. Tavitian and Mr. Hadaegh expressed willingness to seek additional community input from the various community groups and residents directly affected by any housing development prior to finalizing a new housing proposal for 3234-3274 Casitas Ave.

It is unclear at this time the manner in which the community input will be solicited, what the new proposed housing development would consist of or when it would be presented to the community for review.

In January 2006, FAV conducted an online survey on the Casitas 90 unit housing proposal for 3234-3274 Casitas Ave as originally presented at the December 14th, 2006 AVNC Board Meeting. See Casitas Ave ‘Mega’ Housing Project Presentation at AVNC Meeting (12.14.2006)”.

Survey Results

Ninety-one percent (91%) responded that they would not support a variance for a zone change to allow the construction of a 90 unit complex on the site in question; 6% responded that they did not know and 3% responded that they would support the variance or zone change.

L.A. Bureau of Street Services Applies for MTA “Call for Projects” Funding for Completion of Glendale Blvd Streetscape

The L.A. Bureau of Street Services (BSS) has applied for funding through the Metropolitan Transportation Authority (MTA) “Call for Projects” to complete the Glendale Blvd Streetscape Master Plan formulated in 2002.

The BSS is seeking $3,000,000 (three million dollars) to implement unfinished portions of the Glendale Blvd Streetscape Master Plan. If awarded, the funding will be used to widen sidewalks, add bump-outs at corners to shorten pedestrian crossing distances, address traffic flow issues in various ways, provide new median landscaping and irrigation, and slow vehicular traffic on Glendale Blvd by reducing traffic lanes from 6 to 4. The funding application, which includes a specific and separate cost estimate to reduce the number of traffic lanes from 6 to 4, was submitted to the MTA on January 18th.   The decision as to whether or not funding is approved is expected to be announced in July 2007.

Home Depot Totally Ignores Communities’ and City Council’s Approved Plans to Improve the Fletcher Square and Fletcher Drive/San Fernando Area

Home Depot has lied and broken its promise to work with the Glassell Park and Atwater Village communities to determine the future of the vacant Kmart site.

During 2006 the communities of Glassell Park and Atwater Village held a series of meetings with the Los Angeles City Planning Department to determine how Fletcher Square should be developed.  At these meetings residents and business owners vocalized their preferences for the types of businesses, design overlay and landscaping which would meet the needs of the communities and keep the development attractive and pedestrian friendly.  At these meetings it was strongly and unequivocally expressed that the communities did not want another Home Depot store in Fletcher Square or along this stretch of San Fernando Road.

In December 2006, based on the communities’ expressed desires, the Los Angeles City Council passed the long awaited Fletcher Square Community Design Overlay (CDO) ordinance. The Fletcher Square CDO gives the community an important tool to improve the San Fernando Road and Fletcher Drive area by promoting more community friendly commercial development thru established guidelines.

Home Depot had previously sought to fully demolish the vacant Kmart building and construct a new version “mega” store from the ground up. The proposed “mega” store would be the third such store within a six mile stretch of San Fernando Road.  However, there was strong community opposition to such a plan.  Home Depot representatives at these meetings clearly heard that the communities wanted a more pedestrian friendly commercial development at the site  with businesses which would meet the needs of the communities.

What Did Home Depot Do Instead?

Home Depot has lied and broken its promises to work with the communities to find a better option for the vacant Kmart site than another Home Depot store. Home Depot is now seeking to install a second-rate mini “mega” store at the site and completely destroy the Fletcher Square Community Design Overlay (CDO) with Big Box sprawl.

MetroLink Memorial

From L.A. City Council President Eric Garcetti:

 

It was just about two years ago that the residents of Atwater Village and Glendale endured an unimaginable tragedy. A MetroLink train derailed near the Costco on Los Feliz Boulevard, taking 11 lives and injuring more than 100. I joined Mayor Antonio Villaraigosa, Councilmember Tom LaBonge, Sheriff Lee Baca and others at that spot to commemorate the terrible tragedy and the courageous efforts of that day.

As the simple memorial was revealed and we stood in collective silence, I recalled the heroism of the nearby Costco workers, who rushed to the scene to pull passengers out of the train even as it threatened to fall over with them inside. I remembered the bravery of the Fire Department, whose efforts to extinguish the fire in the engine car saved dozens of lives. I stood once again astounded by the inter-agency coordination, an essential part of the rescue effort that shone in our moment of crisis. And I once again felt the smallest idea of the pain of family members who forever lost loved ones in that instant.

In this moment of horror, we saw the best in ourselves and of each other. May the bravery and heroism of the first responders leave as indelible of a mark upon our city as the tragedy of losing our brothers and sisters that morning.

At the December 14th, 2006 general board meeting of the Atwater Village Neighborhood Council (AVNC) a presentation was made on the proposed Casitas Housing Project which would cover the properties from 3234-3274 Casitas Avenue. The developer also requested from the AVNC board a “letter of support” for the project. The proposed housing project would consist of a 4 story building with approximately 90 units / apartments ranging in size from 550 to 2,200 sq. ft. on 10 lots (5,300 sq. ft. each). The land developer is seeking a zone change or density variance from the original RD3-1 zoning which currently permits a maximum of 30 units at 3234-3274 Casitas Avenue to increase the permitted units from 30 to 90.

Atwater Village Commercial Parking Study

Atwater Village Neighborhood Council funds a $6,500.00 “Parking Credit” study for Glendale Blvd.

At the January 11th, 2007 General Board Meeting the Atwater Village Neighborhood Council (AVNC) voted to fund a “parking credit” study that will focus on commercial parking along Glendale Blvd.

The purpose of this study is to create a community specific parking ordinance to ease parking requirements for new or change-of-use businesses along Glendale Blvd by identifying “underused” public parking spaces and allowing these businesses to purchase them under a “parking credit” scheme. The subsequent ordinance would allow businesses that are required to have a specific number of parking spaces to purchase “parking credits” from the City in lieu of building more spaces onsite. The parking credits available for purchase would be limited by actual parking capacity within a predetermined boundary along Glendale Blvd and adjacent residential streets.

The subsequent parking ordinance would not create new parking spaces nor would it reserve public parking spaces specifically and solely for those businesses that purchased “parking credits”.

The AVNC Board voted to contract with Civic Enterprise Associates (CEA), a consulting firm, to spearhead the study and will pay CEA $6,500.00 for its services.  These services include: assessing current parking conditions along Glendale Blvd, performing stakeholder outreach, producing design and visualization materials, defining desired outcomes and determining and prioritizing the next steps, producing a strategic memorandum, and working with the AVNC, Council District 13 and City Departments to implement agreed-upon next steps.

Three Die in Tragic Traffic Accident

Los Angeles: Three young men, all 18, were killed, and two younger boys were seriously injured, when their speeding car collided with a tree early Wednesday morning in the Los Feliz area of Los Angeles.

On December 20, 2006, around 1:00 A.M., five teenagers were riding in a 2000 Nissan Maxima, heading east at a high rate of speed on Los Feliz Boulevard. The driver lost control of the vehicle when he attempted a lane change to pass a slower car. The Maxima to veered off the road and crash into a tree.

The driver, Matthew Nicolas Hernandez, and his front seat passenger, Matthew Merrill [Atwater Village resident], both of Los Angeles, died at the scene. A third fatality, an 18-year-old man in the backseat, died after a passersby removed him from the wreckage. His identity has not been released pending notification of family.

Two boys, 14 and 15 years old, also seated in the backseat, were rushed by paramedics to local hospitals where they were treated for multiple fractures and burns.

Casitas Ave “Mega” Housing Project Presentation at AVNC Meeting (12.14.2006)

On December 14th the Atwater Village Neighborhood Council (AVNC) held its general board meeting. Mr. Marcello Spina (the principal architect hired by land developer Avo Tavitian) made a presentation on the Casitas Housing Project proposal covering the properties from 3234-3274 Casitas Avenue. The proposed housing project consists of a 4 story building with approximately 90 units/apartments ranging in size from 550 to 2,200 sq. ft. on 10 lots (5,300 sq. ft. each).

The architectural design, a collaborative effort by Patterns and LRG Architects, gives a metallic “sci-fi” feel (see above picture).  Mr. Marcello Spina gave a detail explanation about the philosophical aspect of his architectural design which he refereed to as “intelligent urban design” and “natural urban growth”.

Mr. Avo Tavitian (the land developer), who was not present at the meeting, had previously requested that the AVNC issue a “letter of support” for a zone change or “density variance” that would increase the permitted population density for that area at the AVNC Environmental Land Use (ELU) Committee on December 6th, 2006. His request received unanimous support from the AVNC ELU Committee without first eliciting community reaction to his proposed housing project.  (See ELU committee meeting DRAFT minutes, 12.06.2006).

During the Q&A session Mr. Spina stated that the property lots are currently zoned as RD3-1; which means that the lots are zoned for small apartment dwellings. He also stated that under the current RD3-1 zoning only 30 units/apartments would be the maximum permitted for any housing project at 3234-3274 Casitas Ave. The developer is seeking a zone change or variance from the original RD3-1 zoning to increase the permitted units to 90 -- a 60 unit or 200% increase. 1

Netty’s Silver Lake Restaurant & Neighborhood Institution To Change Hands

 

Chef Gloria Felix & Elizabeth Belkind To Launch “reservoir” At Site

Atwater Village & Silver Lake Area, December 11, 2006: Netty’s Restaurant ends a two-decade run in Silver Lake this month and welcomes reservoir, a new restaurant by chefs Gloria Felix and Elizabeth Belkind.

Owner Netty Carr with then-partner Luis Moreno launched the restaurant in April 1987, bringing an innovative concept of “carryout cuisine” to the northeast side of Los Angeles. “Twenty years ago most of the interesting restaurants were on the Westside and we wanted to bring something good to our neighborhood,” said Netty.

In a city saturated with food but starved for healthy cuisine to take home, the concept was embraced by patrons near and far for the imaginative menu, eco-friendly packaging and the convenience of the carryout concept. Both the Silver Lake and the Echo Park neighborhoods welcomed the “California Comfort Food” theme, which launched house favorites including:

• Warm Seafood Salad with sea scallops, shrimp, toasted almonds, and orange wedges

• Pork Tenderloin with Creole mustard sauce

• Drunken Shrimp in spicy beer butter

• Chocolate Almond Bread Pudding

(Netty promises to share those recipes in a cookbook “some where down the road”.)

But the restaurant was about more than great food: “Netty's is a family business with local roots that has served as a forum for raising awareness about issues close to home,” said Netty. She cites as an example the successful signature-gathering drive to save the nearby historic Van de Kamps Bakery building from demolition, which is slated to be a satellite campus of Los Angeles City College and most recently trying to block another Home Depot from coming to San Fernando Road. While dining and signing, customers embraced the opportunity to be part of the community effort to protect the future of their neighborhood. Netty’s regulars typically included artists and activists, reporters and politicos – a clientele as diverse as the menu.

As with many family businesses, Netty had hoped to pass the restaurant on to the next generation but found little interest, which then prompted her decision to sell. “I thought it was time to let some one else take it in a new direction,” said Netty. Enter Chefs Gloria Felix and Elizabeth Belkind, who are opening a new restaurant at the site – “reservoir”.

Casitas Ave “Mega” Housing Proposal UPDATE!

Land Developer Seeking Increased Population Density Variance

Atwater Village, CA - On December 6th, 2006 the AVNC Environmental Land Use (ELU) Committee heard an oral presentation from land developer Mr. Avo Tavitian and architect Mr. Marcello Spina about a housing development proposal at 3234 Casitas Avenue. The proposal seeks to install 90 residential units which would range from five hundred to several thousand square feet.  The proposed development would increase the population density in an area that is mostly single family homes. Mr. Tavitian is currently seeking a “letter of support” for a “Density Variance” from the Atwater Village Neighborhood Council.

On the December 6th ELU committee meeting a motion was made by Mr. Jeff Gardner / Ms. Mary Lou Watkins “to refer the [housing development] proposal to the [AVNC] Board and recommend approval”. The motion passed 9 to 0, with no abstentions. Those present at the ELU Committee meeting were Chris Coyle (ELU Chair & Central Atwater Resident), Jeff Gardner (AVNC Co-Chair & Commercial Property Owner), Mary Lou Watkins (AVNC Treasurer & Central Atwater Resident), Gene Gilbert (AVNC Board Member & North Atwater Resident), Andy Hasroun (Commercial Property Owner), David Kenny (Unknown Stakeholder Status), Avo Tavitian (Land Developer seeking variance), Marcello Spina (architect hired by Mr. Tavitian) and Christine Anthony (AVNC Board Member & North Atwater Resident). Only 9 individual, including the land developer, were in attendance. No resident, business owner or other interested party directly affected by this housing project was in attendance and no verifiable outreach was done to inform the community about this issue.

The next AVNC Board Meeting is scheduled for Thursday, December 14th, just one week after the ELU committee meeting and with no outreach by the AVNC to residents or businesses directly affected by this proposed housing development. Marcello Spina / Avo Tavitian are schedule to give a presentation on the housing proposal and to request a “letter of support” for a “Density Variance” from the full AVNC Board.

LAFD Helicopter Crew Rescues Woman From Rain-Swollen River [in Atwater Village]

On Sunday, December 10, 2006 at 12:20 AM, three Companies of Los Angeles Firefighters, one LAFD Rescue Ambulance, one Urban Search and Rescue Unit, two LAFD Helicopters and two LAFD Swift Water Rescue Teams, a total of 27 personnel under the direction of Battalion Chief Chris Logan, responded to a River Rescue in the Los Angeles River near Sunnynook Drive in Atwater Village.

Firefighters both on the ground and in the air arrived quickly to find a woman stranded on a low island of silt in the middle of the rain-swollen urban flood control channel.

The twenty-one year old woman was spotted and soon contacted by ground-based Firefighters clad in swift-water rescue gear as their LAFD colleagues were strategically positioned downstream for a potential secondary rescue.

Two LAFD helicopters worked in tandem, with one airship establishing aerial reconnaissance and command support, illuminating the scene - including dangerous high-tension electric wires, with a 30-million candlepower 'Night Sun' spotlight, as the other helicopter, configured as an air ambulance, prepared for a delicate hoist rescue under that pilot's guidance.

A Firefighter was lowered to the woman, who remained trapped by the cold, churning and debris-laden water. Following her brief medical assessment and donning of a flotation vest and helmet, she was hoisted with the Firefighter aboard the hovering Fire Department helicopter.

The helicopter flew a short distance to the large parking lot of a shopping center, where it landed to transfer the woman to the care of a ground-based LAFD ambulance crew.

The shivering woman, who was wet and hypothermic but without obvious injury, was wrapped in warm blankets and accepted ambulance transportation to Glendale Memorial Hospital for further evaluation.

No other injuries were reported.

Though the area near the rescue is known to be a popular homeless encampment, the residential status of the woman, as well as her reason for being in the river, was not determined by Fire Department officials.

CD13 Update from Atwater Village Field Deputy - Kabira Stokes Hochberg

An early morning in November hailed a moment of great change for LA River adjacent to Atwater Village.  On November 15th and 16th,  over 200 cubic yards of debris were hauled away from the River between Fletcher Drive and the Tyburn Waterpipe.  The Army Corps of Engineers (ACE) and city Lot Clearing division worked hand in hand to accomplish this.

There were 43 professionals involved on the morning of the clean up made up of: ACE, LAPD, County Social Services, County Mental Health Services, Social Security Administration, LAFD swift water rescue, LAHSA, LA lot clearing Division, City Housing Department, Park Rangers, and this Office. Of the 20 or so individuals who had been living in the River at any given time, 7 had not vacated in advance of the action date. Of those 7, 3 individuals accepted assistance, including the ability to keep their dogs with them! My thanks to the County of Los Angeles for making exceptions for emergency shelter availability.

All parties are determined to keep the islands free of encampments. The LAPD will monitor daily and has stepped up, and gone above and beyond - as have all agencies involved in this effort.

A big congratulations also, to FAV, for the successful installment of the Acresite Gate, designed by the talented Brett Goldstone - whose art is visible more and more around Atwater Village.

All in all, the River is looking great as we round out 2006. With your help, 2007 will only bring more improvements (and hopefully more River Walks!).

CRIME BEAT - Atwater Village Neighborhood Watch Update 11/29/2006

Dear neighbors--

A bunch of you have written with your concern about the frequency of the police helicopters of late. It seems like a nightly occurrence. They are not being proactive. The police are responding in the best way they are able to the current rise in gang violence in our community. There has been a definite increase in graffiti, gunfire and robberies. I appreciate your emails and phone calls. And I pass the information on to Gina Chovan, our SLO. And, in some cases, to Kabira and the staff at CD13.  There have been reports of shootings, streets being blocked off and traffic being interrupted because of gang violence. There was even an instance where a concerned resident saw someone throwing a large bottle (or bottles) off the Hyperion Bridge, onto the freeway. I don’t think he hit anyone— we would have heard about it. But the resident had the where-with-all to take a picture of the suspect, which I sent along to Gina. Most of you have cell phones. If you have the camera feature and you see something, shoot it. It will help!

There are things you can do to minimize your risk. They seem obvious, but sometimes we get lazy or falsely complacent.

• Keep your porch light on at night
• Lock all your doors and windows at night and when you are not home
• If you see anything—or anyone—unusual or suspicious, call it in— 1-877-ASK-LAPD
• If it is an emergency, call 911

The most important thing is that we all have a safe and happy holiday season. This is an especially challenging time. Keep your eyes open and your head up. Being aware is probably the best defense. Also, please... your neighbors may not have email— they may not be on the list. Let them know what is going on. Exchange phone numbers. Watch out for one another. That is what being neighborly is all about. I may sound overly concerned, but it is because I am!

Finally, for now, our last neighborhood watch meeting for 2006 will be Wednesday, December 13th. I’m giving you all advance word. Please mark your calendars and try to attend. You may have missed some of the meetings in the past, but this one is an important one. We will share information and learn what is going on. We will also take a few minutes to honor who I am referring to the Atwater Village Neighborhood Watch “Person of the Year.” Curious as to who it is? Join us and find out!

Planning for Mansionization

The following information was made available by the City of Los Angeles Department of City Planning:

There has been a great deal of discussion about the pros and cons of “Mansionization” in recent years. The Los Angeles Department of City Planning has been conducting a citywide study on how to best address the issue of mansionization as it affects non-hillside and non-coastal properties. The Planning department is in the process of evaluating a proposal to address the issue of mansionization.

The Planning Department defines mansionization as new construction or additions on residentially zoned lots that are out-of-scale with the surrounding neighborhood, but which comply with the current City zoning regulations.

The Planning Department’s preliminary proposal is to revise the City’s Municipal Code to reduce the size and bulk of single-family dwellings. The revisions involve a reduction of the existing Floor Area Ratio (FAR) from 3:1 to a base of 1:1, and 1.25:1 with the Proportional Stories Rule (PSR). FAR determines the maximum size of a house permitted on a property by using a ratio of Floor Area to Buildable Area, which is the lot area minus the required yard setbacks. The revisions also include changing the definition of Floor Area for Single Family Dwellings to exclude the first 400 square feet of garage space and qualified basement areas, and include the garage area in excess of 400 square feet.

This proposal would affect all lots zoned single family residential (R1, RS, RE9, RE11, RE15, RA, RE20 and RE 40) that are not located in a Hillside Area or Coastal Zone. For properties located in a Specific Plan area or in a Historic Preservation Overlay Zone, the more restrictive requirements would prevail.

The intent is to reduce the permitted maximum size of a Single Family Dwelling. The Planning Department provides the following examples: Currently on a typical 5,000 square foot lot zoned R1, the existing FAR of 3:1 could yield a two story 4,940 square foot single family dwelling or a three story 7,020 square foot single family dwelling. Under the proposed FAR of 1:1, in the same zone with the same lot size, the maximum Floor Area that could be built could not exceed 2,470 square feet, at a 28 foot height.

The Proportional Stories Rule (PSR) is intended to mitigate the bulk and size of single family dwellings. A large two or three story, box like structure would not be allowed by right. All floors above the ground floor of a structure would not exceed 2/3rds of the Floor Area on the ground floor on a flat lot. The maximum size of a box-like structure possible in the same example would be 2,470 square feet at 28 feet in height. An FAR bonus of 0.25 would be granted when a structure implements the PSR. In this example, the proposed PSR bonus would allow for a maximum of 3,088 square feet of floor area at a height of 28 feet.

A FAREWELL FROM DARIO FROMMER

As my time in the California State Assembly comes to a close, I want to take this opportunity to express my gratitude to the residents of Atwater Village for giving me the chance to represent you in Sacramento.  It’s been an honor.

Although it was nearly 7 years ago, it seems like yesterday that I met leaders like Barbara Lass, Jim Omahen, Michael Cathey, and so many others while walking door to door in Atwater Village.  They talked with me about health care, public safety, the environment, and quality of life.  I never forgot those conversations, and the hundreds like them I had with voters throughout the 43rd Assembly District. They became the basis of my work in Sacramento, and I am very pleased with what we were able to accomplish.

Many of the things I’ve worked on came in direct response to issues that have come up in Atwater Village.  After a gang related shooting occurred in Atwater Village in 2002, I worked with the LAPD to draft and pass a law to crack down on juveniles who carry guns on their persons or in their cars.  Previously, there were no penalty enhancements for kids under 18 carrying illegal weapons.  The police determined that older gang members knew this and would give guns to juveniles in an attempt to evade prosecution.

Atwater Village was the sight of my first Women’s Self Defense Workshop. Since 2000, I’ve held these workshops all over the District several times a year.  In 2002, I was touched by a phone call I received from a constituent who attended that first workshop in Atwater Village. She told me that the training she received in the workshop had helped her successfully escape an attacker and wanted to thank me.  If those workshops saved even one person from becoming a victim of violence, they were worth the effort.

When Atwater Village became the site of the worst commuter train accident in 50 years, I began working to examine California’s dismal record on rail safety.  We have America’s 5th worst record in terms of deaths and accidents, in part because we have so many at grade crossings in heavily populated areas.  I chaired a Special Committee on Rail Safety that made dozens of recommendations for improving rail safety, and I secured $300 million dollars in transportation bond 1A to eliminate dangerous crossings.  I also introduced legislation to stop the inherently dangerous practice of pushing commuter trains instead of pulling them.

CRIME BEAT - Atwater Village Neighborhood Watch Update 11/18/2006

Willie Pogues, of LA Bridges works hard. He prays that we don't have an event at the end of this, the beginning of the holiday season, that we did last year, when the last minutes of 2005 were marked by a murder on an Atwater Village street.

Let me report what I have gotten in the last week. Draw your own conclusions, but for God's sake do not keep anything you hear to yourself. Report it. To me. To the police. To your neighbors. Be informed...

A week ago (late Saturday night/early Sunday morning), shots were fired and helicopters were seen circling the sky just to the south of the Boulevard. I am still trying to find out what happened. No word yet from the police.

I got word that “Grain”--the vintage furniture shop on the Boulevard-- was robbed Wednesday night around 8:45 pm. At least three guys with guns allegedly entered through the back door (alley side), which was not locked. They left out the front door on--Glendale Blvd.  

Last night a group of young females were heard talking on Glenfeliz, near Dover. Report has it they were trying to talk one of them into doing something she seemed reluctant to do. A short time later, there were shots heard by the river. I was told police responded, but have no further information than that.

Remember if you hear or see anything, PLEASE call it in. If it seems life-threatening, call 911. Otherwise, call 877-   ASK-LAPD.  If what you hear sounds close to where you live, call your neighbors. Having a safe holiday season depends on being cautious and aware.

It seems like there had been a bit of space between Neighborhood Watch updates, indicating relative calm. As many of you already know, the calm was shattered in the last week or so, prefaced by a decided uptick in graffiti.

The Writing on the Walls
Prior to--and seemingly continuing--is the alarming rise in graffiti. A lot of it is clearly gang-related–-crossing out one gang’s tags with another. Black over red. None of it is a good sign. I’ve seen it along the river, on Los Feliz, in the alleys and on commercial buildings. Lest anyone thinks graffiti is just harmless aerosol fun, consider this: I googled some stats and the first thing I came up with was the fact that the city of Los Angeles apportioned more than fifteen million dollars toward graffiti eradication in 1992. I don’t have to tell you, there hasn’t exactly been a significant dip in tagging in the last fourteen years. At one point, our city could point to the public art projects with pride. Murals covered retaining walls and supports along our freeways. They were art. Now, they are desecrated eyesores. We really have to try to stay one step ahead of it. Please— do not wait for someone else to do something about the graffiti in our neighborhood. If you walk along the river—or drive by on the freeway—and see graffiti, call Officer Collenzo at the Northeast station, 213-847-0511. If you see tagging on buildings—commercial or residential—call 311 and report it. Have the exact address. They will take care of it. We will also be doing periodic paint-outs along the river. Stay tuned.

Gunfire and Helicopters
Last week, there was a shooting at the end of Glenmanor Place—at Edenhurst. A car stopped and someone wielding a .30 caliber carbine—not exactly your run of the mill Saturday-Night-Special—let loose with a barrage of bullets. Thankfully, the shooter was not a marksman and no one was hit. But the downside is that there are children who live two doors down from where the shooting took place. In fact, the street has many kids living on it. We want them to stay that way--living. The police would appreciate any information anyone may have on this one.

Tuesday night/Wednesday morning, there was a helicopter circling a tight radius. Police on foot entered a number of residences looking for the suspect--a gang member brandishing a handgun. It was unnerving, to say the least, to the residents, who were awoken. The good news on this one is that the suspect was apprehended. The bad news is that what once was just between our community gangs—ATV and TRS—has expanded to Frogtown and even the Avenues gang. None of this is good.

The City Council is working with Constance Rice, advocate and consultant, to develop a master plan for gang intervention and youth development. During one of her presentations, Ms. Rice threw out an alarming statistic; of all the crime in the Northeast division, the vast majority of it is gang-related—more so than in any other division in the city. I don’t know what to say beyond that, other than to ask you to make a concerted effort to attend Saturday’s Public Safety Summit, from 9:30 to noon at the Micheltorena School (1511 Micheltorena Street—at Sunset in Silverlake). LAPD Chief Bratton will be there, along with Council President Garcetti. If you have any questions or need more information, call the CD13 office at 323-957-4500. This is an important meeting—plan to be there.

Atwater Needs a CPAB representative--
CPAB is the Community Police Advisory Board. You will be trained by the LAPD and asked to attend one meeting a month. Not a lot of time, but you need to be committed. It is an interesting and valued avocation. If you are interested, please let me or our Senior Lead Officer, Gina Chovan know. You can reach Gina at 213-793-0713.

Atwater Village Neighborhood Watch 10/22/2006 update

I got a call earlier today from a resident who lives on Hollydale-- his house had been broken into by someone very persistent but not very bright.

The burglar wannabe broke a couple windows and destroyed the interior alarm system box before taking off. Nothing was stolen other than some considerable peace of mind. Damage was done both to the physical property and to the sense of home security that we all would like to maintain. A break-in is a violation and not one to take lightly.

There has been a noticeable uptick in graffiti of late that is also cause for concern. The alley between Brunswick and Edenhurst and the buildings on both sides of Edenhurst just in from Glendale Boulevard have been repeatedly tagged. As I write this, they are covered with gang markings. It is never good any time you see someone crossing out gang markings with a rival gang.

It may all be the work of one or two but it is increasing. Please, if you see graffiti, call 311 with the address. We have to keep one step ahead of it. The other, bigger aspect of all of this that seems to escape mentioning is the cost to constantly paint over the spray can vandalism.

Finally, for now, is the fact that I got a number of email queries regarding the shooting Thursday night. It was on Glenmanor. I am trying to get more information and as I do, I will pass it on.  By the same token, if you hear or know of anything that you want the community to know, let me know and I will pass it on.

How could a dog this cute not have found a home yet???

Poor little Twinkles! All he wants is someone to love and yet, for some reason, he's had no luck in months! He's cute and short and funny and long overdue for his happily ever after.

He was found on the street terribly neglected, placed in a foster home, returned*,
placed in another foster home and now he's being boarded.

He'd be the perfect little dog for a single person who wants a very devoted, loving, loyal little friend.

If awarded the grant will be used for a graffiti abatement mural at the Vince’s Market site (corner of Silver Lake Blvd and Atwater Ave in “South Atwater Village”).  To improve our chances of receiving the grant we need letters of support from individuals, community group’s local businesses. WHAT’S HOME DEPOT DOING IN GLASSELL PARK AND ATWATER VILLAGE?????

Home Depot and Dakota Communications (a high-priced marketing communications firm from the Westside) are telling residents about the 200 new jobs that Home Depot will provide if they go into the vacant Kmart Store.
 
That’s NOT the truth. Richard Green, Home Depot Real Estate Manager, has publicly stated that they want the Kmart site so they can build a BIGGER STORE; TRANSFER the GLENDALE employees to the new GLASSELL PARK STORE, so they can build a NEW BIGGER STORE in GLENDALE and HIRE NEW EMPLOYEES for that store.

HERE’S THE REAL TRUTH:
HOME DEPOT DOES NOT WANT THE FLETCHER SQUARE COMMUNITY DESIGN OVERLAY PLAN (CDO) TO PASS. IF IT PASSES, HOME DEPOT CAN’T BUILD THE MEGA STORE THEY WANT AND COMPLY WITH THE CDO. WE DON’T NEED 4 HOME DEPOTS ALONG SAN FERNANDO ROAD WITHIN AN 8- MILE RADIUS.

GLASSELL PARK AND ATWATER VILLAGE NEEDS BOOK STORES, SIT DOWN RESTAURANTS, COMPREHENSIVE HEALTH CLINICS, COFFEE SHOPS, A BANK, GYM, OFFICE SPACE, A PEDESTRIAN FRIENDLY BUSINESS CORRIDOR AND LOTS MORE. What do you want to see at the former Kmart site at Fletcher Square??

Community groups and Neighborhood Councils in Atwater Village, Glassell Park, Silver Lake and Griffith Park are concerned about the future of Fletcher Square. With Los Angeles City College building a satellite campus at the former Van de Kamps building, this area has the potential to become a vibrant community center.  Unfortunately, The Home Depot Corporation has signed a lease and intends to build another Big Box Home Depot store on the former Kmart site directly across from the new City College site -- even though Home Depot stores are located 2 miles in either direction!!!  Many small businesses – the backbone of our local economy - will be driven out of business with so many Home Depots saturating the area.

Community groups and Neighborhood Councils in Atwater Village, Glassell Park, Silver Lake and Griffith Park are concerned about the future of Fletcher Square. Council President Eric Garcetti and the City Planning Department are listening to residents’ concerns and are working with the community to draft a Community Design Overlay zone for this area.  A CDO is a document that can place zoning restrictions such as “no retail businesses larger than 100,000 square feet” in a specific area.  Imagine a mixed-use development on the Kmart site providing amenities that we sorely need in Glassell Park - like a quality bookstore, restaurants like California Pizza Kitchen, or local fare like Auntie Em’s or Michaelangelo’s in Silver Lake, a coffee shop, a fitness club, movie theater with underground parking and an outdoor plaza for dining and socializing.

We don’t need any more big-box stores in this area!  Come out and voice your support for retail development that offers more variety, that is more compatible with the college campus, and establishes a pedestrian-friendly, town center type of feel which will make our community stronger.  At this meeting on Sept. 27th, representatives from the City Planning Department will share the initial language of the CDO with the community and listen to your concerns before the final public hearing on the matter next month.

SENDING YOUR KIDS TO JUVIE

September 20, 2006, Los Angeles, CA – With a Ph.D. from U.S.C. in Psychology, you’d think Kristen Taylor wouldn’t have had encountered such difficulty finding hip clothes and gear for her two kids Lola and Luke. But shopping in most stores in Los Angeles left her hyperventilating. “When my kids outgrew the baby boutiques, I was at a loss. The choices were stifling, the clothes all looked the same, and my kids hated the experience,” she says.

So Dr. Taylor decided to open Juvie: Clothes and Gifts for Older Kids, which features hip, high-quality clothing and gifts for kids 7-14, in a shop that is designed to make kids feel relaxed and happy. The store – which opens September 28th -- features a lounge area with a giant bean bag, chairs, and magazine-covered tables, and fitting rooms are sized to accommodate parent and child together. Juvie will host events like “Book Blabs” (a kids’ book club), “Stitch and Dish” (a kids’ needlecrafts club), and holiday-themed events such as a handmade Valentines workshop.

Fletcher Square / Community Design Overlay zone UPDATE

City Planner Craig Weber is coming back to Glassell Park to hold one more workshop on the Community Design Overlay (CDO) zone being proposed for Fletcher Square. This is the area of Glassell Park surrounding the intersection of Fletcher Drive and San Fernando Rd., including the new campus of LACC at Van de Kamp’s bakery, the former Kmart site and many small-to-medium businesses and franchisees.

A Community Design Overlay district (CDO) is a tool used for a distinct geographic area to improve and/or preserve the quality of building and site design. This is accomplished through the application of Design Guidelines and Development Standards. These guidelines and standards, created for each CDO, provide direction in the design of new buildings by addressing elements such as color and materials, landscape, façade and wall treatments, and site orientation. The CDO is an effective tool to influence new construction in order to prevent inconsistent, haphazard and unrelated-looking development.

The next workshop, on Wednesday, Sept. 27th (6pm), at the Glassell Park Comm./Sr. Center, will unveil the initial CDO language, this is the final meeting to review the language of the CDO for Fletcher Square  before the public hearing. At the July workshop, residents from Glassell Park, Atwater Village and other communities in the Northeast voiced their desires for the types of businesses and design elements they wanted to see in this area.

Atwater Village Neighborhood Watch Update...09.07.2006

This Saturday portends to be a busy community-active day.

The DAWS are having a yard sale to raise funds for their worthwhile activities, beginning at 8:00am at JeanneMarie Wiesniewski's home 3713  Edenhurst, (just north of Sunnynook). Carol Moore is heading up a graffiti paint-out along the river, interested volunteers are to meet up with Carol at the Red Car Park entrance to the river at 10:00 (Glendale Boulevard and Ferncroft, just south of the Hyperion Bridge). Help Carol keep the upper hand in our battle against graffiti.

And the Glassell Park Community Festival runs from 10-4 at the Glassell Park Recreation Center (3650 Verdugo Road) Admission is free. There will be entertainment, displays, a crafts fair and a Festival Fun Zone for the kids as well as "The Taste of Glassell Park." Glassell Park has partnered with us in the (partial) funding for the Inside Out Community Arts program to be launched in the second semester of this school year at Washington Irving Middle School. I will be manning a table explaining the program and asking for donations. As of now, I will be the only one working this event! I need a volunteer or three to assist me--and relieve me. If you can spare an hour or so on Saturday, please let me know.

Club Tee Gee Celebrates 60th Anniversary!

“This month Club Tee Gee, 3210 Glendale Blvd., celebrates 60 years of doing business on Glendale Blvd.here in Atwater Village. The business was originally opened in 1946 by owners Joe Grzybowski and Neal Tracy, and has had the name Club Tee Gee ever since (Tee for Tracy and Gee for Grzybowski).

 

In 1962 Joe was introduced to an outgoing young girl in her 20s who lived with her family in Atwater. Her name was Betty Bartlotta and she was working as a secretary at another business on Glendale Blvd. Betty and Joe became close and eventually became business partners in Club Tee Gee. Sadly, Joe suffered a fatal heart attach in 1984 and died, but Betty continued running the Club.

Over many years Club Tee Gee has survived, providing a friendly “Cheers-like” neighborhood place to meet and have a cocktail. Today, Betty still can be found at the Club most evenings, assisted by new partner Bob Kick. As well as running Tee Gee, Betty serves as Vice-President of the Atwater Griffith Park Chamber of Commerce and also the local Lion’s Club.

New local Dads group forming

Dear Dads,

I write to propose a date and time for our first DADS GROUP meeting: This Sunday, August 27th at 2:00 PM.

We can meet in the EXHIBIT HALL of  Travel Town Railroad, 5200 Zoo Drive Los Angeles, CA 90027.  Phone: 323 662 9678

The EXHIBIT HALL is the first large building on your right as you enter the park. There are antique cars, trains and a very large miniature train display in this building.

There is no charge to enter the park (that is a train museum), and the only charge is $2.00 to ride the train that goes around the park.

The DADS GROUP remains a sincere attempt on my part to get a group of dads together for shared activities, networking, camaraderie and mutual support. In the near future, I hope to set up days and times that we can meet at a local park, local museums, and perhaps even field trips to the beach or other local destinations.

It would be good for all of us to meet initially to show our support for the idea and then we may decide to split up into groups determined by the age of our children.

I will get the word out to some other dads I know (and would ask you to do the same).

I will probably by sending a follow up Evite invitation, but if not, consider this your official invitation. I look forward to meeting you this Sunday at Travel Town Railroad.

AVNW 08.16.2006 Meeting Recap

A quick update and recap of Wednesday’s meeting (08.16.2006), (which by the way, was a good one and well attended). (Fear not, I will return with the newsletter format next month.)
 
Donna Wong, the Deputy City Attorney and Neighborhood Prosecutor for the Northeast area is conducting an informative meeting on Tuesday, August 22, regarding property rights and options for renters and property owners. Please contact Donna at Donna.Wong@lacity.org for more details.

We opened up discussions on the fundraising needs to bring the Inside Out Community Arts program to the Washington Irving Middle School in January. Contacts on this so far, are Catherine Dent and Lisa Fontanesi—the arts and education committee chairs of the Atwater Village Neighborhood Council and Kabira Stokes Hochberg, Field Representative for City Council District 13. Also, I am happy to report that Carol Moore-- our neighborhood anti-graffiti czarina-- is also acting events coordinator. She has already rolled up her sleeves and is working on some exciting, out-of-the-box ideas to get the funding for the Inside Out program. Her enthusiasm is infectious… if you want to catch it, contact Carol at spreadpublicity@yahoo.com and see how you can help her.
 
There is a parent/teacher after school meeting at the Washington Irving Middle School on September 6. I will let you all know the outcome.

Take Back Fletcher Drive 

Quarterly Newsletter – Summer 2006

In February 2006 merchants and residents formed an informal volunteer group dedicated to improving Fletcher Drive, a business corridor located within the 90039 and 90065 zip codes. We are calling our improvement efforts the “Take Back Fletcher Drive” campaign and are currently working with local government and community groups to make Fletcher Drive a better place to live and do business.

Input Needed for Fletcher Square!

The City of Los Angeles Planning Department is seeking community input to develop a Community Design Overlay district (CDO) in the Fletcher Square area. The Fletcher Square area includes the San Fernando Road and Fletcher Drive intersection, the future site of the LACC Van de Kamp’s Satellite Campus and the former Kmart site.

What is a CDO?

A Community Design Overlay district (CDO) is a tool used for a district geographic area to improve and/or preserve the quality of building and site design. This is accomplished through the application of Design Guidelines and Development Standards. Design Guidelines and Development Standards, created for each CDO, provide guidance and direction in the design of buildings by addressing physical elements such as color and materials, landscape, façade and wall treatments and site orientation. The CDO is an effective tool to regulate the design and character of development in order to prevent inconsistent, haphazard and unrelated developments.

The Planning Department needs your input!

The Planning Department needs your input to create a CDO that meets the community’s desires and expectations. It is important that Atwater Village let the Planning Department know what amenities, businesses and atmosphere we would like Fletcher Square to have.

Message from the Atwater Village Neighborhood Watch 08.14.2006

Just when you thought it was getting quiet (and safe)...

Gina Chovan, our Senior Lead Officer, sent the following along-- Restaurant and bar owners, recently there has been a rash of restaurant and bar robbery take downs.  The method used by suspects are, they come in two or three at a time.  The prefer restaurants with allies to the rear. They appear at closing time when employees are closing businesses and there is few customers in restaurant.  Suspects enter OPENED back door.  They come in armed, very calm ordering employees and customers to the kitchen.  One suspect is a look out and the other suspect(s) orders everyone to remove jewelry, money, property and place on the table. Sometimes suspects go through victims personal pockets.  All suspects are wear ski mask.  Once suspect remove property they leave in a vehicle. Approximately 15 robberies have taken place since March 2006 to August 2006.  And 49 restaurants in total, in the past two years.  The most recent occurred on the 4600 block of Hollywood Blvd. Suspects prefer restaurants/bars that are local (attempting to avoid sophisticated surveillance equipment).  No definite suspect information at this time.  

Robbery Homicide Detectives are asking that business owners and employees remain alert, and  KEEP BACK DOOR LOCKED.  If anyone sees an individual monitoring restaurant or acting suspiciously in front or rear of location, contact the police department immediately.

And one of our Watch folks wrote that the car involved in the shooting of an LAPD officer with an AK-47 over the weekend was stolen off a street in Atwater— The HONDA that was written about throughout the article, (being driven by the shooters) was the Honda that was stolen from the area of Edenhurst & Appleton on June 28th.  A friend of an Atwater resident had parked her car (the Honda), left it overnight and when she went out in the morning, it was gone. The car owner reported it stolen and received a call today from the LAPD, letting her know it was the car that was retrieved during the shoot out on Sunday and that she could pick it up later this week.

Obviously, it is important for you all to be connected, involved and informed. Please try to attend Wednesday’s meeting.

jFERRARI Gallery to Host Benefit for Peru 's Horacio Zeballos School

 

Atwater Village, CA, jFERRARI Gallery will bring together collections from talented artists, art enthusiasts and education advocates to raise funds for a very deserving elementary school in the small Peruvian town of Horacio Zeballos.

The fundraising will commence on the evening of August 12th from 6pm-10pm, during which attendees will be encouraged to participate in a silent auction. The works for sale will be donated by local artists including: Edwin Aguilar, David Haig Alexander, Lori Antoinette, Susan Berkowitz, Eduardo Bonilla, Lisa Cabrera, Joel Castro, William Conklin, Ernesto de la Loza, Danny De La Matyr, Ricardo Duffy, Jazmin Ferrari, Carlos J. Flores, Domenico Foschi, Nagy Girgis, Gus Hernandez, Javier Hernandez, Jason Jenkins, Sophia Louisa Lee, Juliana Martinez, Katie Moriarty, Angela M. Ortiz S., Lissette Perez, Jason Schaper, Marc Smith, Cole Sternberg, Treiops Treyfid, Cristian Vega-Rojo, Randall Williams, and more. Guests will also be treated to light refreshments, and will enjoy the musical entertainment from local musician Chapa.

News from Dave's Accordion School of Atwater Village

“No” Home Depot Coalition Updates!

Let the Glassell Park Neighborhood Council (GPNC) / Land Use & Planning Committee know that you support the extension of the Fletcher Square ICO!

 

The GPNC Land Use Committee will be considering and voting on issuing a “community impact statement” in favor of the Fletcher Square ICO extension at their upcoming meeting. Join other concerned stakeholders at this meeting to voice your support for the ICO extension!
