North Atwater Village / Toonerville Gang Takedown Update

I want to thank the Glendale Police Department and the Drug Enforcement Administration - High Intensity Drug Trafficking Area, Team 52 for their outstanding work on this investigation (Glendale started the investigation and DEA/HIDTA assumed command). This take down was an incredible success, 21 search warrants (locations) were served with 19 separate arrest warrants for crimes such as murder, attempt murder, narcotics trafficking, and weapons violations. All 19 wanted suspects were arrested (arrested 2 others during the raid for weapons violations) confiscated 63 firearms (48 in one house alone), 3 ounces of meth/cocaine, and 2 pounds of marijuana. Northeast Area immediately initiated footbeat operations in the area after the raids. We held a community meeting that night at the New Hope Church (thanks for your support) and the raid received strong media coverage. In the coming weeks we will be working with Council President Eric Garcetti's Office to bring in additional services to the area. Great job by all!

Significant Multi-Agency Effort Culminates in Numerous Arrests Suspects Involved in Wide Array of Felonies in North Atwater Village

Los Angeles: A multi-agency operation in a seven-month gang/murder investigation has lead to the arrest of multiple suspects.

On July 9, 2009, in the early morning hours, a series of 21 search warrants and 19 arrest warrants were served at various locations.  The warrants stemmed from an ongoing investigation concerning the activities of a violent street gang that has been operating in the Chevy Chase Park (in North Atwater Village) and Glendale areas.

On October 8, 2008, at 1:55 a.m., Manual Martin was riding his motorcycle on the eastbound 210 Freeway while transitioning to the southbound 2 Freeway in the city of Glendale.  A car pulled up next to him, and within a few seconds, the occupants fired thirteen shots. Martin was shot once in the chest and died within minutes.  Seven additional bullets hit his motorcycle.  The Glendale Police Department investigated the murder and identified the suspects as members of a local street gang.  Their investigation also revealed that the gang was responsible for other crimes. 

In January 2009, in an effort to address gang violence, the U.S. Drug Enforcement Administration (DEA) funded and formed a High-Intensity Drug Trafficking Area (HIDTA) initiative, which is a gang/homicide group consisting of Los Angeles Police Department (LAPD) detectives and DEA agents.   Over the last six months, detectives from Glendale have teamed with LAPD investigators assigned to the Southern California Drug Task Force/HIDTA Group to investigate the activities of this gang.  This collaborative effort has connected the local street gang to this murder, as well as other murders, assaults, narcotics trafficking and other weapon-related offenses.   

Representatives from the LAPD and Glendale Police Departments, Southern California Drug Task Force, California Department of Corrections, Immigration & Customs Enforcement and Los Angeles County Sheriff’s Department served the warrants.  

The simultaneous search warrant service resulted in 20 arrests for various offenses, including four suspects responsible for four murders, four suspects responsible for attempted murder or firearm assaults and 12 suspects for other drug or weapon violations.  In addition to today’s arrests, the task force had already arrested 20 other suspects for a variety of offenses, including assault with a firearm, weapon charges, narcotic offenses and probation/parole violations.  Five of these suspects already in custody are also expected to be charged with murder as well.  The task force has seized 63 firearms, including 58 as a result of today’s search warrants, with 48 seized in one location. In addition, approximately three ounces of cocaine and methamphetamine and two pounds of marijuana were seized today.  The Los Angeles County Department of Children’s Services removed five endangered children from locations searched.  The cases will be presented to the Los Angeles County District Attorney’s Office for filing consideration.

In addition to the arrests noted above, the HIDTA task force partnered with the Los Angeles City Attorney Office's Project TOUGH (Taking Out Urban Gang Headquarters), which took control of two properties within the Chevy Chase Park area as nuisance properties.  Improvements to remove blight are mandated for abated property and may include demolition.  For additional information, contact the LAPD Gang and Narcotics Division at 213-972-2565.

Today, the Northeast Division of the Los Angeles Police Department conducted a focused and deliberate raid on the Toonerville Gang in the Northern part of Atwater Village including the Chevy Chase Park Areas surrounding the Community Center.  Your NOE LAPD Officers and Detectives were able to arrest suspected gang members that were recently served with warrants since the Toonerville Gang Injunction was enacted into law in Los Angeles County.

This is ALL good news. at 3pm Capt. Murphy of the NOE-PD will give a news report of this. All are encouraged to attend this Town Hall Meeting today. Please get the word out to your fellow neighbors.

ATTEMPTED MURDER IN ATWATER VILLAGE

On Saturday, May 30th, 2009 at about 6:00 pm in the 3200 block of Casitas Avenue a man, who was sitting in his car, was approached by gang members demanding to know where he was from.  Before the victim could reply, the gang members shot him in the head.  Fortunately the bullet was of low caliber and did not penetrate the victim’s skull. The suspects fled in a green Toyota Camry.

LAPD Police Officers who were in the area observed a vehicle matching the description and attempted to stop the suspects and a short pursuit ensued.  The suspects, observing the Police vehicle driving in the opposite direction, then attempted to drive their vehicle into the Police vehicle while driving in from the opposite direction  The suspects jumped out of their vehicle before it collide with Police vehicle.  One suspect was taken into custody for “Assault with Deadly Weapon” against the Police Officer and one suspect is outstanding.  The officer in the police vehicle sustained no injuries.

5TH MARIJUANA DISPENSARY TO OPEN IN ATWATER VILLAGE

Another medical marijuana dispensary intends to open in Atwater Village despite a city wide moratorium on new dispensaries. Accurate Services Medical Dispensary (ASMD) intends to open in mid June 2009 at 3429 Glendale Blvd with the purpose of dispensing medical marijuana.

ASMD would become the 5th medical marijuana dispensary to open in Atwater Village and the 4th located  within a one block radius. The 3400 block of Glendale Blvd already has three operating marijuana dispensaries.

ASMD has applied for a hardship exemption in accordance with  Medical Marijuana Interim Control Ordinance (ICO).  The ICO hardship exemption process allows marijuana dispensaries to operate without any City regulation or oversight until the City Council either approves or denies their application. To date the City Council has not acted on a single hardship exemption application.

4TH ATWATER VILLAGE MARIJUANA DISPENSARY OPENS IN VIOLATION OF CITY WIDE MORATORIUM

A 4th marijuana dispensary opens in Atwater Village despite a city wide moratorium on new dispensaries. The dispensary, A.A.C.C, is located at 3106 Glendale Blvd in the strip mall at the corner of Glenhurst and Glendale Blvd's.

Responding to complaints from Atwater Village resident and business stakeholders Dept. of Building & Safety issued a "order to comply" to newly opened dispensary. A.A.C.C was found to be in violation of "dispensing medical marijuana without the required permits, certificates, forms, lease and/or insurance as required by Ordinance # 179027". City authorities first became aware of these marijuana dispensaries in Atwater Village thru complaints from local residents and businesses that visitors, frequently young and apparently healthy men (18-24 years of age),  to the marijuana dispensaries are smoking their purchases in public view, often in parked cars near the dispensaries.

Concerned Atwater Village residents and businesses can anonymously report any criminal or suspicious activity in direct or indirect connection with the medical marijuana dispensaries via LAPD website.

Northeast Crime Update

These statistics will be as of March 28, 2009 (last Saturday night). While we are still heading in the right direction, remember that traditionally crime goes up in Northeast Area as the summer approaches, the weather gets hot, and many kids are out of school. So we will continue to talk basic strategies to prevent crime. We need everyone to help reduce crime!

We had a gang-related homicide last night. A 19-year male was killed in front of his house. Homicide investigators are searching for witnesses to this crime as numerous shots were fired. These messages are encrypted and we do not know who sends them. Please pass along to your friends this method of providing information.

Joey Romo Murdered on 3-31-09 while he arrives home in Atwater Village

Last night, 03/31/09, @ circa 9 to 10PM, 19 year old, Joey Matthew Romo, was killed as he arrived home @  2982 1/2 Glenmanor Place, L.A., CA 90039 (Atwater Village), this violence is believed to have been motivated by gang affiliations.  *Unsubstantiated reports*: Toonerville against Rascals.

An important point regarding this shooting is that at this same home, the older brother of this young man was shot and killed 2 years ago.  Please keep this family in your prayers. This young man was trying to move forward, he was enrolled at PCC and had a part-time job.

Please pray for our community - pray that all concerned remember that we do not take vengeance we allow God to exact vengeance.

I am planning a candlelight prayer service for this Friday, 4-3-2009 @ 6:30 p.m. at the location of the shooting, 2982 1/2 Glenmanor Place, L.A., CA 90039.  Please bring your own candle and pass the word.

The next Monthly Northeast Community Police Advisory Board (CPAB) Meeting will be held on Tuesday (not Monday) March 24, 2009 at the Northeast LAPD Station Roll Call Room located at 3353 San Fernando Road from 6pm – 7:30pm.  Due to the significant scheduling conflicts with the NOE LAPD SLO’s and Captain, a venue change was necessary.

ATWATER VILLAGE MEDICAL MARIJUANA DISPENSARY AT GLENDALE BLVD / REVERE AVE RECEIVES “ORDER TO COMPLY” FROM DEPT. OF BUILDING & SAFETY

A medical marijuana dispensary at 3401 Glendale Blvd Unit B (at the corner of Revere Ave) in Atwater Village has received an “Order to Comply” from the Dept. of Building & Safety. The marijuana dispensary, L.A. Collective, is operating without the proper Certificate of Occupancy permit.

According to Thomas Willis, Building & Safety Inspector, the marijuana dispensary will need to obtain a Certificate of Occupancy permit that would follow the same requirements as a “drugstore”. This would require it have handicap access and onsite parking, both of which this facility currently does not have.

It is unclear how long L.A. Collective has been in operation at this location. City authorities first became aware of this marijuana dispensary thru complaints from local residents that visitors to the marijuana dispensary are smoking their purchases in public view, often in parked cars next to the public library which is across from the dispensary on the corner of Glendale Boulevard and Revere Ave or the alleyways behind both the library and the dispensary.

Who Are the New Neighbors?

Foreclosures abound. Home sales are sluggish. But on your street, the vacant home with a realtor's sign has a promising carload of people in the driveway. The realtor's sign disappears.  Fantastic! You’ve been spared the blight of a vacant building and overgrown lawn.

But one week later, there are four different cars in the driveway, beer bottles and a couch on the lawn. Last night, four people went into the house after dark. Not a flicker of light followed, but music blasted until midnight.  Today, someone is removing copper pipe from the house onto a flatbed truck. A new stove leaves too. Who are the new neighbors?

Squatters? A new tenant who turned over the first month’s rent after being tricked into signing a fake lease with a fake agent?

Many properties don’t suffer the above fate.  However, the Los Angeles City Attorney’s Office, Building and Safety, and LAPD work cooperatively to resolve nuisance vacant buildings throughout the City.

If you see a vacant property, take down the address and any available real estate agent information while the signs are up. You may need it later. Contact LAPD at 1-877-ASK-LAPD regarding non-emergency criminal activity, or call 911 for emergencies.  If the building is vacant and open to unauthorized entry, or has potential squatters, make a report to Building and Safety via phone at 311, or online at:

HOMICIDE IN THE 3000 BLOCK OF SILVER LAKE BLVD IN ATWATER VILLAGE

"On Friday, December 26, 2008, at approximately 1745 hours, uniformed officers from the Los Angeles Police Department, assigned to Northeast Division responded to an “Ambulance Shooting“ radio call in the 3000 block of Silver Lake Boulevard in the Atwater Village community of Los Angeles.  Upon the officer’s arrival they discovered the victim, 24 year-old, Juan Carlos Correa collapsed on the ground suffering from multiple gunshot wounds.  The victim was transported to the University of Southern California Medical Center for further medical treatment.  The victim failed to respond to life saving efforts and succumbed to his injuries.

Northeast homicide detectives are conducting the follow up investigation.

The motive for this incident appears to be gang related.

"On Friday, 12/26/2008 a pedestrian walking down the 3000 block of Silverlake Boulevard was confronted by two people in a vehicle. There was a verbal exchange and then the passenger and the pedestrian exchanged gun fire. The pedestrian ran away but later died of his injuries. The victim was an Atwater resident. There is no information on the suspect's vehicle or the suspects.

Crime Alert from SLO Falconer / Neighborhood Scam Alert!

Please be advised, there have been multiple instances of a person posing as an AT&T employee, attempting to gain access to people's homes.The suspect has approached the intended victim and said, "Hello Mr. or Mrs. (your name here) and given their correct phone number. The suspect then states that he is employed by AT&T and is conducting a survey on service and response.

Some folks have unwittingly allowed the man access to their home. The man is described as a an African American male, 6'03" and approximately 255 lbs. He wears a button down shirt and a tie. If you find yourself in this situation, DO NOT let this person in. Try to ascertain what kind of vehicle he is traveling in, or other identifying information. Call the police immediately.

I have several incidents reported in the upper Glassell Park area, and a person I know to be reputable from Silverlake came to the station two days ago and reported the same type of incident with the same description of the suspect.

There was a gang related shooting, Saturday, June 7, 2008 at approximately 7:45 p.m. near Perlita Avenue and Veselich Avenue in Atwater Village.  A 20-year old man was shot and killed.  Our LAPD Senior Lead Officer Gina Chovan has requested homicide and gang officers be in attendance at the Neighborhood Watch Meeting to address questions and concerns surrounding the homicide.

There have been several businesses burglarized on Glendale Boulevard here in Atwater Village over the past eight - nine months.  Per LAPD Senior Lead Officer Gina Chovan, "There is no crime spree."

Be diligent!  Lock your doors, set your alarms, check your surveillance equipment to make sure it is working and has necessary recording tapes.

Please be aware that these are BURGLARIES (a suspect enters a structure to commit a felony crime) NOT ROBBERIES (someone uses force or fear to get something from you).

CHICK REPORT IDENTIFIES POTENTIAL TO REDEPLOY OFFICERS

Los Angeles— Calling Los Angeles “… one of the most underpoliced big cities in America,” City Controller Laura Chick, issued a report today identifying ways to increase civilian staffing of the Los Angeles Police Department and put more officers out fighting crime on our streets and in our neighborhoods.

 

“We found over 500 positions that could potentially be filled by civilians, freeing up sworn personnel to perform more traditional policing functions. The last chapter of the report lays out a clear plan, implemented over a three year period that would put these already trained, experienced veteran police officers, back out in neighborhoods where we need them,” said Chick at a news conference with LAPD Chief Bill Bratton.

 

“Over and over again we hear the soundbite, “Let’s get officers out from behind desks and out on our streets.” Yet we continue to impose hiring freezes for civilian positions resulting in a vacancy level ranging up to 640 and currently hovering at 608 vacant positions. Who do we think is performing this essential backup work?,” continued Chick.

GARCETTI ANNOUNCES PUBLIC SAFETY EVENTS IN GLASSELL PARK

 

Month-long series of community events follows gang-related shootout.

On the heels of a gang-related shootout on Drew Street, Los Angeles City Council President Eric Garcetti announced that he will host a series of events to listen to community concerns and engage local residents in efforts to make their neighborhood safer.

“My top priority is making sure that our neighborhoods are safe places where families can thrive.  We need to empower residents to work with each other and the police to stop the gang violence in Northeast L.A.  These community events will give local families an opportunity to share their ideas for making their neighborhood safer and to learn about what they can do to help,” said Garcetti.

The month-long series of community public safety events will include a Public Safety Summit with Garcetti, Los Angeles Police Chief William Bratton, and other city officials.  Participants in the Summit will have the opportunity to express their concerns, share ideas, and hear an update on current public safety efforts.

Garcetti will also host a Leadership Academy focused on public safety issues in the community.  Workshops will be held by representatives of the L.A. Bridges gang prevention program, Human Relations Commission, local schools, and the City Attorney's Office.  Participants will learn how to organize a successful neighborhood watch, participate in Garcetti’s anti-graffiti program, Uniting Neighborhoods to Abolish Graffiti (UNTAG), and become effective partners with LAPD Senior Lead Officers.  The Garcetti Leadership Academies are held regularly and have trained more than 1,000 local residents to be effective advocates for their community.

All events will begin at 9 a.m., and the schedule of events includes:

• Saturday, March 8:  Public Safety and City Services Outreach event to update residents on public safety issues and invite them to the Public Safety Summit and Leadership Academy.  Washington Irving Middle School, 3010 Estara Avenue.
• Saturday, March 15:  Glassell Park Public Safety Summit with Garcetti and Bratton.  Washington Irving Middle School, 3010 Estara Avenue.
• Saturday, March 22:  Leadership Academy on public safety in Glassell Park. Glassell Park Community Senior Center, 3750 Verdugo Road.
• Saturday, March 29:  Community Picnic and Resource/Job Fair.  Juntos Park, 3135 Drew Street.
For Garcetti, this series of events follows seven years of working to improve public safety in this part of the Glassell Park neighborhood.  His efforts have included leading efforts to establish a neighborhood watch, coordinating neighborhood clean-ups, organizing door-to-door outreach events to inform local residents of anti-gang programs and other public safety resources available to them and their family members, and hosting community resource fairs to educate local residents on the city resources and community services available to them.  Although violent crime is down significantly in the area, last Thursday’s tragic events demonstrated the need for this comprehensive response.

6PM Monday, Feb. 25 - Meeting at Irving Middle School to discuss the lock down, the police response, student and parent anxiety, etc. The kids from Atwater Village attend Irving and were part of this lock down. It is urge that members of the Atwater Village community to attend the meeting, especially if you have or will have kids at Irving.

There have been more than 12 gang related shootings in the Northeast area since 1-1-08. Higher than any other area.

Glassell Park Candlelight Vigil - Sunday, Feb 24, 2008

A candlelight vigil will be held for the father killed in the gang shoot out in Glassell Park the other day. In case you have not heard about the scary and tragic story, here is an LA Times article:


Glassell Park is Atwater's neighbor to the south and has been subject to the same increase in violence our community has been noticing lately. But obviously this incident took it to a whole new level, affecting many kids and families. Please go if you can and pass this along to whomever you feel would be interested in attending:

The candlelight vigil will be held tomorrow, Sunday 2-24-2008 @ 5pm at Aragon Elementary School,1118 Aragon Ave, Los Angeles, CA 90065. This is where the father holding the 2 yr old was shot, bullets were found on the school yard.

Make signs ie: We want peace on our streets. Hugs not shoves. Pray to Stop Gang Violence, etc.

GARCETTI STATEMENT REGARDING GANG SHOOTINGS IN NORTHEAST LOS ANGELES

Yesterday's gang shootings in the Glassell Park area once again demonstrated our city's need to make safe communities our top priority.

In the last few years, we have poured additional resources into this area to stop the gang violence that has plagued the neighborhood for decades. LAPD and other law enforcement officers have been active in the neighborhood and were able to intervene immediately to bring safety back to the community. I want to thank the men and women of the Los Angeles Police Department who did a stellar job of responding to this incident. I am committed to working with the police department to make sure it is getting the resources it needs to protect our communities.

I am also committed to creating more opportunities for young people to give them positive alternatives to gang life, including continuing a program I started last year called At the Park After Dark, which kept the Glassell Park Recreation Center open late into the evenings during
the summer.

ATWATER VILLAGE EXPERIENCES ITS FIRST HOMICIDE FOR 2008

Steve Garcia, a 26 year old Hispanic male, was shot and killed while sitting inside his car at 2791 Carillon Street, between Atwater Ave and Perlita Ave, in Atwater Village at about 2:43 a.m. Friday, Feb. 15.

 

Reportedly, Garcia and two women were sitting inside the car when a suspect or suspects approached the vehicle and fired several shots. Garcia was hit multiple times and one the two women was hit in the arm. Garcia was pronounced dead at the scene. The wonded women was hospitalized and in stable condition.

 

Carillon Street, a residential street, is situated at Atwater's most southern point and runs parallel to the 2-freeway and Fletcher Drive.

CHICK BLUEPRINT CALLS FOR REFOCUSSING, REORGANIZING, REINVENTING LOS ANGELES’ ANTI-GANG EFFORTS

Los Angeles—Calling it, “A time for action…now,” City Controller Laura Chick released her wide ranging and highly anticipated Blueprint on ending gang violence.

“During the last two decades, there have been countless studies, reports, consultants, City Council ad-hoc committees, new programs and hundreds and hundreds of millions of dollars spent to stem the gang crisis.  And what do we have to show for it?  The recent in-depth Advancement Project study painted a grim picture, which my report echoes, of a disjointed maze of services that don't reach the intended “at risk” youth population,” said City Controller Chick.

“Now what?  It is important to note what my report does not say.  There is no call for immediate new dollars, but there is a plan spelled out on how to spend the money more wisely and efficiently.  New programs are not advocated, but rather the redesign, refocus and merging of existing programs is proscribed,” said Chick.

“The report does not recommend the creation of a new department with additional layers of bureaucracy, but directs the creation of the Anti-Gang Office which will operate directly under the Mayor.  This will be a centralized, empowered entity that has the oversight and responsibility of our many anti-gang efforts.    To ensure public transparency, the City Controller’s Office will issue status reports beginning six months from today, along with conducting periodic fiscal and performance audits,” said Chick.

ATWATER VILLAGE, NORTHEAST L.A., LOSES CAPTAIN PEREZ TO PROMOTION

Los Angeles Police Chief William Bratton Announces Promotion

Los Angeles: Los Angeles Police Chief William Bratton today announced the promotion of Captain Jose Perez to Commander. “I am always honored to be able to promote those in the LAPD who have clearly shown their commitment to excellence, their dedication to the community and to the men and women of this department,” said Chief Bratton.

Captain Perez, currently the Commanding Officer of Northeast Area, will assume the responsibilities of Department Employee Relations Administrator (ERA) for the Chief of Police. The position was vacated by Terry Hara who was recently promoted to Deputy Chief, Operations West Bureau.

Captain Perez was born in Chicago, Illinois. His career path was established while he was in second grade when he assisted a Chicago Police Officer with an investigation. While at school, his teacher was a victim of a crime. 'Little Jose' translated information between the police and a fellow Spanish speaking classmate who had witnessed the crime. The officer was very impressed with Jose. The officer spoke to him regarding a future career as a police officer.

Captain Perez was appointed to the Department in November 1983. As a Police Officer and Training Officer he worked various assignments such as patrol in Rampart and Southwest, Southwest Area Vice and Special Problems Unit, West Bureau CRASH and Detectives. As a Sergeant he was assigned to Hollenbeck Area for eleven years. Captain Perez promoted to the rank of Lieutenant in 2001. After promoting to Lieutenant he was assigned to Rampart Area Patrol, Detectives and the Gang Impact Team.

In May 2005 Perez was promoted to the rank of Captain where he was assigned to Northeast Area as Patrol Commanding Officer. He was transferred to Commanding Officer of Rampart Patrol for a time before his promotion to Captain III and his return to Northeast Area.

Captain Perez’s promotion will become effective April 1, 2008.

The above picture was taken on February 1st, 2008 at approximately 2:30am by a resident and depicts the L.A. Fire Department responding to the fire.

On Thursday, December 6, 2007, the Atwater Griffith Park Chamber of Commerce will once again launch into the spirit of the season with the 15th Annual Atwater Village Christmas Tree Lighting Ceremony. With a completely new tree-lighting committee already working like busy elves, this year promises to be the most spectacular in the event’s history.
 
As in past years, the premiere lighting of the Christmas Tree will be accompanied by a Christmas Festival in the Wells Fargo parking lot at 3250 Glendale Blvd. Commencing at 6:30 p.m., the evening’s program is scheduled to include children’s choirs from local schools, performances from local dance academies, and traditional Christmas harmonies by the Tam O’Shanter Singers. Council President Eric Garcetti and Council Member Tom LeBonge will be in attendance, and resident television star Catherine Dent (“The Shield”) will preside as Master of Ceremonies. Santa Claus himself is scheduled to arrive via fire truck, heralding the lighting of the tree at approximately 8:00 p.m.

The City Attorney's Office and LAPD asks for the neighborhood's help on panhandler concerns in the Atwater Village area

The LAPD recently received a complaint concerning panhandlers in the Atwater Village area. Specifically, one person near Glenhurst or Glenfeliz who stands on a cement median or parkway area. LAPD conducted some surveillance to try and catch a pedestrian in the roadway or agressive panhandling violation. However, what they noticed were individuals driving or walking by, who gave the complained of party money, food, drink, etc. --- without specific prompting.

There is generally no violation of law when a person stands on property otherwise treated as a public way.

Additionally, holding a sign or asking for money is usually afforded some type of First Amendment protection (absent other factors).

The City Attorney's Office and LAPD are asking that neighborhood groups help them out by telling their neighbors, members, etc., or publishing on the email systems, a recommendation to residents that they should give to established charities that feed the homeless, or established 501c organizations that contribute to other aspects of social welfare, as opposed to making panhandling a lucrative business in Atwater Village.

Most panhandlers only remain in a location so long as it remains a profitable expenditure of their time.

Atwater Village Crime stats report from CPAB Rep 06/01/2007

There has been a spike in aggravated assaults, child /spousal Abuse, shots fired, and people getting shot. There were two Rapes last month and seventeen Robberies.

CPAB best advice is to keep your front porch light on all night, keep your valuables out of sight in your cars, and by all means, if you see suspicious activity, call the Police, with accurate times, descriptions and details.

Crime update from Atwater’s CPAB Reps 05/02/2007

HOMICIDE: On Saturday (April 21st) at approximately 2200 hours officers responded to LA River north of Los Feliz. Upon their arrival they observed a lifeless body of a male approximately 18 years old. Victim was shoot multiple times to the head and body. Homicide appears to be gang related. If you have any information, please contact Northeast Homicide Detective at 213 847-4261.

PROPERTY CRIMES: There has been an increase of property crimes in the area of Fletcher Drive, north to Glendale (Perlita, Atwater Ave, Silver Lake, Hollydale, Madera). Please do not leave valuables in vehicles and lock doors. Keep vigilant and report suspicious activity immediately to the police department.

ELDER DISTRACTION BURGLARIES: Please be aware that there are people posing as employees of LA DWP, cable company, etc. who may be uniformed, wearing ID, etc. that are entering the homes of elderly members of our community to "check out a problem." When entry into the home is gained, a partner will enter the home and steal valuables. Please keep your neighbors informed and keep an eye out for your neighbors.

Inside Out begins at Irving next month!
We are very excited about the start of the Inside Out community arts program at Irving Middle School in just a few weeks. Camille Ameen, the co-founder and co-director of the program will be heading it up personally.
 
We are still working on funding for the program. Carol Moore has submitted a proposal to Hamburger Helper's community sponsor program, "My Hometown Helper." Finally, for now—I attended the City Council ad hoc committee meeting last Wednesday where Connie Rice of the Advancement Project presented her “Case for a Comprehensive Solution to LA's Gang Violence Epidemic.” It was standing room only and overall, quite a positive vibe in the room. Many city dignitaries and members of the clergy spoke to the committee and the packed crowd. Amidst the critical gang situation in the city, there is hope. Atwater Village Neighborhood Watch - New Years Eve Update

I’m sending this little reminder and update on the last day of 2006.

A year ago tonight, a young man was shot down in our community… mere minutes before the start of the new year. His death had a profound effect on all of the community and instigated an intensified presence by the LA Bridges Gang Intervention Team, a more concerted effort to reducing gang violence by Council President Eric Garcetti’s office, a heightened level of vigilance by the LAPD’s Northeast Division, and an increased level of community participation. The Neighborhood Watch meeting that followed Mike Romo’s death was the highest attended in its history. If that is what it takes to get residents to our meetings, believe me-- I would rather have a much lower attendance. Mike’s murder also precipitated the successful block party we held in conjunction with CD13 and LA Bridges in June and the subsequent BBQ at Chevy Chase Park. While it is admittedly a shame that a young man was killed on our streets, it did spur us into action. I’d like to think our community is different as a result of our efforts over the last 12 months. We will know how effective we have been tomorrow.
 
We are not dropping the ball in 2007. The Atwater  Village Neighborhood Watch will continue to take an active role in proactive youth development, beautification and cultural endeavors–– all designed to increase community pride, neighborhood safety and resident participation.
 
Our success cannot continue if you all just read these updates and file the information. Please, talk to your neighbors—especially those that may not have email access. Let them know what is going on. Choose the activities you wish to participate in and get involved. Be like the folks who have started a very active parent program at the Glenfeliz Elementary School this year. Shortly after the first of the year, the Inside Out after school theater arts program will be beginning at Washington Irving Middle School. As you know, we have been working hard to make this happen and we will continue our efforts. Additionally, we want to bring other such positive programs to our community kids.
 
I hope to see you all in the coming months. In the meantime, I wish you all a safe New Years Eve and a happy, healthy and prosperous New Year.

Man Murdered in Silverlake, [Atwater Village adjacent]

Los Angeles: The body of a 24-year-old man was found on the sidewalk in the 2800 block of Riverside Drive [between Fletcher Drive and Glendale Blvd] on Christmas evening, just after 6:00 P.M.

Detectives determined that the man, James Hyunwoo Kang, had been shot one time. The detectives also believe the shooting may have been narcotics related, but they could not elaborate on what evidence they found.

Kang was shot in the upper body and died at the scene.

No suspect information was available.

CRIME BEAT - Atwater Village Neighborhood Watch Update 11/29/2006

Dear neighbors--

A bunch of you have written with your concern about the frequency of the police helicopters of late. It seems like a nightly occurrence. They are not being proactive. The police are responding in the best way they are able to the current rise in gang violence in our community. There has been a definite increase in graffiti, gunfire and robberies. I appreciate your emails and phone calls. And I pass the information on to Gina Chovan, our SLO. And, in some cases, to Kabira and the staff at CD13.  There have been reports of shootings, streets being blocked off and traffic being interrupted because of gang violence. There was even an instance where a concerned resident saw someone throwing a large bottle (or bottles) off the Hyperion Bridge, onto the freeway. I don’t think he hit anyone— we would have heard about it. But the resident had the where-with-all to take a picture of the suspect, which I sent along to Gina. Most of you have cell phones. If you have the camera feature and you see something, shoot it. It will help!

There are things you can do to minimize your risk. They seem obvious, but sometimes we get lazy or falsely complacent.

• Keep your porch light on at night
• Lock all your doors and windows at night and when you are not home
• If you see anything—or anyone—unusual or suspicious, call it in— 1-877-ASK-LAPD
• If it is an emergency, call 911

The most important thing is that we all have a safe and happy holiday season. This is an especially challenging time. Keep your eyes open and your head up. Being aware is probably the best defense. Also, please... your neighbors may not have email— they may not be on the list. Let them know what is going on. Exchange phone numbers. Watch out for one another. That is what being neighborly is all about. I may sound overly concerned, but it is because I am!

Finally, for now, our last neighborhood watch meeting for 2006 will be Wednesday, December 13th. I’m giving you all advance word. Please mark your calendars and try to attend. You may have missed some of the meetings in the past, but this one is an important one. We will share information and learn what is going on. We will also take a few minutes to honor who I am referring to the Atwater Village Neighborhood Watch “Person of the Year.” Curious as to who it is? Join us and find out!

L.A. River Action Update from CD13

Wednesday and Thursday of this week (11/17/2006) over 200 cubic yards of debris was hauled away from the River between Fletcher Drive and the Tyburn Water pipe. The Army Corps of Engineers (ACE) and L.A. city Lot Clearing division worked hand in hand to accomplish this. The waste was unbelievable and only validates for me, the fact this was the right thing to do.

There were 43 professionals involved Wednesday morning made up of: ACE, LAPD, County Social Services, County Mental Health Services, Social Security Administration, LAFD swift water rescue, LAHSA, LA lot clearing Division, City Housing Department, Park Rangers, and this Office. Of the 20 or so individuals who live in the River there at any given time, 7 had not vacated in advance of the action date. Of those 7, 3 individuals accepted assistance, including the ability to keep their dogs with them!

We thank the Los AngelesCounty for making exceptions for emergency shelter availability. A few people balked and stayed behind.

All parties are determined to keep the islands free of encampments. The LAPD will monitor this daily and has stepped up, and gone above and beyond as have all agencies involved in this effort have.

A few of our next steps :

  • LAPD and Park Rangers will prevent future encampments.
  • Our Office, Housing, County, and LAHSA will convene next week to discuss interim housing for those in emergency shelter.
  • LAHSA to continue outreach along the River.
  • River Management and Maintenance Task force will meet again in January and continue progressing on this and other issues.

A deep, heartfelt thank you was expressed to everyone involved.

CRIME BEAT - Atwater Village Neighborhood Watch Update 11/18/2006

Willie Pogues, of LA Bridges works hard. He prays that we don't have an event at the end of this, the beginning of the holiday season, that we did last year, when the last minutes of 2005 were marked by a murder on an Atwater Village street.

Let me report what I have gotten in the last week. Draw your own conclusions, but for God's sake do not keep anything you hear to yourself. Report it. To me. To the police. To your neighbors. Be informed...

A week ago (late Saturday night/early Sunday morning), shots were fired and helicopters were seen circling the sky just to the south of the Boulevard. I am still trying to find out what happened. No word yet from the police.

I got word that “Grain”--the vintage furniture shop on the Boulevard-- was robbed Wednesday night around 8:45 pm. At least three guys with guns allegedly entered through the back door (alley side), which was not locked. They left out the front door on--Glendale Blvd.  

Last night a group of young females were heard talking on Glenfeliz, near Dover. Report has it they were trying to talk one of them into doing something she seemed reluctant to do. A short time later, there were shots heard by the river. I was told police responded, but have no further information than that.

Remember if you hear or see anything, PLEASE call it in. If it seems life-threatening, call 911. Otherwise, call 877-   ASK-LAPD.  If what you hear sounds close to where you live, call your neighbors. Having a safe holiday season depends on being cautious and aware.

Atwater Village Neighborhood Watch Update 10.26.2006

It seems like there had been a bit of space between Neighborhood Watch updates, indicating relative calm. As many of you already know, the calm was shattered in the last week or so, prefaced by a decided uptick in graffiti.

The Writing on the Walls
Prior to--and seemingly continuing--is the alarming rise in graffiti. A lot of it is clearly gang-related–-crossing out one gang’s tags with another. Black over red. None of it is a good sign. I’ve seen it along the river, on Los Feliz, in the alleys and on commercial buildings. Lest anyone thinks graffiti is just harmless aerosol fun, consider this: I googled some stats and the first thing I came up with was the fact that the city of Los Angeles apportioned more than fifteen million dollars toward graffiti eradication in 1992. I don’t have to tell you, there hasn’t exactly been a significant dip in tagging in the last fourteen years. At one point, our city could point to the public art projects with pride. Murals covered retaining walls and supports along our freeways. They were art. Now, they are desecrated eyesores. We really have to try to stay one step ahead of it. Please— do not wait for someone else to do something about the graffiti in our neighborhood. If you walk along the river—or drive by on the freeway—and see graffiti, call Officer Collenzo at the Northeast station, 213-847-0511. If you see tagging on buildings—commercial or residential—call 311 and report it. Have the exact address. They will take care of it. We will also be doing periodic paint-outs along the river. Stay tuned.

Gunfire and Helicopters
Last week, there was a shooting at the end of Glenmanor Place—at Edenhurst. A car stopped and someone wielding a .30 caliber carbine—not exactly your run of the mill Saturday-Night-Special—let loose with a barrage of bullets. Thankfully, the shooter was not a marksman and no one was hit. But the downside is that there are children who live two doors down from where the shooting took place. In fact, the street has many kids living on it. We want them to stay that way--living. The police would appreciate any information anyone may have on this one.

Tuesday night/Wednesday morning, there was a helicopter circling a tight radius. Police on foot entered a number of residences looking for the suspect--a gang member brandishing a handgun. It was unnerving, to say the least, to the residents, who were awoken. The good news on this one is that the suspect was apprehended. The bad news is that what once was just between our community gangs—ATV and TRS—has expanded to Frogtown and even the Avenues gang. None of this is good.

The City Council is working with Constance Rice, advocate and consultant, to develop a master plan for gang intervention and youth development. During one of her presentations, Ms. Rice threw out an alarming statistic; of all the crime in the Northeast division, the vast majority of it is gang-related—more so than in any other division in the city. I don’t know what to say beyond that, other than to ask you to make a concerted effort to attend Saturday’s Public Safety Summit, from 9:30 to noon at the Micheltorena School (1511 Micheltorena Street—at Sunset in Silverlake). LAPD Chief Bratton will be there, along with Council President Garcetti. If you have any questions or need more information, call the CD13 office at 323-957-4500. This is an important meeting—plan to be there.

CPAB is the Community Police Advisory Board. You will be trained by the LAPD and asked to attend one meeting a month. Not a lot of time, but you need to be committed. Atwater Village Neighborhood Watch 10/22/2006 update

I got a call earlier today from a resident who lives on Hollydale-- his house had been broken into by someone very persistent but not very bright.

The burglar wannabe broke a couple windows and destroyed the interior alarm system box before taking off. Nothing was stolen other than some considerable peace of mind. Damage was done both to the physical property and to the sense of home security that we all would like to maintain. A break-in is a violation and not one to take lightly.

There has been a noticeable uptick in graffiti of late that is also cause for concern. The alley between Brunswick and Edenhurst and the buildings on both sides of Edenhurst just in from Glendale Boulevard have been repeatedly tagged. As I write this, they are covered with gang markings. It is never good any time you see someone crossing out gang markings with a rival gang.

It may all be the work of one or two but it is increasing. Please, if you see graffiti, call 311 with the address. We have to keep one step ahead of it. The other, bigger aspect of all of this that seems to escape mentioning is the cost to constantly paint over the spray can vandalism.

Finally, for now, is the fact that I got a number of email queries regarding the shooting Thursday night. It was on Glenmanor. I am trying to get more information and as I do, I will pass it on.  By the same token, if you hear or know of anything that you want the community to know, let me know and I will pass it on.

Atwater Village Neighborhood Watch Meeting, Oct 11th

We missed our meeting last month. I will try not to let it happen again! We are trying to stay on course for the second Wednesday of the month, which means our next meeting is Wednesday, October 11th-- 7pm at the New Hope Chapel (on Los Feliz, behind Best Buy). There is a lot to catch up on-- crime didn't take last month off.

This Saturday portends to be a busy community-active day.

The DAWS are having a yard sale to raise funds for their worthwhile activities, beginning at 8:00am at JeanneMarie Wiesniewski's home 3713  Edenhurst, (just north of Sunnynook). Carol Moore is heading up a graffiti paint-out along the river, interested volunteers are to meet up with Carol at the Red Car Park entrance to the river at 10:00 (Glendale Boulevard and Ferncroft, just south of the Hyperion Bridge). Help Carol keep the upper hand in our battle against graffiti.

And the Glassell Park Community Festival runs from 10-4 at the Glassell Park Recreation Center (3650 Verdugo Road) Admission is free. There will be entertainment, displays, a crafts fair and a Festival Fun Zone for the kids as well as "The Taste of Glassell Park." Glassell Park has partnered with us in the (partial) funding for the Inside Out Community Arts program to be launched in the second semester of this school year at Washington Irving Middle School. I will be manning a table explaining the program and asking for donations. As of now, I will be the only one working this event! I need a volunteer or three to assist me--and relieve me. If you can spare an hour or so on Saturday, please let me know.

Atwater Village River Paint-Out - Saturday, September 9th

Atwater Village River Paint-Out
Saturday, September 9th
10:00 a.m.

Meet us at the entrance to the river at the Red Car River Park where Ferncroft dead ends into Glendale Blvd.  This is right across for the "Revisit the Red Car" Mural.

Please join the Atwater Village Neighborhood Watch (AVNW) and the Hollywood Beautification Team (HBT) for a river paint-out!  Be sure to wear grubby clothes and bring a hat, gloves, water and sunscreen.  Although the river was recently painted-out, there is new graffiti popping up every day.  Given that this weekend is a holiday, there will be plenty of opportunities for new graffiti.  Let's stay on top of this and keep the river beautiful!

AVNW 08.16.2006 Meeting Recap

A quick update and recap of Wednesday’s meeting (08.16.2006), (which by the way, was a good one and well attended). (Fear not, I will return with the newsletter format next month.)
 
Donna Wong, the Deputy City Attorney and Neighborhood Prosecutor for the Northeast area is conducting an informative meeting on Tuesday, August 22, regarding property rights and options for renters and property owners. Please contact Donna at Donna.Wong@lacity.org for more details.

We opened up discussions on the fundraising needs to bring the Inside Out Community Arts program to the Washington Irving Middle School in January. Contacts on this so far, are Catherine Dent and Lisa Fontanesi—the arts and education committee chairs of the Atwater Village Neighborhood Council and Kabira Stokes Hochberg, Field Representative for City Council District 13. Also, I am happy to report that Carol Moore-- our neighborhood anti-graffiti czarina-- is also acting events coordinator. She has already rolled up her sleeves and is working on some exciting, out-of-the-box ideas to get the funding for the Inside Out program. Her enthusiasm is infectious… if you want to catch it, contact Carol at spreadpublicity@yahoo.com and see how you can help her.
 
There is a parent/teacher after school meeting at the Washington Irving Middle School on September 6. I will let you all know the outcome.

Take Back Fletcher Drive 

Quarterly Newsletter – Summer 2006

In February 2006 merchants and residents formed an informal volunteer group dedicated to improving Fletcher Drive, a business corridor located within the 90039 and 90065 zip codes. We are calling our improvement efforts the “Take Back Fletcher Drive” campaign and are currently working with local government and community groups to make Fletcher Drive a better place to live and do business.

Input Needed for Fletcher Square!

The City of Los Angeles Planning Department is seeking community input to develop a Community Design Overlay district (CDO) in the Fletcher Square area. The Fletcher Square area includes the San Fernando Road and Fletcher Drive intersection, the future site of the LACC Van de Kamp’s Satellite Campus and the former Kmart site.

What is a CDO?

A Community Design Overlay district (CDO) is a tool used for a district geographic area to improve and/or preserve the quality of building and site design. This is accomplished through the application of Design Guidelines and Development Standards. Design Guidelines and Development Standards, created for each CDO, provide guidance and direction in the design of buildings by addressing physical elements such as color and materials, landscape, façade and wall treatments and site orientation. The CDO is an effective tool to regulate the design and character of development in order to prevent inconsistent, haphazard and unrelated developments.

The Planning Department needs your input!

The Planning Department needs your input to create a CDO that meets the community’s desires and expectations. It is important that Atwater Village let the Planning Department know what amenities, businesses and atmosphere we would like Fletcher Square to have.

Message from the Atwater Village Neighborhood Watch 08.14.2006

Just when you thought it was getting quiet (and safe)...

Gina Chovan, our Senior Lead Officer, sent the following along-- Restaurant and bar owners, recently there has been a rash of restaurant and bar robbery take downs.  The method used by suspects are, they come in two or three at a time.  The prefer restaurants with allies to the rear. They appear at closing time when employees are closing businesses and there is few customers in restaurant.  Suspects enter OPENED back door.  They come in armed, very calm ordering employees and customers to the kitchen.  One suspect is a look out and the other suspect(s) orders everyone to remove jewelry, money, property and place on the table. Sometimes suspects go through victims personal pockets.  All suspects are wear ski mask.  Once suspect remove property they leave in a vehicle. Approximately 15 robberies have taken place since March 2006 to August 2006.  And 49 restaurants in total, in the past two years.  The most recent occurred on the 4600 block of Hollywood Blvd. Suspects prefer restaurants/bars that are local (attempting to avoid sophisticated surveillance equipment).  No definite suspect information at this time.  

Robbery Homicide Detectives are asking that business owners and employees remain alert, and  KEEP BACK DOOR LOCKED.  If anyone sees an individual monitoring restaurant or acting suspiciously in front or rear of location, contact the police department immediately.

And one of our Watch folks wrote that the car involved in the shooting of an LAPD officer with an AK-47 over the weekend was stolen off a street in Atwater— The HONDA that was written about throughout the article, (being driven by the shooters) was the Honda that was stolen from the area of Edenhurst & Appleton on June 28th.  A friend of an Atwater resident had parked her car (the Honda), left it overnight and when she went out in the morning, it was gone. The car owner reported it stolen and received a call today from the LAPD, letting her know it was the car that was retrieved during the shoot out on Sunday and that she could pick it up later this week.

Obviously, it is important for you all to be connected, involved and informed. Please try to attend Wednesday’s meeting.
