January 30, 2008
In the summer of 2004 Home Depot Corporation announced the purchase of a multi-year lease for the K-Mart store at 3150 San Fernando Road on the same day that K-Mart announced they would be closing the store. By January of 2005, the city had enacted an Interim Control Ordinance (ICO) for the area in Glassell Park bounded by the Metro-link tracks, the commercial strip to the east of San Fernando Road, the city of Glendale, and Fletcher Drive. That meant that no structure within those boundaries could be significantly altered in any way or demolished without a hardship exemption. The former K-Mart site fell within those boundaries. At the time there was lots of speculation in the area as the real estate market had heated up considerably. The ICO provided a tool wherein the city and the community could weigh in more closely on land use decisions that would affect the area for years, if not decades to come. During this time the community organized to make a case against having a Home Depot at that location and Home Depot hired a consulting firm to build support within the community for one of their stores. Several public meetings were held. Some compromise concepts were discussed. Home Depot submitted applications to the city's planning department for improvements and upgrades to the existing building so that when the ICO was lifted, they would be able to build their store. As the ICO was set to expire, we enacted the "Fletcher Square" portion of the Community Design Overlay Zone. This covered the exact geographical area that the ICO covered and it prohibited retail spaces larger than 75,000 square feet. After some initial activity, the site sat quiet for several months. In the Fall of 2007 our office learned that Home Depot may be reconsidering its desire to build a store there and in December this was confirmed. The lease hold is now up for sale and Home Depot is looking for a buyer. We have referred several interested parties their way over the last month and continue to do so. Ideas expressed by the communities of Atwater Village and Glassell Park range from mixed use with retail to a new Police station to affordable housing, to an accessory use for the new LACC college at the Van de Kamps site. We are all very excited to have this new opportunity; to work with someone on a development the community can support that will be in keeping with an improved San Fernando Road corridor.Mitch O'Farrell

From the No Home Depot Coalition - Northeast Los Angeles
"Home Depot has reportedly abandoned its efforts to open another store in Fletcher Square at the old Kmart site. Los Angeles Council District 13 released the information that the leasehold on the old Kmart site (3150 San Fernando Rd), which Home Depot purchased several years ago, is up for sale.
This latest update is welcomed news to the No Home Depot Coalition (NHDC); and many community activists in both the Atwater Village and Glassell Park communities who vigorously protested against Home Depot installing a 3rd store on a four mile stretch of San Fernando Road.
The NHDC continues to believe that a Home Depot in this location is contrary to the spirit and intent of the Northeast Community Plan and the recently adopted Fletcher Square Community Design Overlay. With the lease on the site reportedly for sale the NHDC hopes that community efforts will focus on attracting a development that satisfies the community's desires and needs."

---
The purpose of this study is to create a community specific parking ordinance to ease parking requirements for new or change-of-use businesses along Glendale Blvd by identifying “underused” public parking spaces and allowing these businesses to purchase them under a “parking credit” scheme. The subsequent ordinance would allow businesses that are required to have a specific number of parking spaces to purchase “parking credits” from the City in lieu of building more spaces onsite. The parking credits available for purchase would be limited by actual parking capacity within a predetermined boundary along Glendale Blvd and adjacent residential streets.
At the January 11th, 2007 General Board Meeting the Atwater Village Neighborhood Council (AVNC) voted to fund a “parking credit” study that will focus on commercial parking along Glendale Blvd. The AVNC Board voted to contract with Civic Enterprise Associates (CEA), a consulting firm, to spearhead the study and will pay CEA $6,500.00 for its services.

The funding application submitted by the L.A. Bureau of Street Services (BSS) to implement remaining portions of the Glendale Blvd Streetscape Master Plan failed to get a preliminarily recommendation for funding from the MTA 2007 Call for Projects review staff.
The Glendale Blvd Streetscape Master Plan funding request scored 66 points out of a possible 100. The funding request received notably low scores in evaluation criteria categories of “Project Need & Benefit to Trans. System” (22 points), “Local Match” (0 points) and “Land Use & Environmental Compatibility” (17 points).
The BSS is seeking approximately 3 million dollars of MTA funding to implement unfinished portions of the Glendale Blvd Streetscape Master Plan which was formulated in 2002. The funding would be used to widen sidewalks, add bump-outs at corners to shorten pedestrian crossing distances, address traffic flow issues in various ways, provide new median landscaping and irrigation, and slow vehicular traffic on Glendale Blvd by reducing traffic lanes from 6 to 4.
The MTA Board of Directors, the governing body of the MTA, is expected to adopt the staff’s preliminarily recommendation for funding from the MTA 2007 Call for Projects at their July 26th Board Meeting.

It is with great enthusiasm that jFERRARI Gallery proudly announces their One-Year Anniversary Show! We have invited 27 of our most talented artists who work in an array of representational and abstract styles to exhibit. "Chapa" our resident band will also be performing for us. A sound best described as experimental folk with a classic approach and instrumentation, some call it "Experimental Storytelling”. Opening for “Chapa” will be our newest addition “Good On Paper”, a local indie band of two. It has been an exceptionally monumental first year and we look forward to continuing and exploring more diverse exhibitions for the coming year. We will continue to support individual emerging artists, as well as representing new artists. As the art scene in Northeast Los Angeles blooms, we will continue our interrelationships between our local communities and venues. We will also keep striving to be community involved by generating more collaborations with one another. We hope this impetus effort will revitalize Atwater Village and its neighboring communities.
Atwater Playhouse and Method Acting Company opened its third original production, Hands of an Angry God, this past weekend. In celebration of its one-year anniversary, the theater would like to extend an invitation to all residents of the burgeoning Atwater Village, to attend the production for FREE. Through the war and consequential events, their lives become entangled and they are forced to confront their beliefs and their desires.
Rich in symbolism and allegory, Hands of an Angry God offers the audience the chance to take a hard look at some of the most poignant topics of today: war, religion, politics, and the effect on relationships. In conjunction with Sundance Channel, we will be handing out FREE recyclable bags for your market shopping. Max Arthur Beach was the man behind the vision of Beach’s Markets. He began at the age of twelve to support his widowed mother and two sisters. Max as a bookkeeper who in the mid 1930’s went into partnership with Izzsy Sol. Izzsy had two markets in his chain. This chain grew until 1930 when it was sold and Max acquired two stores of his own. He now owned the Acme Market in the San Fernando Valley and Beach’s Market on Glendale Blvd., in the Atwater District of Los Angeles. He still owned the Market in Atwater at the time of his death in 1988.
During the 1950 and 1960’s Max also had drugstore and hardware businesses. Max continued to expand his chain of stores by purchasing small markets and other real estate around the city. His purchases were to generate income for future expansion of his markets. His dream came true with the retail centers he build in the mid 1960’s. In Downey his retail center includes a Beach’s Market, (which houses an independent bakery), a restaurant (Bakers Square), and a cleaner. In Rosemead he built a big new supermarket to replace the small neighborhood store. He also built a drugstore (now CVS Drugs) opposite the market, and a Jack in the Box. He also owns several rental properties all around this market. In the next decade he concentrated on his two retail centers, owning and operating the two Beach markets. A privately owned corporation was formed in the 1970’s.

Carolyn Mendoza, a fine artist from Venice, California, has established a long-term career in working with metal. Influenced by nature, she creates unique sculptural designs by welding natural forms on to steel. Using various patina techniques, vivid colors hidden beneath the surface are drawn out. These one-of-a-kind organic artworks can be enjoyed in both indoor and outdoor settings and can be custom designed to suit the client's individual needs.
Bob Nydam's signature is the interplay of chaos and order. Chaos flows through the images of insects evoking a gut-level emotional reaction without the baggage of most cultural and religious icons. Plain and simple: bugs are creepy! Look again and the ordered backgrounds depict a need to control the world through the trappings of dualism and fundamentalism. These layers of cacophony and control aspire to create a third layer existent on a more hopeful and deeper psycho-spiritual level.
We look forward to seeing you.

jFERRARI Gallery is happy to announce its first Retrospective art exhibit featuring BEA GOLD.
She is an artist who has painted and done woodcuts since she was very young. She will turn eighty years old this April! Her paintings are portraits of people and they were either commissioned, bartered or were painted as gifts. Her paintings are owned by people around the country and this is the first time they will be together,to be seen in the same place.
She is the mother of four grown children. She lives with her granddaughter Zahava Jones. She was married to Jack Gold for 53 years, he died on their 53rd anniversary.
She has wanted a retrospective for years but it was always too hard to make it happen. This year she turns eighty and she figures it’s now or never, so she took on the challenge to put it together after discovering jFERRARI Gallery.
The Retrospective Print and Paint Show will bring together works covering 65 years and many of the people in the paintings will attend the event.
Please join us on Saturday, April 7th, 2007 at 6pm for an opening reception.
jFERRARI is a gallery of contemporary art dedicated to supporting emerging and mid-career fine artists. The gallery is active with monthly exhibitions of diverse, unique and innovative works of art.
